Job Description
Supply Chain Management Assistant II CASB 05 (One position) – Salary; Basic-Kshs 37,070.00; House Allowance- Kshs 9,600.00; Commuter- kshs 5,000.00

Responsibilities
·         Coordinate and ensure that received goods are inspected and conform to the specification and quantities.
·         Maintain the stock catalogue/ register, receipts and requisition records.
·         Monitor / managing stock level in the store
·         Initiate the procurement or stocks level and stores requisition.
·         Maintaining security and safe custody of stores;
·         Ensuring goods delivered by suppliers are of the right/required quality and quantity;
·         Making recommendations for disposal of unserviceable goods in the stores.
·         Distributing quotation requests
Qualifications
·         Diploma in Supply Chain Management or its equivalent qualification from a recognized institution;
·         Certificate in computer application skills;
·         Have a minimum experience of two (2) years
·         Demonstrated integrity and professional competence as reflected in work performance and results.

Assistant Internal Auditor II

CASB 05 (One position) – Salary; Basic- Salary; Basic-Kshs 37,070.00; House Allowance- Kshs 9,600.00; Commuter- kshs 5,000.00
Responsibilities
·         Carrying out audit inspections of County Assembly’s records,
·         Carrying out audit checks and identifying any accounting errors;
·         Drafting audit reports on observation for management and departmental heads’ consideration.
·         Carrying out follow-up reviews of departments and verification of implementation of agreed recommendations.
·         Reviewing data on periodical financial returns, estimates and expenditure;
·         Examining vouchers, cashbooks, ledgers confirming the propriety and accuracy of the transactions;
·         Ensure that appropriate governance on compliance is adhered to.
·         Undertaking audit inspection at the County Assembly.
·         Undertaking risk reviews and providing advisory on its management.
Qualifications
·         Diploma in accounting or its equivalent qualification from a recognized institution;
·         Certified Public Accountants (CPA) Kenya Part II or Certified Internal Auditors (CIA) Part II from a recognized institution;
·         Proficiency in computer application skills.
·         Have a minimum experience of two (2) years
·         Demonstrated professional competence.

Audio Technician Assistant II

CASB 05 (One positions) – Salary; Basic-Kshs 37,070.00; House Allowance- Kshs 9,600.00; Commuter- kshs 5,000.00
Responsibilities
·         Operating the digital recording system and ensuring general safety of the machine
·         Maintaining the cleanliness of the recording machines and equipment.
·         Testing of the machines and charging the digital recorders
·         Operating public address system in the Chamber
Qualifications
·         Diploma in digital recording/electronics or its equivalent from a recognized institution
·         Good understanding of the County Assembly plenary and committee operations
·         Certificate in computer application skills;
·         Have a minimum experience of two (2) years
·         Demonstrated integrity, professional competence and management capabilities as reflected in work performance and results.

Public Communications Assistant II

CASB 05 (One positions) – Salary; Basic-Kshs 37,070.00; House Allowance- Kshs 9,600.00; Commuter- kshs 5,000.00
Responsibilities
·         Coordinate and receive non VIP visitors to the Assembly
·         Coordinate with the County Assembly Broadcast unit to broadcast / media aspects.
·         Profiling visitors;
·         Maintaining good ambience in the reception area;
·         Responding to visitors queries;
·         Receiving, guiding and directing visitors to designated offices and areas;
Qualifications
·         Diploma in Customer Service, Public Relations, Hospitality Management, International Relations and Diplomacy, Communication Management, Event Management, Front Office or its equivalent qualification from a recognized institution;
·         Certificate in Supervisory Skills Course from a recognized institution;
·         Certificate in computer application skills;
·         Have a minimum experience of two (2) years
·         Demonstrated integrity, professional competence and management capabilities as reflected in work performance and results.

Technician III

CASB 06 (One position) – Salary; Basic-Kshs 41,770.00; House Allowance- Kshs 16,500.00; Commuter- kshs 6,000.00
Responsibilities
·         Ensuring that the maintenance Superintendent is briefed on any damages/unusual occurrences in the Assembly.
·         Preparing designs, bill of quantities and other contract documents for development and other capital projects;
·         Supervising repairs of buildings, plants, equipment and paintings performed by the Artisans; 4) Overseeing implementation of capital and other development projects.
·         Ensuring that all buildings/machines are well maintained.
·         Responsible and accountable for operational facilities.
Qualifications
·         Bachelor’s degree in any of the following disciplines: Civil Engineering, Architectural Design, Arts Design, Building Construction or any other equivalent qualification from a recognized institution;
·         Have a minimum experience of two (2) years;
·         Certificate in computer application skills;


Public Relations Officer III

CASB 06 (One position) – Salary; Basic-Kshs 41,770.00; House Allowance- Kshs 16,500.00; Commuter- kshs 6,000.00
Responsibilities
·         Participating in organizing public events.
·         Implementing strategies for the Assembly
·         Preparing speeches, media briefs and Assembly’s newsletter
·         Research for content to be placed in media for publicity
·         Ensuring print publications are well stored for future use.
·         Collecting information for the preparation of Assembly’s newsletter and supplements.
Qualifications
·         Bachelor’s degree in any of the following disciplines;- Public Communication, Journalism, Public relations, Mass Communication, marketing or any other equivalent qualification from a recognized institution.
·         Have a minimum experience of two (2) years
·         Proficiency in computer skills
·         Shown merit and ability as reflected in work performance and results

Accountant II

CASB 07 (One position) – Salary; Basic-Kshs 47,780.00; House Allowance- Kshs 18,000.00; Commuter- kshs 7,000.00
Responsibilities
·         Processing payments according to the laid down Assembly Procedures.
·         Preparing and compiling financial reports;
·         Performing general accounting work including book-keeping and routine accounting entries;
·         Performing IFMIS payment and invoicing
·         Verifying vouchers in accordance with the laid down rules and regulations;
·         Safe keeping of invoices, receipts and maintaining other accounting records.
·         Ensuring that Bank reconciliation is done regularly.
·         Ensuring that the County Assembly Assets Register is maintained and updated.
·         Maintain strict confidentiality and integrity in work performance.
Qualifications
·         Bachelor’s degree in Accounting, Finance, Commerce (Accounting/Finance option), Economics, Business Administration.
·         Part III of the Certified Public Accountants (CPA) Examination;
·         Proficiency in Computer application skills;
·         Served in a comparable position for a minimum period of three (3) years
·         Shown merit and ability as reflected in work performance and results.

Senior Sergeant at Arms

CASB 09 (One position) Salary; Basic-Kshs 85,110.00; House Allowance- Kshs 21,000.00; Commuter- kshs 12,000.00
Responsibilities
·         Ensuring safe custody of the mace;
·         Ensuring safety and security of the Assembly premises, firearms and of Members of the Siaya County Assembly;
·         Controlling authorized parking to ensure order and security in the County Assembly premises;
·         Performing chamber and ceremonial duties as per the laid down guidelines;
·         Ensuring cleanliness of the Assembly premises in accordance to the Assembly Policies and Procedures;
·         Ensuring that CCTV cameras are functional and are well maintained;
·         Allocating office accommodation and conference rooms to the County Assembly Members and staff.
·         Ensuring that conference facilitation are availed and secured especially when committee go out of the Assembly
·         Ensuring compliance with occupational health requirements in the Assembly.
Qualifications
For direct appointment to this grade, a candidate must have:-
·         Bachelor’s degree in security management /investigations and forensic studies or any other similar qualification from a recognized institution;
·         Served in the disciplined forces for a period of not less than five (5) years.
·         Served satisfactorily in the rank of Serjeant At Arms I for a period not less than three (3) years
·         Certificate in Senior Management Course from a recognized institution
·         Demonstrate a thorough understanding of County Assembly Procedures;
·         Certificate in Firefighting and First Aid;
·         An exemplary service certificate.
