Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1.


Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world.
Under this contract, Abt will implement entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Migori operations Sites

Homa Bay operations sites
The PMI VectorLink Kenya Project seeks candidates to assist in implementing in six sub counties (Rongo, Awendo, Uriri, Suna East, Suna West and Nyatike) in Migori and Eight Sub- counties (Rangwe, Homa Bay Township, Ndhiwa, Mbita, Rachuonyo North, Kabondo, Kasipul and Suba) in Homa Bay county Kenya in the following temporary positions:
Job title: Environmental Compliance Assistant (ECA)
Supervisor: Environmental Compliance Officer (ECO)
2 Positions – Homa Bay (1) and Migori (1)
Location: Migori and Homa Bay Counties, Kenya
Overall Purpose: Under the supervision of the Environmental Compliance Officer, the ECA will ensure that the project’s mitigation measures and monitoring methods outlined in the project’s Environmental Mitigation and Monitoring Plan (EMMP) are fully implemented and that the project spray activities implemented are carried out in a safe and environmentally compliant manner.
The ECA will be responsible for ensuring that both local and international environmental and safety regulations are adhered to at all IRS operations sites in Migori or Homa Bay County.
ECA Programme support:
·         Work closely with the Environmental Compliance Officer and County Coordinator, in strengthening and coordinating environmental compliance procedures and monitoring of IRS activities.
·         Ensures that the IRS beneficiaries in the community and all seasonal workers and the beneficiaries receives IRS key messages and are well informed of what to do before, during and after their houses are sprayed.
·         Ensure that all the operations sites are well branded with relevant warning signs and environmental safety procedures and are well equipped for fire safety and insecticide spill response, if such cases arise.
·         Works closely with storekeepers to ensure all the occupational Health and Safety procedures are followed.
·         Works closely with operation sites coordinators and supervisors to ensure insecticide mixing procedures are followed and that the insecticides containers are well rinsed, uncapped and well stored for disposal.
·         Ensure drivers are well sensitized on precautionary measures to take while transporting spray teams and/or the insecticide, and procedures to follow in case of an accident/incident.
·         Ensure health workers representatives from selected health facilities in Migori or Homa Bay are trained on how to handle the adverse reactions to the insecticide, and insecticide poisoning and any IRS related incident/accident case. .
·         Continual supervision of spray operations throughout the spray season and completion of smartphone based checklists as guided by the IRS Best Management Practices (BMP) manual throughout the spray season.
·         Oversight of IRS solid and liquid waste management activities during IRS operations (waste handling, segregation, storage and transportation) to be sure that the wastes are managed responsibly.
Experience:
·         Bachelor’s degree in Environmental Science, Public Health, Environmental health or any other relevant field.
·         At least 2 years’ experience in supervising environmental compliance and occupational safety procedures.
·         Registration with EIK and/or as NEMA’s expert or participation in EIA/EA expert registration activities is an added advantage.
Knowledge, Skills and Abilities:
·         Additional professional training in Environmental Impact Assessment/Environmental Assessment, occupational health and safety or any other relevant field.
·         Demonstrated experience using Microsoft Office Suite applications including Excel, Word, and PowerPoint preferred.

Job title: IEC Assistant
Supervisor: IEC Coordinator
Location: Migori and Homa Bay Counties, Kenya

Overall Purpose: The IEC Assistant will assist in coordination and implementation of project related community Social Behaviour communication and mobilization activities in the sub County under the supervision of the IEC Coordinator. S/He will facilitate and coordinate all community mass mobilization activities, branding / marking and communication activities in the said sub County working closely with the sub county coordinators, site coordinators and site supervisors to implement PMI VectorLink pre, during and post spraying SBC activities.
Specific Responsibilities:
·         Ensure strengthened partnerships and collaboration between Sub County Partners and other like-minded partners working in the respective sub county.
·         Coordinate all mass mobilization activities in the respective sub county by ensuring that the sub location mobilizers coordinate their movement well and are able to visit their assigned groups/ institutions.
·         Ensure mobilization activities are implemented as per the mobilization calendars and are well coordinated with spray calendars.
·         Collect and document success stories weekly from the field and ensuring that all those interviewed for success stories have signed consent forms
·         Submit weekly progress reports to the IEC Coordinator capturing progress of mobilization activities, challenges experienced, lessons learned and successes
·         Together with the site coordinator and the site supervisors, train and orient both the sub location mobilizers and the team mobilizers on their key roles
·         Ensure that the sub location mobilizers have materials to carry out their mass mobilization activities. E.g. megaphones, mobilizer hand book, reflector jackets, note books and pens
·         Ensure that the various operations sites are branded with banners at the entrance and have posted IRS stickers on major public areas and IRS SOP vehicles
·         Conduct quality control and assurance checks to ascertain community mobilization and communication work is done to agreeable standards and correct key messages are being given to the community.
·         Provide updates and analysis of key developments in targeted thematic areas.
·         Organize and participate in community sensitization activities and ensure that minimal or zero refusals to IRS is experienced.
·         Attend stakeholder meetings including chiefs barazas, church meetings, school visits, youth and women group meetings together with the sub location mobilizers on behalf of PMI –Vector link at the sub location and ward level and documenting the deliberations

Required qualifications and experience:
·         Vocational training plus one and a half years’ experience in the area of community development, public health, social sciences or other related discipline. Bachelor’s degree is highly preferred.
·         Must have had two (2) years supervisory experience in community mobilization.
Knowledge, Skills and Abilities:
·         Proven experience managing IEC and community outreach /mobilization activities for local health programs is essential, experience with malaria prevention programs preferred;

Overall Purpose: To support efficient data entry, transportation of high quality data from field to county office and support write up of summary M&E reports. Under the overall supervision of the M&E Manager, he/she will work closely with the County based M&E team and County Coordinator to achieve desired results.
Specific Responsibilities:
·         Ensure proper use of accurate and latest data collection tools across project sites
·         Support data verification at the data collection point before submission to the data centre
·         Coordinate with the data centre to ensure required data is timely uploaded to the database

Under the overall supervision of the M&E Manager, he/she will work closely with the County based M&E team and County Coordinator to achieve desired results.
Specific Responsibilities:
·         Track the use of M&E tools including IRS stickers within the Sub county and alert County M&E Assistant
·         Ensure data from the field captures defined variables and is accurately captured in the database.
·         Work with the field teams to ensure data is verified at the data collection point before submission to the data center

Position: Sub-County Finance Assistants
Supervisor: Country Finance and Administration Manager

Overall Purpose: The major purpose is to support the Country Finance and Administration Manager and County Finance Assistant in collecting the required information from Sub- county operation sites for processing payment of sub-county spraying staff besides observing proper accounting procedures, systems and internal controls in Sub-county field stations.
Responsibilities:
·         Providing support to county finance assistants for vendor and payroll processing and data reconciliation
·         Compile team member payroll data and other records to ensure the timely and accurate disbursement of payments
·         Analyzing, researching, validating and correcting any payroll issues on a weekly basis
·         Responsible for correcting and resolving errors to avoid seasonal staff employees receiving incorrect payments
·         Responding to staff queries regarding payroll and vendor matters

·         LAN support and troubleshooting

Position: Logistics Assistant
Supervisor: Supply chain Coordinator

Overall Purpose: Under the supervision of the warehouse manager, support the purchase and distribution of supplies and commodities for the project besides ensuring efficient logistics support services to VectorLink County Operation sites stores and assist in supervising Storekeepers.
Programme support:
·         Provides logistical support for project activities, including spray operations, transport, events such as workshops and meetings, etc.
·         Assists in managing the inventory, storage and timely disposal of used and irreparable materials, under the direction of the Supply Chain Coordinator
·         Ensure vehicle daily use sheet is completed accurately by drivers.
·         Ensuring regular follow up of the hired project vehicles in the filed plan for any requirement for programme activities in liaison with the County Coordinator and Supply Chain Coordinator.
·         Oversee the collection of used bottles of chemical and PPEs and ensure sorting and storage of same in County central stores.
·         Plan and organise daily and weekly projections of logistics needs and movement.
·         Ensure regular restocking of insecticides and other materials is done on time and before stock runs out.
Required qualifications and Experience:
·         Minimum Vocational Diploma training in logistics, procurement, supplies and management.
·         At least 2 years plus 6 3months 3 years supervisory experience in handling basic Logistic and procurement issues in an established organization.

Overall Purpose: To assist in the management, receipt, delivery, and inventory control of items at the VectorLink’s project warehouse.
Specific responsibilities
·         To assist in overseeing daily operations of warehouse and maintain proper inventory records system at proper levels.
·         To ensure proper storage and identification of all items.
·         To inspect commodities received in the warehouse to verify quality and quantity of items delivered.
·         To keep track of receipts, issues records and withdrawals of all IRS related commodities in the Warehouse.
·         Follow up on supply requests from operational sites and liaise with the Warehouse Manager and operations sites managers to monitor progress.
·         Assist warehouse manager to ensure proper material and equipment storage to avoid damages and ensure rotation of short shelf life items.
Required qualifications and Experience:

Position: Operations Site Coordinator
Supervisor: Sub County Coordinator
Location: Migori County, Kenya
No. Required: 70 (28 in Migori and 42 in Homa Bay)
Overall Purpose: Under the supervision of the VectorLink’s Sub County Coordinator, ensures efficient logistics support services to county warehouse and stores besides supervising Storekeeper. They are responsible to ensure that the operational IRS operational plan is implemented in their specific operational sites.
Programme Support:
·         Provide overall oversight, leadership, and management of IRS activities at operations site
·         Responsible for overseeing all administrative operations at the operational site.
·         Supervise at least 3 spray teams throughout the spray campaign
·         Work closely with the site supervisors and IEC Assistants to ensure proper coordination of mobilization and spray operations activities in the site as per site operational plans
·         Work closely with the sub-location mobilizers’ team leader to ensure mass mobilization is conducted as required and the communities are ready for spray and those missed are revisited for mop up.
·         Update village maps to show areas already sprayed
·         Provide oversight on property management and inventory control activities at the operations site and ensures no shortage of IRS commodities.
·         Work closely with Sub-County Coordinator and Environmental Compliance Officer, in strengthening environmental compliance procedures and monitoring of IRS activities
·         Ensure the team leader’s summary is recorded in the spray performance tracker at the operations site on a daily basis.
·         Collect and deliver all daily spray records to the M&E Assistants on a daily basis.
·         Ensure vehicle log sheets is completed accurately by drivers and duly signed daily.
·         Oversee the collection of used insecticide containers and ensure sorting, transportation and storage of same in county central stores.
·         Ensure all site-based personnel timesheets are signed and uploaded on a daily basis. Endure hard copies of the timesheets are shared timely with the finance assistant.
·         Attend all morning mobilization and end- of- day debrief meetings, and document issues discussed.
Required Qualifications and Experience:
·         Training in logistics, procurement, supplies and management.
·         Bachelor’s degree in a relevant field preferred
·         At least 2 years’ experience plus 6 months supervisory experience in handling basic logistic and procurement issues in an established organizations
Knowledge, Skills and Abilities:
·         Additional professional training in logistics management or any other relevant field.
·         Demonstrated experience using Microsoft Office Suite applications including Excel, Word, and PowerPoint preferred.
·         Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
·         Good communication skills including spoken and written English and Kiswahili is preferred
·         Ability to work as part of a team.
·         Willingness and flexibility to work long hours.

Position: Storekeeper
Supervisor: Warehouse Manager
Location: Migori County, Kenya
No. Required: 74 (30 Migori and 44 Homa Bay)
Overall Purpose: To oversee the management, receipt, delivery, and inventory control of items for the Operation Site store.
Specific responsibilities
·         To oversee daily operations of store and maintain inventory system at proper levels.
·         To ensure proper storage and identification of all items.
·         Ensure all insecticides units are serialized as required before issuing.
·         To inspect commodities received in the Operations store to verify quality and quantity of items delivered.
·         To keep track of receipts, records and withdrawals of all IRS related commodities in the Operation store.
·         Follow up on supply requests from Warehouse and liaise with the Warehouse Manager to monitor progress.
·         Coordinate with the security guard on tracking movement of persons in the stores.
·         Ensure proper material and equipment storage to avoid damage and ensure rotation of short shelf life items.
·         Ensure proper storage and accountability of IRS wastes prior to collection.
Required qualifications and Experience:
·         Diploma in purchasing and supplies Management or Diploma in relevant field.
·         At least 6 months experience working as a stores assistant desired.
·         A certificate of good conduct may be required.
Knowledge Skills and Abilities:
·         Good communication skills including spoken and written English and Kiswahili, local languages are an added advantage.
·         Additional professional training in procurement and logistics management preferred
·         Membership of a recognized Professional Body i.e. either CIPS – UK or KISM would be an added advantage.
·         Knowledge of USAID procurement policies and regulations a plus.
·         Excellent knowledge of Microsoft Office and procurement software;
·         Ability to build effective relationships with all clients, peers, and stakeholders
·         Culturally astute, respectful and tolerant
·         Strong organizational and interpersonal skills and ability to work in a team-oriented setting;
