EACOR is currently recruiting for the position of a Finance Officer.


Eastern Africa Collaboration for Economic, Social and Cultural Rights (EACOR) is registered as a Nongovernmental (NGO) in Kenya.
EACOR exists to challenge systemic issues that perpetuate abuse of human rights, shrinks the democratic space for meaningful civic engagement, and institutions that discriminate and exclude the most vulnerable groups from a rights based perspective.
The organisation’s work is focused on promotion of realization of human rights with specific reference to Economic, Social and Cultural rights commonly referred to as ECOSOC rights or ESCRs.
Job Title: Finance Officer
Location: Nairobi
Job Title of Immediate Supervisor: Regional Director
Contract Duration: Full Time, 1 Year, Renewable
Job Summary: Responsible for the overall implementation of the finance function of EACOR
Main Duties and Responsibilities
·         Implement financial policies and procedures in accordance with EACOR and donor requirements
·         Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures and custody of the organisation’s assets
·         Establish and effectively manage an efficient system for requisition, allocation and accountability for funds.
·         Ensure financial transactions are properly authorized, recorded (using an approved Accounting Software Package), have adequate supporting documentation, filed, maintained and can be easily extracted for the purpose of preparing financial statements and analysis for the purpose of reporting and audits
·         Prepare quarterly financial forecasts and requests to be approved by the Regional Director for advancement of donor funds in line with project work plans.
·         Continuously monitor budgets and ensure that all projects and other expenditures are strictly within budget and are allocated to the correct budget lines.
·         Preparing timely and reliable periodic project financial documents and reports for approval by the Regional Director for internal management, presentation to the regional board and for submission to the donors.
·         Carrying out regular monitoring of the bank account(s) and preparing the monthly bank reconciliations for approval by the Regional Director.
·         Ensures that Petty Cash Account is properly maintained and disbursements are made based on approved Petty Cash Vouchers and that all payments are accounted for and supported by appropriate receipts.
·         Manage the preparation of the Payroll and ensure timely payment of staff salaries and payroll deductions including preparation and filing of monthly and annual tax, NHIF and NSSF as well as withholding tax returns.
·         Ensure timely preparation of accurate half yearly and annual financial statements for audit, and prompt filing of tax and NGO Coordination board returns
·         Check and ensure that all procurement processes and expenditures are in accordance with EACOR’s policy and that all payments are supported by appropriate supplier receipts (AND NOT CASH SALE RECEIPTS) including ETR receipt where applicable.
·         Work with the Programme Officer and under the guidance of the Regional Director to ensure proper preparation and administration of budgets.
·         Work with the Office Administrator to ensure that all assets and staff of the organisation are adequately insured and ensure timely payment for the relevant insurance premiums
·         Liaises with Office Administrator to carry out timely payments of all administration expenses such as office rental, electricity water internet/telephone and any other utility bills.
·         Review internal controls of the organization and recommend any changes to the Regional Director and EACOR Board.
·         Assist the Regional Director in the day to day management of the organisation’s cash flow.
·         Perform any other relevant duties as assigned by the Regional Director in line with the organisation’s goals
Employee Specifications
Qualifications
Minimum
·         Professional Accounting qualification such as CPAK, ACCA or Equivalent
Desirable
·         A Bachelor’s Degree in commerce (BCOM accounting) will be an added advantage.
Experience, length and type
Minimum
·         Minimum 3 years of working experience in a busy accounting environment, preferably with an NGO.
·         Hands on skills in the use of MS word, Excel (Spreadsheet) and Internet/Windows Outlook. Proficiency in the use of QuickBooks required

Other attributes
·         Thorough knowledge of generally accepted accounting principles and practical applications of financial systems.
·         Should have strong interpersonal skills and be a team player.
·         Demonstrate ability to communicate clearly and effectively.

·         Works independently and Consults with the Regional Director.

·         Makes important decisions on EACOR’s general financial matters in consultation with the Regional Director. These may include budget development and budget reallocation etc.,

·         He/ she is custodian of important, confidential and sensitive EACOR financial documents.
