The population living in the
semi-arid and arid border areas of Southern Ethiopia, Northern and
North-Western Kenya and North-Eastern Uganda are pastoralists and agro-pastoralists
practicing nomadic pasture farming (transhumance) or smallholder subsistence
farming. Agro-pastoralist systems are the most appropriate land use systems for
these dryland conditions and have always shown high levels of resilience.
Vacancy Announcement: M&E Coordinator (Kenya Nationals)
Welthungerhilfe is a Non-Governmental
organization registered in Kenya under the name German Agro Action. In Kenya,
Welthungerhilfe has been implementing projects in different parts of the
country (mainly ASAL areas) in the sectors of WASH, Food security, Natural
resource management and DRR, with cross cutting themes such as gender and
HIV/AIDS.
A complex set of practices and
knowledge has permitted the population to maintain a sustainable equilibrium
among pastures, livestock and people. Livestock reared in agro-pastoral systems
contributes significantly to national and regional economies and nutrition. In
the past years, resilience of agro-pastoralist livelihood systems has been
increasingly undermined, due to climate variability and change, increased
population and settlement, an increase of environmentally destructive
activities, conflicts and violence, and the loss of land.
With funding from BMZ (Federal
Ministry of Economic Cooperation and Development), WHH is implementing a
resilience building programme for pastoralists and agro-pastoralists in
cross-border regions of Kenya/Ethiopia and Uganda to mitigate the perennial
challenges to pastoralist livelihoods.
Role: The objective of this position is to
implement M&E component of the Welthungerhilfe, Global Resilience Program
(Also known as Strengthening the Resilience of Agro-Pastoral and Pastoral
Livelihoods in East Africa-SRAPLEA); a multi-country programme with project
activities in Uganda, Kenya and Ethiopia. The M&E Coordinator will ensure
implementation on specified directives in terms of content, schedule, impact
monitoring and reporting. The programme is carried out in accordance with
Welthungerhilfe standards and the directives/provisions of the co-financer.
She/he is responsible for M&E
sector coordination, planning, impact monitoring, implementing correctly and
duly reporting to the Programme Coordinator.

Manages partners M&E staff
according to WHH leadership principles, staff policies and WHH strategy

Ensures implementation of WHH policies
and their adaptation to local conditions

Regularly travels to the field to
confirm implementation, compliance and quality (A valid Kenyan digital passport
will be a requirement)

Supports and guides partner and
facilitates the participating communities in achieving livelihoods resilience

Fulfillment of any other tasks
assigned by the line manager/CD/DCD which are within the employees’ capability.

Mentoring local partners in the
collection of data relevant to the project needs and related monitoring plans.
·
Roll-out the Measuring success
indicators for the project.

Share progress and status of
implementation with all programme partners.
Specific Activities and duties of the position
The main task of the M&E Coordinator
is to assist the Programme Coordinator.
She/he is primarily responsible for
ensuring monitoring results are participatory, efficient and transparent and
contributes towards strengthening partners’ sense of responsibility and
decision-making processes.
For this purpose, it is imperative to
set up;
·
An effective result- and
impact-oriented monitoring system (M&E). Train the involved partners in
impact-oriented M&E, as none of the organizations involved has significant
expertise in this area. She/he develops and coordinates the various trainings,
summarizes good practices and contributes significantly to the capacity
building. Through close monitoring, focuses on impact and results of the
programme, lessons learnt are documented, regularly discussed at various levels
and used for knowledge-based program management. Modern methods (e-tools) for
the exchange of knowledge are introduced and the partners are trained on their
application.

Oversees M&E implementation in
the 2 Regions in the Agro-Pastoralist zones in the 3 countries mentioned above:
Borana (North Kenya/South Ethiopia) and Karamoja (North East Uganda/ Turkana).
Develops and delivers technical training to improve aspects of M&E work
within Welthungerhilfe and identified partners.

Supports in the local implementing
partners’ capacity development by Identifying learning and training
opportunities and working as a mentor to partners for regular collection,
analysis and use of data informing programming.
·
Assist in training WHH partners and
staff on Core Humanitarian Standards implementation and monitoring compliance
(This is delegated to the CHS Focal Persons)
·
Assists in the development of
monitoring tools for project staff and partners for improved quality of
information and reports. Provide technical oversight and training to
field-based programme staff and implementing partners in the area of impact
monitoring and use of AKFLOW.
Qualifications and Experience:
·
Master’s degree in Social Science,
Monitoring and Evaluation, International Development or a related field from an
accredited academic institution Minimum 3 years of work experience in
Monitoring and Evaluation
·
Proven track record and experience in
developing M&E plan, systems and database using MS office applications
Desirable:
·
Fluent in English and ability to
communicate in a local or regional Language would be an advantage.

Communication and cooperation in
overseas structures/projects where objectives are often conflicting

Vacancy Announcement: Nutrition Coordinator (Kenyan National)

resource management and DRR, with cross cutting themes such as gender and
HIV/AIDS.
Welthungerhilfe Kenya Program
recently revised its country strategy and is shifting from a focus solely on
food security towards ensuring a higher degree of nutrition security. Food
security and the fight against hunger form the core subject of
Welthungerhilfe’s work and constitute its key competence. This strategic
project has the highest priority and forms the centre of the new strategy.
In order to prevent malnutrition and
in line with Kenya’s National Food and Nutrition Security Policy,
Welthungerhilfe wants to focus on addressing the knowledge gap and promoting improved
practices and behaviours in terms of nutrition and ensure in particular that
all household decision makers understand both the importance but also the high
potential of adequate nutrition for a child’s development and are empowered to
put this understanding into practice.
It is Welthungerhilfe’s goal that the
country program integrates SFNS by covering systematically all 4 dimensions
(availability, access, use and utilisation, with an emphasis on nutrition and
stability) in its situation analysis and programme planning. Furthermore, key
staff in both the Country Office and field offices and key partners have built
up expertise and a common understanding with regard to SFNS and Right to Food.
Role: The Nutrition Coordinator will be based in Nairobi. Under
the general direction and guidance of Head of Programs, the Nutrition
Coordinator will ensure that all food and nutrition security programming is of
excellent technical quality, attracts donor funding and contributes
significantly to national learning, advocacy and programme development.
In addition to advising on the
nutritional component of Welthungerhilfe’s projects, the Nutrition Coordinator
will be expected to lead on sectoral assessment, including a contextual
analysis of nutrition, project design and master budgeting, and coordination.
The post holder is expected to provide technical advice and support to project
staff to ensure programming objectives with regards to nutrition are
successfully achieved.
The post-holder shall also contribute
to the implementation of the country strategy and actively lead in the
development of nutrition security programming.
In most circumstances, the post
holder will be expected to mentor and/or provide capacity building for existing
programme and project staff.
Key
areas of accountability:
Programme Support
·
Build up a nutrition security
programme and ensure that nutrition security is integrated into
Welthungerhilfe’s programme
·
As part of the programme department,
ensure all programme and project staff receive the necessary and appropriate technical
support. In consultation with staff and project managers agree on the range of
advice, support, training and/or other assistance required to facilitate high
quality programming. This will involve regular visits toWelthungerhilfe’s
operational areas.
·
To lead in the preparation of
situational/ context analyses, background information, policy formulations,
establishing indicators, formative research, etc., in the area of Nutrition
Security.
·
Build on technical knowledge, latest
research in the sector and current/previous programming to develop proposals
for new programming in close coordination with the programme staff.
·
Actively participate in key relevant
internal meetings such as Senior Management Team or Area-based meetings as
required. Participate in any Donor visit to project(s) within your portfolio as
required.
·
Lead on multi-sectoral / nutrition
technical assessments in coordination with other WHH thematic areas and/or
other external sector agencies, ensuring assessment findings are documented and
that all assessments include a specific analysis of the
needs of children and women of reproductive age (1,000 days).

Working with the Head of Projects and
the Programme department, develop Nutrition security integration plans and
master budgets and contribute to Welthungerhilfe’s overall Food and Nutrition
Security strategy.
·
Provide technical checking of
Nutrition strategies, assessments and projects as necessary, and proactively
promote high quality Nutrition technical approaches within country programmes.
·
Working closely with relevant staff,
initiate fundraising for the Nutrition sector, including development of
high-quality concept notes and proposals, and engagement with donors’ technical
Advisers and the internal regional nutrition advisor.
·
Prepare and oversee Nutrition
programme implementation to ensure timely delivery of programme activities (for
example, monitoring against log frames, individual performance management work
plans).
·
Review relevant monitoring reports to
ensure that nutritional technical aspects are well articulated and captured.
Capacity Building:
·
Identify learning and training
opportunities for Welthungerhilfe staff and partners and work as a mentor and
role model for staff less experienced in nutrition programming.
·
Oversee development and deliver
technical training material that will improve aspects of Nutrition work within
Welthungerhilfe, at country level.
·
Assist in the development of tools
for project staff and partners to improve the quality of food and nutrition
security work. Where necessary provide technical training for project staff and
partners as required.
Representation & Advocacy &
Organisational Learning:
·
Ensure that Welthungerhilfe’s work is
coordinated with efforts of other agencies and Government, and participate in
the Nutrition technical forum.
·
Take steps to document lessons
learned, from Nutrition programmes, for wider dissemination.
·
In collaboration with senior
programme staff, assist in advocacy activities that target decision-makers at
all levels.
·
To identify opportunities and
material to contribute to Nutrition communications and media work, acting as a
spokesperson when required.
·
Facilitate sharing of experiences
across the different Welthungerhilfe projects and contribute to sharing
experience of the Kenya programme with other Welthungerhilfe country teams.
Qualifications
and Experience:
Required:
·
At least 3 years of management
experience in Nutrition programmes in Kenya.
·
Master’s Degree level of education in
Nutrition, Public Health Nutrition, or a related subject, or equivalent field
experience
·
Previous experience of Nutrition
project management and programme coordination, implementing Nutrition
programmes within donor constraints, on time and within budgets
·
Experience in MIYCN, community
nutrition, social and behaviour change programming, nutrition survey methods
(e.g., SMART survey methodology), an understanding of effective programming
options for nutrition-sensitive programming.
·
Experience of and commitment to
working through systems of community participation and accountability
·
Demonstrated monitoring and
evaluation skills, including nutrition and especially IYCF indicators
·
Proven capacity to supervise, train
and coach staff in Nutrition technical skills
·
Experience in food security and/or
agricultural projects and an understanding of the nutrition landscape in Kenya
·
Experience of representation and
ability to represent Welthungerhilfe effectively in external forums.

funding proposals for donors

Ability to write clear and
