REACH was born in 2010 as a joint
initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations
Institute for Training and Research (UNITAR) Operational Satellite Applications
Programme (UNOSAT).
REACH’s purpose is to promote and
facilitate the development of information products that enhance the
humanitarian community’s decision making and planning capacity for emergency,
reconstruction and development contexts, supporting and working within the
framework of the humanitarian reform process.
REACH facilitates information
management for aid actors through three complementary services:
(a) need and situation assessments
facilitated by REACH teams;
(b) situation analysis using
satellite imagery;
(c) provision of related database and
(web)-mapping facilities and expertise.
ACTED is a French humanitarian NGO,
founded in 1993, which supports vulnerable populations, affected by
humanitarian crises worldwide.
ACTED provides continued support to
vulnerable communities by ensuring the sustainability of post-crisis
interventions and engaging long-term challenges facing our target populations,
in order to break the poverty cycle, foster development and reduce
vulnerability to disasters.
Their interventions seek to cover the
multiple aspects of humanitarian and development crises through a
multidisciplinary approach which is both global and local, and adapted to each
context.
Their 3,300 staff is committed in to
responding to emergencies worldwide, to supporting recovery and rehabilitation,
towards sustainable development.
Context / Country
REACH, has been working in Kenya and
regionally supporting inter-agency information management and assessment
capacity since 2012.
In 2012-2016 REACH supported the
development of an early warning monitoring system through training of monitors
and support to county analysts for the National Drought Management Authority
(NDMA).

In 2017, REACH has supported the
collection of information in Dadaab refugee camp and in border areas through
technical support and assessment coordination services to NRC and its partner
the Refugee Consortium of Kenya (RCK).
REACH has continued to provide
information management support to various humanitarian agencies and Government
institutions in Kenya, and currently have strong presence and participation in
Key working groups and forums including the Kenya Cash working group, Long and
Short Rains assessments working group, Regional durable solutions secretariat
and many others.
Assignment
Under the functional supervision of
the IMPACT Country Coordinator in Kenya, the Food Security and Livelihoods
Senior Assessment Officer is responsible for the management of all REACH
research cycles in Kenya, including implementation, resource mobilization and
management, partnership framework, dissemination and evaluation.
He/she directly supervises junior
assessment and field staff and plays a key role in the development and
implementation of REACH strategy in Kenya.
Position profile
In coordination with the Country
Coordinator, the FSL Senior Assessment Officer is responsible for
(1) the overall management of REACH
FSL and Cash related research cycles,
(2) for the management of the
Assessment team, and plays a key role in
(3) external relation and
(4) the development and
implementation of REACH strategy in Kenya.
More specifically:
Duties and Responsibilities/summary
of roles
The REACH FSL Senior Assessment
Officer shall be responsible for:
·
Under the guidance of the country coordinator, compile and analyze available
REACH data related to food security to produce assessment reports, situation
overviews and factsheets.
·
Actively advocate for the establishment of a community of practice around
common methodologies, tools and analysis.
·
Actively participate in regular FSL, Markets and Cash working groups and coordination
structures
·
Responsible for food security rapid assessments – including assessment design
and execution, mobile data collection, and IM best-practices – which focus on
building FSL partner capacity to fill information gaps for IPC analysis.
·
Working in close collaboration with Kenya Food Security and Nutrition
Monitoring System partners in the design, implementation, data cleaning and
analysis survey.
·
Provide technical backstop for other REACH Assessment officers regarding
correct FSL terminology and analysis.
·
Ensuring that assessment strategies are implemented in a structured and
coherent manner in line with project and strategic objectives
·
Coordinate logistical aspects of assessments with partner organizations; manage
and direct data collection teams in the field
·
Provide oversight of data analysis and reporting from the collaborative
assessments
·
Ensure the writing of timely and accurate assessment reports and factsheets
from collaborative assessments
·
Supporting the development/revision of assessment / programme strategies,
reports or new proposals;
·
In coordination with the Country Coordinator external representation of REACH
with Donors, Partners and the wider Aid Community through clusters and sectoral
working groups;
·
Coordinate timely and accurate reporting to IMPACT Headquarters.
1.Management of Food Security, Cash
and Market Research Cycles
1.1 Assessment Preparation and
Planning:
·
Ensuring that all assessments are planned in line with relevant project and
program objectives and with REACH’s research cycle and other relevant
guidelines;
·
Ensure that required secondary data analysis has been conducted in preparation
of an assessment;
·
For each assessment, review ToRs before they are sent to Geneva for validation
and ensure that ToRs are validated by HQ before any data collection begins;
·
Ensure that ToRs are understood and used by assessment staff and stakeholders,
and updated as required; Compose and construct, in close coordination with GIS
and data management team, qualitative and quantitative data collection tools;
ensure engagement with GIS teams on GIS requirements of research
cycle/assessment;
·
Keep track of progress and delays of all assigned assessment throughout the
research cycle. Ensure that delays or identified challenges for specific
assessments are reported in writing and orally in a timely manner;
·
Ensure relevant stakeholders and partners are engaged in assessment design and
planning.
1.2 Data collection and management
·
Ensure that required enumerators are identified and trained for primary data
collection;
·
Monitor data collection, ensuring its correct implementation in line with
agreed ToRs;
·
Ensure that the country coordinator is alerted to any issues that prevents full
implementation of the methodology in line with the agreed ToRs; ensure that all
changes to the methodology are documented throughout implementation;
·
Ensure logistics, financial, administration, security and HR processes directly
related to REACH have been appropriately implemented and coordinated with the
relevant ACTED departments.
·
Ensure regular situation updates on data collection have been produced and
circulated to relevant REACH, ACTED and external counterparts. Provide support
and follow up on identified challenges during the data collection process;
·
Ensure that all collected data is stored in line with IMPACT’s Data Management
Guidelines, and with the ToRs (data management plan Annex);
·
Ensure that data is revised and cleaned, and that all revisions are recorded;
·
Oversee analysis on collected data as per ToRs;
·
Ensure that meaningful techniques are used to analyze the data collected;
·
Ensure that data and its analysis are validated by IMPACT HQ before product
drafting stage;
·
Ensure that data and its analysis do not contain personal information and are
validated by IMPACT HQ before sharing to external parties.
1.3 Product drafting
·
Maintain regular communication with IMPACT HQ on progress and deadlines for
written products;
·
Ensure the drafting of timely and accurate assessment outputs (i.e. reports,
factsheets, etc.), which comply with IMPACT’s guidelines and quality standards;
·
Review all products before they are sent to IMPACT HQ for validation;
·
Ensure that all written products are validated by IMPACT HQ before external
release.
1.4 Product dissemination and
evaluation
·
Under the direction of the Country Coordinator, engage in the dissemination of
research products, including through articles, IMPACT social media contents,
targeted e-mails, presentations, meetings, etc., in line with IMPACT
Dissemination and External Communication Guidelines and Research ToRs;
·
Under supervision of IMPACT HQ, ensure that research products are uploaded in
relevant data portals, as specified in Research ToRs;
·
Ensure that lessons learned are gathered and documented at the end of each
research cycle;
·
Support the Country Coordinator to conduct monitoring and evaluation as
specified in the research ToRs and in line with IMPACT Guidelines.
2. External relations
·
In coordination with the Country Coordinator, ensure that relevant partners are
consulted and involved at all stages of research cycle: the preparation of the
assessment; data collection; data analysis; review of research products;
product dissemination; and lessons learnt; ensure that partner engagement is
documented;
·
In coordination with the Country Coordinator, present research findings to
relevant third parties, to enhance their use and impact;
·
Ensure that external communications with partners and key stakeholders, including
relevant UN agencies, local and national government, and NGOs has been
conducted and documented as appropriate;
·
In coordination with the Country Coordinator, represent REACH/IMPACT in
technical external engagements related to assessments;
CONFIDENTIALITY AND DATA PROTECTION
The FSL Senior Assessment Officer
will maintain the strictest confidentiality on all data collected and related
processes.
He/she will actively take measures to
prevent the unauthorized sharing of any information and data belonging to
IMPACT and its partners, or collected during his/her assignment with IMPACT.
REQUIREMENTS:
·
University degree in information technology, demography, statistics, social
sciences or any related area, or an equivalent combination of relevant training
and experience in food security, livelihoods, cash and related activities in
natural disaster or conflict situations.
·
Excellent analytical skills;
·
At least 3 years’ experience working in humanitarian settings required;
·
At least 6 months’ experience leading FSL related assessment required;
·
Excellent communication and drafting skills for effective reporting;
·
Excellent team management skills;
·
Ability to implement multi-sectoral assessments, both qualitative and
quantitative.
·
Ability to operate in a cross-cultural environment requiring flexibility;
·
Familiarity with the aid system, and understanding of donor and governmental
requirements;
·
Familiarity with early warning systems
·
Familiarity with the IPC – level 1 certification an asset
·
Familiarity with cash based humanitarian response an asset;
·
Fluency in English required;
·
Ability to operation Microsoft Word, Excel and Project Management Software;
·
Ability to operate SPSS, related statistical programming required
·
Ability to operate R is an asset
·
Ability to operate GIS is an asset;
·
High level of autonomy and willingness to spend time in deep field locations
during rapid assessments away from IMPACT/ ACTED support;

ACTED Kenya is looking for a self-driven and a
self-oriented professional to fill the position of a Senior Project Development
Officer
Reporting to the Country Project Development Manager, the
successful candidate will work closely with Project Development Department
within the ACTED Kenya offices.
Main Objective
The Senior Project Development Officer (PDO) contributes
to the development of project proposals in line with ACTED’s global and
in-country programme strategy, and ensures proper grant management, incl. timely
reporting of project achievements to donors.
The Senior PDQ facilitates internal communication and
coordination with relevant departments, and contributes to ACTED external
communication strategy.
Specific Objectives include:
1. Contribute to the funding of ACTED’s programming
strategy;
2. Ensure good donor relations through proper, qualitative
and timely grant management;
3. Facilitate internal coordination and communication and
mentor a POI/ PDA (if any);
4. Raise ACTED’s profile and credibility with external
stakeholders by communicating a positive image of ACTED’s activities and
engagements in the country.
Duties and Responsibilities
1. Fundraising
Ø
Analyse the country’s socio-economic situation, (donor) trends, needs and gaps;
Ø
Regularly conduct stakeholder analysis, in particular who does what and where
(3W)
Ø
Maintain active and regular working relationships with donors
Ø
Maintain active and regular working relationships with other NGOs, UN agencies,
clusters, working groups, Alliance2015, consortia and academia;
Ø
Regularly update a directory of donors, international and local NGOs, other
partners and stakeholders;
Ø
Contribute to the reporting to national and local authorities as required by
ACTED
Ø
registration/legal status in country;
Ø
In the absence of Technical Coordinators, represent ACTED in key clusters and
working group meetings.
Fundraising and proposal development
Ø
Identify funding opportunities;
Ø
Contribute to the identification of potential relevant international and/or
local partners (private sector partners, national and international NGOs, think
tanks, academia, etc.) to be included in proposals;
Ø
Liaise with AMEU to contribute to the ToRs of assessments to be conducted for
proposal development and to request their input in the logframe development
(esp. formulation of SMART indicators);
Ø
Contribute to the development of fundraising documents (be it expression of
Interests/ Concept Notes/Proposals) in line with ACTED country strategy and
donor requirements and in close collaboration with ACTED HQ GMU (Grant
Management Unit) and finance;
Ø
Liaise with Area Coordinators, Project Managers and Technical Coordinators to
ensure that proposals are relevant and technically sound;
Ø
Integrate learning from previous interventions (e.g. lessons learnt and best
practices) into new proposals
Ø
Involve FLATS teams in the development of fundraising documents, particularly
finance for the budget and logistics in case of specific donor procurement
rules.
Contracting
Ø
Contribute to addressing in a timely manner all comments by donors on proposals
in liaison with relevant staff in country and ACTED HQ GMU and finance;
Ø
Read thoroughly all contracts before signature, seeking ACTED HQ GMU and
finance advice when required.
2. Grant Management
Contract follow-up
Ø
Ensure that contractual obligations (including visibility requirements) and
reporting deadlines are known and met by Programme, AMEU and FLATS team;
Ø
When any issue is identified in meeting deliverables in the given timeframe and
budget, inform relevant staff in country and seek ACTED HQ Program Department
advice on potential solutions that would meet donor rules.
Reporting
Ø
Participate in and take minutes of kick-off and close out meetings for each
project
Ø
Write quality narrative reports, reflecting the progress and status of projects
in a transparent, timely and professional manner, in liaison with ACTED HQ GMU
and finance, which will contribute ultimately to steady cash inflow;
Ø
Work in close relation with AMEU to incorporate AME data (incl. data on input,
process, output, outcome and impact indicators, lessons learnt and best
practices) in reports and review M&E reports from AMEU;
Ø
Liaise with FLATS teams when preparing reports, especially with finance to
ensure greater coherence between financial and narrative reports by
crosschecking the matching of data in the narrative and financial reports;
Ø
Contribute to the monthly update of the Reporting Follow Up (RFU) and ensure
smooth and regular communication with ACTED HQ GMU.
Ø
Ensure ad hoc requests from donors are addressed in liaison with the CD,
programme and support teams;
Partner Follow-up
Ø
Liaise with partners when required to develop relevant grant agreements in
close coordination with ACTED HQ GMU and finance;
Ø
Ensure partners report to ACTED in a timely and qualitative manner as per the
requirements of the grant agreement.
3. Management and Internal Coordination
Staff Management (if any}
Ø
Manage a Project Development Intern and/or Assistant(s) if any, following up
the work plans and day-to-day activities;
Ø
Mentor the POI and/ or PDA with the aim of strengthening their technical
capacity.
Internal Coordination and Communication
Ø
Facilitate interdepartmental communication and information sharing from the
Base, to the Area, Capital, and even up to the regional and HQ offices by
taking minutes of the various ACTED coordination meetings
Ø
Ensure these meeting minutes are sent monthly to HQ;
Ø
Keep ACTED HQ GMU and finance updated on latest developments, opportunities and
challenges so that GMU can best advice on the way forward.
Filing
Ø
File properly contractual project documents both in hard and soft copies
Ø
Update regularly the Resource centre at the office with appropriate and
relevant external and internal resources
4. External Communication
Ø
Contribute to ACTED external communication strategy by feeding regularly ACTED
HQ Communication Department with informal updates on projects, a flash news,
pictures, articles on projects progress and/or specific events for ACTED
communication tools, including, but not limited to, ACTED Newsletter, websites
and ACTED Annual Report;
Ø
Ensure the update and design of in country communication and visibility tools
and publications, their dissemination and availability to ACTED teams, as well
as the capitalization of media and pictures of the mission;

Requested Profile

Master Level education in International Relations, Development Studies,
Humanitarian Aid or a relevant field.

Masters Level education or post graduate Diploma in Sociology is desirable

5+ years of solid experience in the Humanitarian Field, Donor Relations,
Project Development, management and monitoring systems, preferably in INGOs are
required.

Fluency in written and spoken English

Proficiency in French is desirable to enable easy flow of communication with
French speaking countries

Strong Writing abilities and analytical skills

At least 2-3 years of working experience in regions with unstable security
