Principal Supply Chain Management
Officer
(Ref. PC/PSCMO/9/2019)
Reporting to the Manager, Supply
Chain Management, the successful candidate will be assisting in providing
procurement professional advice to the Management, and to coordinate all
procurement and asset disposal activities in the Commission.
Responsibilities
·
Provide input into the annual
procurement and disposal plans;
·
Implement the annual procurement and
disposal plans;
·
Coordinate procurement and disposal
activities;
·
Prepare contract documents for goods,
works and services;
·
Liaise with the user department to
ensure effective implementation of contracts for goods, works and services;
·
Provide secretariat to committees’
incidental to procurement of goods and services, and disposal of assets;
·
Coordinate sensitization of staff and
other stakeholders
·
Oversee periodic and annual
stocktaking exercise;
·
Coordinate disposal of assets
activities;
·
Prepare draft statutory reports to
Public Procurement Regulatory Authority; and
·
Any other duties that might be
assigned to the Officer from time to time.
Qualifications
For appointment to this grade, a
candidate must have:
·
A relevant Master’s degree in Supply
Chain Management, Logistics or equivalent from a recognized institution;
·
A Bachelor’s degree in Commerce,
Procurement and Supplies Management, or equivalent from a recognized
institution;
·
Diploma in Supplies Management or its
equivalent from a recognized institution;
·
Membership of good standing in a
professional body (KISM or CIPS);
·
Attended a management course lasting
not less than four (4) weeks from a recognized institution;
·
Be licensed by KISM to practice.
·
At least eight (8) years’ work
experience in Supply Chain Management in public service or private sector,
three (3) of which must be in a supervisory role;
·
Demonstrate results in work
performance;
·
Proficiency in computer applications;
and
·
Must fulfil the requirements of
Chapter Six of the Constitution.
Terms Of
Service And Remuneration
The appointment will be on permanent
terms of employment. An attractive remunerative package, commensurate to

Senior Supply Chain Management Officer
(Ref. PC/SSCMO/9/2019)
Reporting to the Principal Supply
Chain Management Officer, the successful candidate will assist in managing the
inventory, assets and stores of the Commission.
Responsibilities
·
Implement the annual procurement and
disposal plans;
·
Provide secretarial services to
committees incidental to procurement of goods and services, and disposal of
assets;
·
Ensure procured goods, services and
works are as per specifications;
·
Initiate payment processing for
goods, works and services rendered and follow up to ensure payment(settlement);
·
Carry out market surveys to ensure
the Commission obtains value for money;
·
Analyze user requirements and prepare
quotations/tenders as appropriate; and
·
Any other duties that might be
assigned to the Officer from time to time.
Qualifications
For appointment to this grade, a
candidate must have:
·
A Bachelor’s degree in Commerce,
Procurement and Supplies Management, or equivalent from a recognized
institution;
·
Diploma in Supplies Management or its
equivalent from a recognized institution, if the degree is not in Supplies
Management;
·
A Master’s degree in Supply Chain
Management, Logistics or Business Administration, or equivalent from a
recognized university will be an added advantage;
·
Membership in good standing in a
professional body (KISM or CIPS);
·
Supervisory Course lasting not less
than two (2) weeks;
·
At least four (4) years’ work
experience in Supply Chain Management in the public service or private sector;
·
Demonstrated results in work
performance; and
·
Must fulfil the requirements of
Chapter Six of the Constitution.

Senior Accountant
(Ref. PC/SA/9/2019)
The successful candidate will report
to the Principal Accountant and will be responsible for ensuring proper
financial management, budget preparation and statutory financial reporting in
the Commission.
Responsibilities
·
Verify vouchers and commit documents
in accordance with laid down rules and regulations;
·
Track the utilization of capital and
operational expenditure against the approved budget and report on the same;
·
Maintain and update the Fixed Assets
Register, including computation of monthly depreciation and posting the same to
the General Ledger;
·
Review transaction posting in the
general ledger, cash book and other subsidiary ledgers;
·
Ensure safe custody of Commission
records and accountable documents;
·
Validate monthly bank reconciliations
statements;
·
Confirm the accuracy and completeness
of accounts receivables (invoicing, receipting, banking and reconciliations)
and reporting on the same as appropriate;
·
Process payroll and reconciliation;
·
Ensure that statutory deductions are
accurate and remitted on time;
·
Maintain staff imprest and advances
ledgers;
·
Assist in preparing financial
management reports; and
·
Any other duties that might be
assigned to the Officer from time to time.
Qualifications
For appointment to this grade, a
candidate must have:
·
A Bachelor’s degree in Commerce
(Accounting option); Commerce (Finance option); Business Administration (Accounting
option) or equivalent qualification from a recognized institution;
·
Master’s degree is an added
advantage;
·
Certified Public Accountants Kenya
(CPA) / ACCA Finalist;
·
Be a member in good standing of a
professional body;
·
Supervisory course lasting not less
than two (2) weeks;
·
At least four (4) years of
experience;
·
Proficiency in the usage of
recognized computer accounting software and common office applications;
·
Demonstrate competence in work
performance and results; and
·
Fulfil the requirements of Chapter
Six of the Constitution.
