Background: CRS is implementing a 5-year Orphans and Vulnerable Children (OVC) program, MWENDO, which seeks to empower local and county-level OVC stakeholders to strengthen the formal and informal HIV and child protection systems and services and the linkages between them, including cross-sectoral service referrals and coordination to ensure quality service delivery for OVC and their households.
Job Summary: Reporting to the M&E Specialist, the Senior Project Officer – Accountability, Learning & Knowledge management will lead the development and implementation of a holistic learning, knowledge management and accountability strategy for MWENDO.
The SPO will coordinate, plan and implement program learning and accountability activities for MWENDO with an aim of ensuring project improvement. The SPO will set-up mechanism to facilitate adaptive management by staff at all levels within the MWENDO program.
S/he will collaborate to development and dissemination of audience-specific learning and accountability products to various audience including target beneficiaries, Government staff, other and I/NGOs. The SPO will also ensure that learning is incorporated into project design by organizing opportunities for reflection, learning and action planning to ensure program adaptation.
Job Responsibilities:
·         Coordinate the development of a program learning agenda for MWENDO with stakeholder buy-in that ensures the program and its partners continually learn for program improvement.
·         Develop and guide implementation a comprehensive knowledge management plan that ensure effective capturing, storage and dissemination of project both tacit and explicit knowledge within MWENDO
·         Guide the generation of technical evidence base to address MWENDO’s learning priorities by guiding the conduct of operations research, comprehensive literature reviews and qualitative data collection processes.
·         Work with the MEAL specialist to facilitate annual review of MWENDOs theory of change and logical framework to ensure that learning and contextual changes are incorporated into project implementation.
·         Work closely with MEAL specialist to establish of a program’s intranet comprising of a searchable knowledge database of emerging practices, tools, and reports for CRS and partner staff to access for learning and adaptive management.
·         Develop and implement a broad set of tested knowledge management tools, models and approaches in line with knowledge management needs of Mwendo program.
·         Leverage and enhance the CRS’s existing internal knowledge management systems and platforms (e.g. the CRS SharePoint site) to upload and share information
·         In collaboration with the project communications specialist, guide project teams to document audience-specific learning products including journal articles, videos, case studies, success stories and disseminate these using various channels such as peer reviewed journal article, community meetings, and project’s intranet.
·         Contribute to reviewing, editing and writing of key program reports for internal and external audience.
·         Work with MEAL Specialist to guide evaluation and documentation of projects including gathering of qualitative information, success stories, case studies, lessons learned, and other relevant information, ensuring they are appropriately packaged, stored, and shared
·         Participate in internal and external collaboration and knowledge sharing meetings to ensure key learning is captured and disseminated across MWENDO staff and partners
·         Assess and develop strategic relationships with various stakeholders in the Counties such as government, donors, other NGOs and communities to facilitate knowledge sharing through meetings, conferences, field exchange visits, social media and other online forums
·         Work with MEAL specialist to organize quarterly learning events between CRS and partner staff to jointly analyze and reflect on monitoring data in order to produce action items with assigned responsibilities.
·         Provide capacity strengthening to LIPs and staff to appropriately package promising practices, develop and submit conference abstracts and prepare quality posters and oral presentations based on conference guidelines
·         Identify and provide capacity CRS and partner staff in effective communication, documentation and reporting for improved project outcomes, including training, and mentorship of staff.

Typical Background, Experience & Requirements:
Education and Experience
·         Minimum of 5 years of experience in institutional learning, research, analysis, knowledge management and communication
·         Strong background in analysis and evaluation of development assistance programs and experience in the application of statistical methods
·         Experience working with international donor agencies, particularly USAID
·         Preferably, familiarity with USAID’s Collaborating Learning and Adapting methodology

The overarching goal of this multi-sectoral activity is to sustainably reduce levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs), focusing on Isiolo and Marsabit counties.
The activity will be implemented in two phases:
·         Phase I (1.5-2 years) Research, test approaches and collaboratively design a context-sensitive, multi-sectoral activity that sustainably reduces acute malnutrition
·         Phase II (3- 3.5 years): Activity Implementation and System and Institutional Strengthening
Job Summary: The Senior Project Officer (SPO) – Accountability and Learning, will support the Strategic Learning Lead (SLL) to develop and nurture a responsive learning culture across MILE, on an on-going basis, to foster timely program adaptation and strengthened results and outcomes at all levels.
S/he will also support the implementation of various accountability and learning guidelines, processes and systems for MILE, in line with CRS program quality principles and standards, donor guidelines, and industry best practices, to advance the delivery of high-quality programming to the poor and vulnerable.
S/he will work closely with the SLL to establish and actively support related processes, systems and products (especially at County levels), to help institutionalize the effective use of emerging data, information and knowledge products (evidence), to ensure that MILE delivers responsive, well informed and high-quality programming, and continuously works to improve the impact of its programming through effective, adaptive and innovative approaches to maximize the benefit to intended beneficiaries.
Roles and Key Responsibilities:
·         Play a significant supporting role to establish and nurture a culture of learning across MILE actors and initiatives, especially at County levels, to help strengthen the consortium’s evidence base, responsiveness and adaptation on a sustained basis, under SLL guidance.
·         In collaboration with the Strategic Learning Lead, facilitate MILE staff/ actor reflection and learning sessions (including after-action reviews, learning to action discussions, quarterly reflection sessions etc.) and learning events, for critical reflection and the documentation of achievements, challenges, good practice and lessons learned, and supporting key actors to lead and facilitate the same.
·         Contribute to quality Accountability and Learning system design, budgeting and implementation, including the management of tools and methods appropriate to the scope, context, and technical requirements of MILE initiatives. Review related developments in line with donor and CRS guidance.
·         Help ensure MILE actor compliance with agency and donor Accountability and Learning requirements, guided by the MILE Learning Strategy/ Agenda and the agreed MEAL Detailed Implementation Plan activities, in close liaison with project leadership.
·         Provide guidance to develop, implement and support effective mechanisms for collecting and responding to feedback from communities and other project participants.
·         Provide leadership, guidance, and support to MILE staff to review and refine accountability and learning practices on a periodic basis, to address gaps and challenges that arise.
·         Develop, oversee and support the implementation of systems and guidelines for the documentation and dissemination of field-based perspectives and emerging findings, to foster project learning.
·         Work with colleagues to ensure quality data gathering, input and management, qualitative and quantitative analysis, critical reflection and the ongoing use of MEAL data results, through appropriate management and active support to agreed processes and mechanisms.
·         Support the Strategic Learning Lead to implement an effective MILE learning agenda. Includes supporting the incorporation of emerging MILE and related learning (from both research and practice) into on-going processes, practices, decision-making and planning, as appropriate.
·         Foster respectful relationships and dialogue regarding ongoing project interventions, learning and results, with community members and stakeholders at all levels.
·         Build the capacity of MILE, government and partner organization staff in accountability and learning to address their job requirements, including raising awareness and supporting on CRS accountability and learning policies and procedures and Humanitarian Accountability Partnership (HAP) standards.
·         Advance the use of Information and Communication Technology for Monitoring Evaluation Accountability and Learning (ICT4MEAL) within MILE, by working closely with the ICT4MEAL officer to design and effectively use new and existing information and knowledge systems to foster the delivery of quality services.

Basic Qualifications:
·         Bachelor’s degree in the Social Sciences; Demography, Sociology, Statistics or another MEAL-related field. Master’s degree is a plus. Additional education may substitute for some experience.
·         At least 4 years of Participatory Development or Adult Education experience.
·         Minimum of 4 years of relevant work experience focused on accountability and learning, ideally with an international NGO working with county governments.
·         Significant professional training and experience on accountability, protection and learning/ adult learning.
·         Significant supervisory experience.
·         Significant capacity development experience and achievements.

S/he will ensure that the project consistently applies strong accountability systems and guidelines that enable effective listening to and understanding of the diverse needs of the women and men, girls and boys we serve, to help ensure that those perspectives and needs are reflected in the project’s decision-making processes and interventions.
S/he will facilitate the effective use of emerging information and support the development and institutionalization of information and knowledge products, to continually improve the quality of CRS work and maximize the benefits to the people we serve.

Position Title: Regional Finance Support Officer (RFSO)

Job Summary: Working closely with the Regional Finance Capacity Support Officer (RFCSO) and the Regional Cost Application and Pricing Advisor (RCAPA), the RFSO will provide support to EARO CP finance departments on a need basis. S/he will support the agency’s competitive positioning in the pursuit of business development initiatives.
S/he will oversee the development of budgets and select sections of the cost application, including but not limited to, the management and risk mitigation sections of technical applications, where applicable. S/he will provide country programs with information, analysis, and capacity building to improve their cost application skills for enhanced CRS’ reputation and revenue. EARO being the largest region in CRS, also demands constant technical finance support especially when CP Finance Managers/ Deputy Finance Managers are on leave.
S/he will provide country programs with direct financial support, analysis, and capacity building to ensure CP’s continuous and smooth operation while they are understaffed with key personnel. This will include, but not limited to assisting the regional and country level management to analyze, develop and implement systems which allow the agency to increase operational efficiency and promote a competitive niche in different operational areas within an environment of Compliance and adequate Risk Management.
He/she will ensure adequate stewardship of agency resources and sound financial reporting in line with Generally Accepted Accounting Principles (GAAP), CRS policies and procedures, local laws and donor requirements.
Roles and Key Responsibilities
General Responsibilities:
Accounting, Budgeting, Reporting and Capacity Building
·         In close collaboration with the DRD/PQ, DRD/MQ, RFO, and regional budget managers, support in the preparation and submission of the Annual Program Plan (APP) related to EARO regional projects and the Current Year Spending plan updates.
·         Support Program Managers in developing budgets for new programs/projects and revisions of existing projects. Ensure that reasonable estimates of direct cost and shared direct cost are used in budgets, based on historical data and current market conditions. In addition, s/he ensures that accurate indirect cost and support services rates are used in accordance with policies and guidelines.
·         Assist in the review of EARO projects forecasts and spending plans on a quarterly and annual basis and as required.
·         Ensure assessment of all EARO project partners in line with the SRFM policy and that the assessment results inform the forecasting, funding, reporting and monitoring requirements for each partner.

Financial Management Support

Business Development
·         Support all cost applications for EARO country program proposals and other countries as needed that meet the defined threshold.
·         Prepare budgets and various sections of the cost proposal as well as review sub-grant/subcontract budgets and cost proposal materials prior to submission to the donor.
·         Review budgets for proposals, analyze budget cost items and make recommendations as part of the proposal development team.
·         Develop cost proposal modifications in competitive range discussions.
·         Oversee and gather sourcing and verification of pricing information and unit costs.
·         Ensure compliance with terms and conditions of the RFA’s and other donor proposal requirements.

Compliance and Risk Management
·         Review Internal Control Assessment systems annually, and during each CP visit, validate assessment coverage, process and rating as per Internal Control Policy.
·         Perform Transaction Processing Reviews for CPs.
·         Monitor and assess the internal control structures of the country programs and their capacity to fully comply with applicable laws, donor requirements and CRS policies and procedures.
·         In collaboration with country program management and country level Compliance Officer (if applicable), perform onsite reviews and capacity assessment of large grant recipients (local partner and A-133 filing agencies).
·         This involves review and assessment of management structure (segregation of duties) and evaluation of internal control systems, financial, property and record management, etc.
·         Compile and review reports/documents with data on compliance status and risk management (annual Risk Reports, Internal Control Questionnaires, internal and external – including A-133 – audit reports, FAST, etc.), as well as risk-related data from internal or external resources with current or potential impact on CRS operations. Prepare trends analyses with recommendations for addressing systemic issues to preempt potential risks for review by regional management.
·         Ensure overall compliance with Patriot Act, FFATA, Non-US USAID SR monitoring and relevant reporting requirements.
·         Support the roll out of the risk management component of the agency strategy.
·         Coordinate compliance trainings (startup workshop) for large grants.
·         Monitor the regular updating of CPs risk registers, which are finalized at the end of each FY. Review before incorporation in the Year End Close-package.
·         Serve as a resource person on compliance and audit issues.
·         Develop comprehensive annual compliance review plan covering all areas of risk (as identified in Internal Control Questionnaires, annual Risk Disclosure Reports, FAM, FAST, External (including A-133) and Internal
·         Audit reports and through periodic Risk Assessments) for regional management approval.
·         Take investigation assignments as and when needs arise, as per the FAM, then assess and evaluate systemic and operational factors contributing to the problem and offer actionable recommendations.
Basic Qualifications:
Required Qualifications:
·         Bachelor’s degree in business administration or management or related field; preferred Master’s degree in any related field; with a bias in Accounting
·         Candidates must have 5-7 years’ experience working for a non-governmental organization or a reputable international organization in the area of relief and development, with 2-3 years’ experience in a senior supervisory position;
Required Essential Knowledge, Skills, and Experience:
·         Proven leadership and inter-personal skills and ability to effectively manage relationships with key stakeholders;
·         Strong budget management skills with a basic knowledge of major donor regulations governing cash and material resources;
·         Experience with both emergency and development program planning and budgeting;
·         High degree of expertise with competence in computerized accounting systems, particularly Sun System and Q&A, as well as MS Word and MS Excel.
·         Excellent inter-personal, communication, negotiation; able to liaise directly with donors, partners, CRS HQ and regional staff;
·         Highly pro-active and self-disciplined; with strong critical thinking skills;
·         Understands and exemplifies diplomacy and a service-oriented approach;
·         Strong organizational and planning skills; able to provide direction and vision;
·         Ability to build and support teams in order to achieve targets and outputs;
·         Demonstrable cultural sensitivity and respect regardless of religion, ethnic group, class or gender;
·         Willingness to travel as needed (25%-50% time).
