Manager, Monitoring & Evaluation


Women Enterprise Fund (WEF) is a Semi-Autonomous Government Agency established via Government Financial Management Act in 2007, through Legal Notice no;147 and whose core mandate is to provide accessible and affordable credit to support Kenyan women start and/or expand businesses for wealth and employment creation;

WEF/HR/2019/1: Manager, Monitoring & Evaluation- WEF GRADE 2 (1 POST)
Basic Pay Minimum Ksh; 141,152 – Maximum Ksh; 186,972 PM
Reporting to the Chief Executive Officer, the officer at this level is responsible for monitoring and evaluating initiatives, programs, and projects, both new and established, providing accountability and ensuring efficiency and success from start to finish:
Responsibilities
·         Formulating and coordinating the Fund’s monitoring and evaluation strategies, policies, systems, programmes, framework and tools;
·         Coordinating the preparation of the Fund’s Monitoring and Evaluation Plans, guidelines and development of Project Implementation & Post completion Indicators and Monitoring & Evaluation reports for Management;
·         Overseeing implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress;
·         Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results;
·         Lead all M&E initiatives including monitoring data quality, tracking the progress of activities, and informing staff capacity building initiatives;
·         Developing and reviewing monitoring and evaluation procedures and impact indicators for the project success;
·         Coordinating the preparation and evaluation of Fund’s Strategic Plans, Performance Contracts and Vetting;
·         Coordinating post project implementation appraisals of completed projects and preparing management reports thereof;
·         Monitoring all project activities, expenditures and progress towards achieving the project objectives;
·         Coordinating and preparing of monthly, quarterly, half-yearly and annual progress reports to management and relevant stakeholders;
·         Coordinating the monitoring and evaluation of the sustainability of the project’s results and preparing reports on the findings and lessons learned from various initiatives;
·         Any other lawful duty that may be assigned from time to time;
Requirements
·         Served in comparing position for at least nine (9) years with at least four (4) being in a managerial position
·         A minimum of a Bachelor’s degree in Economics/Statistics/business related field from a recognized University
·         Master’s degree in Economics/Statistics/business related field any other relevant qualification from a recognized institution
·         Certification in data analysis tools

Manager, Audit & Risk

WEF/HR/2019/2: Manager, Audit & Risk – WEF GRADE 2 (1 POST)
Basic Pay Minimum Ksh; 141,152 – Maximum Ksh; 186,972 PM
An officer at this level will be responsible administratively to the Chief Executive Officer and functionally to the Board through the Audit and Risk Management committee to ensure there is an innovative, responsive and effective risk management approach within the Fund.
Responsibilities
·         Formulating policies for effective risk management strategies and framework for the Fund;
·         Coordinating and overseeing all risk management activities and assessing compliance with internal policies, relevant contracts and all legal and regulatory requirements;
·         Coordinate preparation, approval by the Board and implementation of annual audit plans and appropriate audit programs;
·         Ensure sound development and implementation of audit management systems;
·         Ensure proper preparation of audit reports, presentation of the same to the Audit & Risk Committee on quarterly basis and implementation of audit recommendations;
·         Responsible for coordination of Audit & Risk department’s activities, including staff training and development;
·         Liaising with external auditors and ensure implementation of their recommendations;
·         Updating the Board Internal Audit & Risk Committee Charter as well as the internal Audit Charter;
·         Review the Fund’s compliance with the relevant statutes, policies, rules, regulations, administrative government circulars and guidelines;
·         Review the adequacy of internal policies, procedures and processes to ensure necessary and sufficient internal controls are in place;
·         Carry out special assignments including investigations and recommend controls to mitigate risks;

Requirements
For appointment to this grade, an officer must have:-
·         Served in Audit function for at least 9 years with at least four (4) being in a managerial position;
·         Master’s degree majoring in Finance, Accounting or Strategic Management or its equivalent from a recognized institution;
·         Valid membership from ICPAK, Institute of Internal Auditors (IIA) or Information Systems & Control Association (ICASA) in good standing;

Assistant Manager, Audit & Risk

An officer at this level will be responsible to the Manager, Audit & Risk through the Audit and Risk Management committee to ensure there is an innovative responsive and effective risk management approach within the fund including;
Responsibilities:-
•Supervising and coaching staffs under him/her and providing professional development and guidance;
• Responsible for auditing assigned work of wide scope and complexity and specific audit assignments;
• Follow up on the resolution of external audit queries and implementation of external audit recommendations;
• Oversee risk management activities and assess effectiveness of and compliance with internal controls, internal policies, tax regulations and other statutory guidelines;
• Coordinate the alignment of departmental and the Fund’s activities to the Fund’s risk management framework;

Assistant Manager, Supply Chain Management

Reporting to Chief Executive Officer, the Assistant Manager, Supply Chain Management will be responsible for all procurement aspects of the Fund including;
Responsibilities:-
·         Coordinating the day to day running of the department;
·         Monitoring contract management by the user department to ensure implementation of the contract in accordance with the terms and conditions of the contract;
·         Preparing management and statutory reports in an accurate and timely manner;

WEF/HR/2019/5: Assistant Manager, Credit – WEF Grade 4 (8 POSITIONS)

Reporting to Credit Manager, the officer will be responsible for leading and supervising the credit operations activities for the assigned region including;
Responsibilities
·         Develop and oversee Implementation of regional work plans and budgets in line with approved Fund strategy for the assigned region;
·         Lead the Regional team in devising and implementing strategies to ensure the set targets in relation to size and quality of portfolio are met;
·         Manage all aspects of the lending cycle under the existing lending channels for the assigned region;
·         Responsible for the staff in the region including their performance management and developmental needs;
·         Liaison with HR team in addressing the staffing, disciplinary and implementation of Cross Cutting PC issues in the Region;
·         Manage the Operation of the Regional Office including securing the physical facilities as well overseeing logistics, office petty cash, and supplies in liaison with HQ;

·         Ensure completeness of the analysis /appraisal of loan application forms emanating from the Region in compliance with the Fund Lending policy;
·         Ensure loan applications from the Region are channeled to the Head Office Loans Committee within the set timelines;

·         Participate in awareness creation and publicity campaigns for the region including sensitizing women on the Fund’s products and services as well as representing the Fund in Stakeholders Forum;

Reporting to the Manager, Research and Communications, the officer will be responsible for the overall coordination of the planning, development, and management of the resource mobilization strategy and activities ensuring effective engagement of stakeholders in raising of resources for the Fund.
Responsibilities:-
·         Translate the Fund’s resource mobilization strategy and plans into action;
·         Prescribe, lead and conduct market research and marketing initiatives to assess donor priorities and identify opportunities for resource mobilization;
·         Establish systems for identification and response to calls with templates to manage the activities of resource mobilization;
·         Coordinate the development and writing of highly competitive resource mobilization proposals and contribute to proposal;
·         Develop and ensure quality standards for proposals and concept notes and ensure achievement;

Reporting to the Assistant Manager, Audit & Risk, an officer at this level will be responsible for auditing work of limited scope and complexity and supporting the department in identification of risks, assessment, monitoring and reporting in line with the Fund’s risk management framework.

·         Ensure that accounting procedures of the Fund are adhered to;

Responsibilities
·         Analyzing/Appraising loan application forms received from constituencies to ensure compliance to the lending criteria before recommending loan applications to the Head Office Loans Committee;

Clerical Officer

For appointment to this grade, a candidate must be in possession of at least Diploma in a business related area, minimum mean grade C plain with at least C+ in English and Mathematics; In addition, a candidate must be computer literate;
