Self Help Africa Kenya has been granted an award by the European Union for Baringo County, under the action for “Ending Drought Emergencies: Support to Resilient Livelihoods and Drought Risk Management” to implement a project titled: BAringo Resilience Initiative: Nurturing Greater Opportunity (BARINGO).
SHA therefore seeks to recruit a suitable candidate to fill the following position:
Job Title: Driver – BAringo Resilience Initiative: Nurturing Greater Opportunity (BARINGO)

Job Purpose: The main purpose of this role will be to provide driving services to all SHA staff, including international staff, guests and clients as instructed by the Supervisor.
Key Responsibilities:
Driving
·         Drive the vehicle for official travel and business, or as requested by the Line Manager
·         Transport project materials and equipment to project sites as and when instructed
·         Maintain high standard of service to both internal and external guests
·         Ensure punctuality and safe transport
·         Observe road and traffic laws and regulations of Kenya
·         Ensure that safe driving practices are adhered to including internally agreed standards and procedures
·         Report to the line manager any accidents involving Self Help Africa vehicles within the stipulated timeframe
Car Security & Maintenance
·         Ensure the vehicle is kept clean, tidy and in good working condition at all times
·         Ensure safety and security of passengers and materials at all times
·         Ensure the vehicle is given regular/day-to-day maintenance checks: check oil, water, battery, brakes, tyres, etc.
·         Ensure vehicle repairs are carried out properly by official manufacturers specifications
·         Perform minor repairs and arrange for other repairs, prepare vehicle spare parts inventory
·         Prepare and submit vehicle monitoring report, including records of vehicle operations, maintenance, expenses, mileage, at end of each month
·         Assist the Administration and Logistics Officer to ensure that the vehicle insurance and registration is updated according to schedule
·         Confirm that all kits and equipment assigned to the vehicle are present and report any faults, items missing or used and request immediate replacement
Car Logbook maintenance
·         Record/log official trips, daily mileage, fuel consumption and oil changes
·         Provide fuel receipts, log sheets and weekly reports for the assigned vehicle
Administrative works
·         Provide assistance to the administration department in the times when working at the office, including but not limited to: Photocopying, filing, handling mail, delivering goods and correspondences, carrying parcels, packages, and delivery and collection of official documents as per required Any other work as assigned by the Line Manager

Job Title: Monitoring & Evaluation Assistant – BAringo Resilience Initiative: Nurturing Greater Opportunity (BARINGO)

Job Purpose: The purpose of the job is to ensure effective planning, implementation and reporting of Monitoring and Evaluation related activities for the BAringo Resilience Initiative: Nurturing Greater Opportunity (BARINGO).
The Monitoring & Evaluation Assistant will be part of the BARINGO Project Implementation Team and will advise the Project Manager in planning, implementation and reporting of monitoring, evaluation and learning activities of the Project.
S/He will contribute to the development of project M&E system, tracking performance indicators, development of data collection tools, data collection, analysis and reporting and drafting of learning papers.
S/He will build the capacity of Implementing Partners in M & E, manage surveys through SHA’s specific methodologies and tools and provide accurate analysis and presentation of information to enhance SHA’s position as a strong development organization.
Key Responsibilities:
·         In liaison with the M&E Co-ordinator establish a sound M&E system both at the project and partner organizations levels.
·         Take lead in planning and execution of M&E related activities for the project as stipulated in the project M&E Plan including surveys, evaluations and research,
·         Ensure M&E frameworks, tools and techniques are in place for effective tracking of the project indicators’ performance and results,
·         Undertake monitoring visits to the field throughout the project implementation period, as needed to support and/ or supervise data collection or verify data quality,
·         In liaison with the PM organize project review meetings on regular basis to reflect on implementation process, challenges faced, innovations and lessons learnt,
·         Support project staff and implementing partners to manage and maintain an up to date project database system,
·         In liaison with the M and E coordinator, identify training needs, develop a capacity building plan and facilitate capacity development of the implementing partners and project staff on project related Monitoring and Evaluation processes,
·         In liaison with the Project Accountant maintain a Master Project file for all project data, reports, photographs, correspondences, donor reports and documentaries for future reference
·         In liaison with the Communication Officer, ensure documentation of case studies and Impact stories is done and that accurate project data is utilised for press releases, social media and website among others

Job Purpose: The Agriculture Officer will provide technical agricultural support to the implementation of the BAringo Resilience Initiative: Nurturing Greater Opportunity (BARINGO) programme.
S/He will provide technical agricultural advisory service and specialist support to implementing partners and farmers to ensure that the crops and livestock enterprises perform at their best. The Agriculture Officer in consultation with farmers and agricultural businesses give guidance and demonstration on the latest technologies related to agriculture and on how they can take advantage of such technologies.
KEY RESPONSIBILITIES:
PROJECT TECHNICAL SUPPORT FUNCTIONS
Working closely with the Programme Coordinator (Agriculture and Natural Resource Management), the Agriculture Officer will undertake the following tasks;
·         Ensure that all agricultural interventions in the BARINGO programme are carried out effectively to meet the project objectives
·         Provide technical expertise to project and partner staff to ensure effective integration of sustainable agricultural intensification and livelihoods strategies and practices
·         Work with project staff and partners to promote pastoralists and agro-pastoralist participation to attain sustainable agriculture, climate change resilience, environmentally sustainable land use management practices and promotion of natural resource based enterprises
·         Develop and execute work plans related to the development of the capacity of the smallholder farmers and pastoralists and ensure that the plans are executed in an efficient and effective manner as agreed and approved by the Project Manager.
·         Facilitate agricultural related technical workshops, consultations, seminars and training sessions on conceptual and practical aspects of extension and agricultural practices
·         Serve as the agriculture technical lead and write up agricultural related sections in reports, technical papers and proposals to government, potential donors and SHA,
·         Develop agricultural implementation approaches and strategies to guide project implementation e.g strategy on implementing Plant Clinics, IPM etc
·         Conduct trainings and relevant research studies that generate evidence-based programming and efficient and sustainable programme interventions
CAPACITY DEVELOPMENT
·         Design, develop and deliver crop and livestock production training packages/modules, in coordination with other project staff,
·         Identify and carry out a comprehensive capacity assessment of farmer producer organizations and develop and deliver appropriate capacity building programs,
·         Support farmer producer groups/ organizations to put in place and implement innovative agricultural management systems and build their capacity in all aspects of farming as a business
COUNTERPART RELATIONSHIP FUNCTIONS
·         Nurture and strengthen partnerships and networks with local government, civil society organizations and private sector for continued learning and sharing of experiences and best practices,
·         Represent the project in all agricultural related meetings/workshops/field visits and other relevant forums as directed by the Project Manager,
·         Incorporate within the framework of the project potential ‘win-win’ business opportunities which can attract different value chain actors to engage in transactional relationships with the farmer producer organizations and develop a platform for achieving these partnerships,
·         Work in close coordination with the relevant stakeholders on quality assurance and control for all Crop and livestock-based products for value addition, marketing and distribution.
MONITORING AND EVALUATION AND REPORTING
·         In liaison with the M and E Assistant, conduct regular and accurate assessment, monitoring, and dissemination of information and ensure that sustainable agriculture, livelihoods, climate change resilience and natural resources management principles are incorporated in the project,

Job Purpose: The NRM Officer will coordinate the implementation of all NRM activities in accordance with the project objectives and ensure technical quality is achieved within the BAringo Resilience Initiative: Nurturing Greater Opportunity (BARINGO) programme.
Reporting to the Project Manager S/He will work closely with counterparts in strengthening community based natural resources management practices –informed by traditional knowledge and science –for the communities to build resilience to drought and other natural disasters, through implementation of natural resources management activities that contribute to resilience for sustainable livelihoods within Baringo County.
KEY RESPONSIBILITIES:
PROJECT TECHNICAL SUPPORT FUNCTIONS
Working closely with the Programme Coordinator for Agriculture and NRM and the National Drought Management Authority (NDMA) the NRM Officer will undertake the following tasks;
·         Provide technical expertise to all NRM components of the project, assuring technical quality control of interventions,
·         Support the Project Manager in the implementation of all Natural resource Management and Climate change adaptation interventions as stipulated in the project document/work plan.
·         Identify the strategic locations for specific interventions (e.g. areas for reclamation and regeneration of grazing lands, rain water harvesting practices and other soil and water conservation methods) for soil stabilization and minimization of landslide risks.
·         Recommend and facilitate the implementation of a range of effective community level watershed management measures fitted to reduce direct physical impacts of high intensity rainfall events (landslides) in climate vulnerable hotspots in the target area.
·         Identify relevant soil and water conservation and other NRM practices and integrate the recommended NRM practices in the identified locations.
·         Engage pastoral and agro-pastoral communities to actively participate in project interventions
·         Facilitate technical assistance/support for project partners in all relevant areas as appropriate.
CAPACITY DEVELOPMENT
·         Design, develop and deliver NRM and Resilience training packages/modules, in coordination with other project staff,
·         Conduct trainings and relevant research studies that generate evidence-based programming and efficient and sustainable programme interventions

Job Purpose: The Project Manager will be the technical and operational head of the BAringo Resilience Initiative; Nurturing Greater Opportunity (BARINGO) project team.
S/He will be responsible for ensuring successful implementation of this 4-year, European Union-funded programme through providing leadership, technical oversight and direct management of all activities related to the project.
A key function of this role will be managing effective partnerships with the Implementing Organizations, the County Government and the National Drought Management Authority (NDMA) among others.
KEY RESPONSIBILITIES:
PROJECT MANAGEMENT
·         Lead and manage all aspects of the project cycle: design, planning, implementation, quality and accountability, monitoring and evaluation.
·         Develop annual, quarterly and monthly plans and budgets for the project and monitor allocation of resources, anticipating changing requirements that may impact work delivery
·         Work in close liaison and ensure effective communication with stakeholders including SHA programme staff, partners, government agencies and the donor to coordinate coherent and consistent delivery of the project objectives
·         Provide technical input for the implementation of the project including in the preparation of, strategies, training materials, guides and manuals in liaison with the Country Team Technical Advisors and ensure effective integration of core technical areas – Nutrition, Social Inclusion, Enterprise Development, Agriculture and Natural Resource Management
·         Represent SHA at government, donor, NGO and other relevant events in the field in close coordination with the Head of Programmes and ensure that the the BAringo Resilience Initiative collaborates and networks with stakeholders as appropriate;
·         Work with the SHA Communications team to develop a project communication and visibility plan and facilitate its implementation
·         Ensure effective coordination and collaboration mechanisms are in place between SHA, its main implementing partners SAII and FSK and National Disaster Management Authority (NDMA)
OPERATIONAL AND FINANCIAL MANAGEMENT
·         Manage and periodically review the programme budget in close collaboration with the Head of Programmes and Head of Finance
·         Ensure compliance by SHA and partners with contract requirements in planning, financial management, procurement, branding, monitoring and reporting, and facilitate further training where necessary.
·         Act as the focal point with SHA country office and HQ to ensure all programming, financial and administrative matters related to the programme comply with donor and SHA policies and procedures and are transparently, expediently and effectively managed in line with established processes, rules and regulations;
·         Monitor external context and carry out adjustments to project plans, where necessary;
·         Ensure all SHA safety and security guidelines are followed and that all safety or security incidents (fires, accidents, theft, etc.) are recorded and reported;
·         Ensure efficient use and management of project resources including transport;
MONITORING, REPORTING AND RESULTS COMMUNICATION
·         In conjunction with the M&E Coordinator, facilitate monitoring and documentation of learning by ensuring that effective mechanisms are in place to monitor activities and outputs and assessments for project quality and impact and ensure project implementation is on time, target and budget;
·         Ensure monitoring plan is in place and undertake project monitoring visits from time to time
·         Compile periodic programme reports as required by the donor and SHA
·         Check partner technical and financial reports and ensure that they are compliant with set policies and procedures
PERFORMANCE MANAGEMENT
·         Conduct periodic reviews of staff performance in keeping with SHA’ performance management system
·         Motivate and inspire the project staff to perform their duties to their best, recognizing and valuing their work and encouraging them to learn
·         Set clear direction and expectations for the project and enable project staff to interpret competing priorities (Annual project key performance indicators)

Knowledge and Experience:

·         Knowledge and experience in multiple sectors such as food and nutrition security; agricultural systems and livelihoods; market systems development; climate change and adaptation; natural resource management; peace building and Humanitarian development

Job Purpose: The purpose of the Project Accountant role will be to ensure checks and balances in accounting, reporting and disbursement of funds. S/He will provide financial management by ensuring accurate and timely recording of financial data, processing of transactions and monitoring programme costs against donor guidelines, preparing financial reports and building capacity of partners.
S/He will maintain high standard of accounting and financial control to ensure compliance with EU regulations.
Key Responsibilities:
Financial and Grant Management
·         Manage programme related routine financial accounting in line with organisational policy, EU accounting standards, and compliance to policies and Kenyan legislation, ensuring timeliness, efficiency and completeness;
·         Verify the accounting records of the grantees to ensure accurate financial reporting and compliance with donor requirements
·         Prepare a schedule to be used for posting all grantees entries on PS Financials (PSF) and Post as appropriate after review
·         Participate in various procurements processes
·         Prepare annual procurement plan for the project
·         Review monthly grantee’s financial reports, assess the fund request and liaise with the Head of Finance and Administration for disbursement of funds
·         In liaison with the Programme Manager, reconcile with the grantees on quarterly basis funds balances and related Key Performance Indicators/Results
·         Initiate payment processing according to internal policies and procedures
·         Assist in posting payroll journals from time to time
·         Initiate annual partner contracting process
Financial Planning and Budgeting
·         In liaison with the Programme Manager, finance and other programme staff align activity plans with grants agreements;
·         Be in charge of the preparation and revision of monthly, quarterly and annual budgets;
·         Responsible for cash flow management of the project and monitoring disbursements of funds to grantees, partners and suppliers;
Management and Donor Reporting and Compliance
·         Prepare management reports, that includes partner consolidated reports on monthly and quarterly basis
·         Prepare donor financial reports that comply with donor requirements;
·         Conduct Partner Organizational Capacity Assessments and Quarterly reviews and monitor progress of the partners
·         Compile monthly anticipated results, variances, comments and actions
·         Compile information for internal and external audits and coordinate the expenditure verification exercise, special audits and respond to internal audit reports
Office Administration and Logistics Management
·         Oversee the office management processes and ensure the office environment is clean and organized
·         Preparation and Maintenance of office vehicle ROTA
·         Preparation and organize the logistical arrangements of staff when going to the field
·         Maintenance of office inventory records and fixed assets register, and the custodian of all physical inventory or project materials
·         Facilitate the office correspondences received in hard copies and manage postage/courier services
Support Duties
·         Support design partner due diligence process
·         Support review of partner business plans
·         Prepare presentations for internal review meetings

Qualifications, Knowledge and Experience:
·         A Bachelor’s degree in Accounting / Finance and should have certified qualification (CA, ACCA, CIMA, CPA) and preferably, be a member of a recognized professional accounting institute
·         Five years practical experience in Financial Accounting, at least three of which should be in grants management.
·         Proficient in Microsoft Office, spreadsheet applications and computerized accounting systems
·         Demonstrated financial advisory, operational and analytical skills including high level of organisational, problem solving and facilitation skills;
·         Demonstrated experience in donor fund projects, undertaking risk assessments, internal audits and/or assessing internal controls.
