Women Enterprise Fund (WEF) is a Semi-Autonomous Government
Agency established via Government Financial Management Act in 2007, through
Legal Notice no;147 and whose core mandate is to provide accessible and
affordable credit to support Kenyan women start and/or expand businesses for
wealth and employment creation;
Pursuant to this mandate, the Fund invites applications from
suitably qualified Kenyans to fill the under mentioned positions:
WEF/HR/2019/10: Clerical Officer – WEF Grade 8 (1 Position)
Basic Pay Minimum Ksh; 34,034 Maximum Ksh; 45,098 P.M
An officer at this grade will carry out simple duties of
clerical nature relating to the area of deployment. The officer may be deployed
in the regional office, accounts office, or in a general office services or to
undertake general office duties.
Responsibilities
• He/she will be called upon to compile statistical records
based on routine or special sources of information;
• Carry out transactions related to accounts or personnel information, handle receipts and loan records and file them appropriately;
• May be called upon to perform other similar clerical duties that may be assigned by senior officers;

Qualifications

WEF/HR/2019/9: Credit Officer – Grade WEF
7 (4 Positions)
Basic Pay Minimum Ksh; 49,539- Maximum Ksh; 65,561 P.M
Reporting to the Assistant Manager, Credit, the officer will be
responsible for implementation of the credit operations activities and policies
for the assigned region.
Responsibilities
·
Analyzing/Appraising loan application
forms received from constituencies to ensure compliance to the lending criteria
before recommending loan applications to the Head Office Loans Committee;
·
Assisting in coordinating all aspects
of the lending cycle under the existing lending channels for the respective
constituencies;
·
Compiling of monthly and quarterly
regional credit reports such as loan uptake and repayment status while ensuring
timely reconciliations are done;
·
Monitoring and following up of loan
repayments and enlisting of key stakeholders support to ensure timely recovery
of loans;
·
Assist Manage the Operation of the
Regional Office including securing the physical facilities as well overseeing
logistics, office petty cash, and supplies in liaison with HQ;
·
Assist in initiating and coordinating
awareness creation and publicity campaigns including sensitizing women on the
Funds products and services;
·
Ensure the completeness and accuracy
of customer files in regard to limits, insurance covers, commitment letters,
valuations and other security documents where required are in place;

Handle customer complaints and take
appropriate action to resolve them;

Evaluation Officer –WEF Grade 7 (1 POST)
Basic Pay Minimum Ksh; 49,539- Maximum Ksh; 65,561 P.M
Reporting to Manager, Monitoring and Evaluation, the officer
will assist in the implementation of the M&E activities.
Responsibilities
·
Assist in implementation of the
Fund’s monitoring and evaluation strategies, policies, systems, programmes,
framework and tools;
·
Assist in the preparation of the
Fund’s Monitoring and Evaluation Plans, guidelines and development of Project
Implementation & Post completion Indicators and Monitoring & Evaluation
reports for Management;
·
Assist in development of M&E
tools and systems to improve ability to collect, interpret and aggregate data
that demonstrate impact and program accountability and progress;
·
Assist in the preparation of Fund’s
Strategic Plans, Performance Contracts and Vetting;
·
Assist in preparation of monthly,
quarterly, half-yearly and annual progress reports for review;
·
Assist in monitoring and verifying
the quality and accuracy of data collected from the field;
·
Analyse data and generate reports for
review;
·
Assist in monitoring project
activities, expenditures and progress towards achieving the project;

WEF/HR/2019/7: Senior Officer, Audit & Risk –WEF GRADE 5 (1
POST)
Basic Pay Minimum Ksh; 60,460 – Maximum Ksh; 80,025 P.M
Reporting to the Assistant Manager, Audit & Risk, an officer
at this level will be responsible for auditing work of limited scope and
complexity and supporting the department in identification of risks,
assessment, monitoring and reporting in line with the Fund’s risk management
framework.
Responsibilities

Ensure that accounting procedures of
the Fund are adhered to;
·
Check risk management activities and
assess compliance with internal policies, tax regulations and other statutory
guidelines;
·
Assist in developing audit management
systems and internal audit programs;
·
Assist in the interpretation of
financial policies for sound auditing practices and control;
·
Participate in developing and
updating an internal audit manual to facilitate compliance with auditing
standards and guidelines;
·
Assist in preparation and
implementation of annual audit plans;
·
Undertake specific audit assignments
and prepare detailed audit observations and draft reports;
·
Conduct financial and systems audit
& assist in ensuring compliance with tax regulations and other statutory
requirements;

Reporting to Credit Manager, the officer will be responsible for
leading and supervising the credit operations activities for the assigned
region including;
Responsibilities

Develop and oversee Implementation of
regional work plans and budgets in line with approved Fund strategy for the
assigned region;

Lead the Regional team in devising
and implementing strategies to ensure the set targets in relation to size and
quality of portfolio are met;
·
Manage all aspects of the lending
cycle under the existing lending channels for the assigned region;
·
Responsible for the staff in the
region including their performance management and developmental needs;
·
Liaison with HR team in addressing
the staffing, disciplinary and implementation of Cross Cutting PC issues in the
Region;
·
Manage the Operation of the Regional
Office including securing the physical facilities as well overseeing logistics,
office petty cash, and supplies in liaison with HQ;
·
Ensure completeness of the analysis
/appraisal of loan application forms emanating from the Region in compliance
with the Fund Lending policy;
·
Ensure loan applications from the
Region are channeled to the Head Office Loans Committee within the set
timelines;
·
Ensure that Regional credit reports
such as loan uptake and repayment status are forwarded to field team within set
timelines;
·
Participate in awareness creation and
publicity campaigns for the region including sensitizing women on the Fund’s
products and services as well as representing the Fund in Stakeholders Forum;

implementation of lending policies and procedures.

Reporting to Chief Executive Officer,
the Assistant Manager, Supply Chain Management will be responsible for all
procurement aspects of the Fund including;
Responsibilities:-

Coordinating the day to day running
of the department;
·
Monitoring contract management by the
user department to ensure implementation of the contract in accordance with the
terms and conditions of the contract;
·
Preparing management and statutory
reports in an accurate and timely manner;
·
Reviewing, updating, interpreting and
implementing existing procurement policies, regulations and procedures;
·
Preparing procurement plans, carrying
out internal monitoring and evaluation, assessing and measuring the performance
of suppliers and contractors;
·
Disposal of unserviceable stores in
line with procurement regulations;
·
Implementation of modern inventory
management techniques and approaches;
·
Undertaking Fund’s sourcing
activities (supply market analysis, supplier evaluation, tendering, contract
drafting and supplier management);

Managing vendor relations;
·
Preparing management and statutory
reports in an accurate and timely manner;

Managing the supply base in order to
achieve optimum stock levels;

Requirements
