Human Resources Manager


Reporting to the Deputy Vice Chancellor (Administration), the Human Resource Manager will plan, direct, and coordinate human resource management functions of the University to maximize the strategic use of human capital.
Responsibilities
·         Develop proposals and provide technical guidance on Human Resource policies and strategies for the university within the framework of Industrial and Labor Laws of Kenya.
·         Regularly review the staff establishment and submit recommendations on necessary adjustments.

·         Perform annual Human Resource audits and submit reports to the University Management Board.
·         Develop and oversee implementation of a comprehensive framework for effective succession management in the University.
·         Conduct performance appraisal to establish skills gaps and provide relevant training in the department among members of staff in the university.
·         Prepare notices and advertisements for vacant positions to assist in the attraction of competent candidates for enhanced service delivery.
·         Develop human resource work plans, budgets and procurement plans to ensure continuous provision of services and ensure staff have the requisite tools and equipment to perform their tasks
·         Oversee the evaluation, classification and rating of occupation and job positions in the University to ensure proper placement and compensation
·         Oversee the welfare of the staff through medical services, provision of logistical support in cases of bereavement of staff or dependents and provision of relevant insurance cover.
·         Ensure adherence to OSHA and WIBA regulations.
·         Provide and coordinate training opportunities for staff and career development.
Qualifications
·         Masters’ Degree in Human Resource Management, Business Administration or any other relevant qualification from a registered and recognized institution or HND in Human Resource Management
·         Bachelors’ Degree in Human Resource Management, Business Administration or any other relevant registered and recognized institution
·         At least five years’ working experience as a Human Resource Manager in a reputable organization.
·         Registered member of IHRM
·         Knowledge of the relevant legislations
·         Knowledge of professional standards

Chief Internal Auditor
Reporting to the Vice Chancellor, the Chief Internal Auditor will work together with the University Management and the University Council Audit Committee to provide internal processes control and risk management.
Responsibilities
·         Oversee the development of implementation policies and procedures that guide the University Internal Audit Functions.
·         Carry out a full audit cycle on University Operation effectiveness, financial reliability and compliance with all applicable government directives and regulations.
·         Analyze and evaluate reports, data and any other relevant documentation from Finance Department and recommend how procedures and processes can be made more effective.
·         Facilitate the development and implementation of the yearly Internal Audit plan
·         Provide Management with reports on internal audit activities and engagements, as may be required.
·         Provide quarterly reports to the University Council Audit Committee to facilitate decision making.
·         Carry out investigative audits as may be requested by Management from time to time.
·         Liaise with external auditors in both interim and final audits, for an external opinion of the financial affairs of Kenyatta University.
Qualifications
·         Masters’ Degree in Financial Management or any other relevant area from a registered and recognized institution
·         Bachelors’ Degree in Commerce, Business Management or any equivalent from a registered and recognized institution
·         CPA (K), ACCA or the equivalent qualification
·         At least five years’ working experience as a Senior Finance Manager in a reputable organization.
·         Computer literate
·         Knowledge of Public Finance Management Act

Deputy Finance Officer
Reporting to the Chief Finance Officer, the Deputy Finance Officer will be in charge of the Revenue Management in the Finance department.
Responsibilities
·         To prepare the accounts for all student income, Income generating activities and any other revenue items for reporting to management as may be required.
·         To work with budget holders in developing long term financial forecasts and provide advice to budget managers across the University on technical accounting
·         Prepare Annual University Budget by compiling departmental income and expenditure for control and management of the University resources.
·         Review disbursement and utilization of donor funds and research grants to ensure compliance with existing regulations
·         Perform other job-related duties as assigned.

Qualifications
·         Masters’ Degree in Financial Management or any other relevant area from a recognized institution
·         Bachelors’ Degree in Commerce, Business Management or equivalent from a recognized institution
·         CPA (K) or the equivalent qualification

Chief Finance Officer
Kenyatta University seeks to recruit competent and dedicated applicants to fill up the following positions:
Reporting to the Vice Chancellor and Deputy Vice Chancellor ( Finance & Development ) , the
Chief Finance Officer will oversee, coordinate and provide strategic guidance on financial management and accounting services through implementation of University Financial regulations.
Responsibilities
·         Be the head of the Finance Department in the University and ensure it has all the required Human Resource and non-human resources to operate optimally.
·         Ensure preparation and timely submission of annual University Budget and Estimates as per the government timelines.
·         Formulate and oversee the implementation of financial policies and strategies in the University.
·         Coordinate response to audit queries emanating from to external and internal auditors to ensure compliance with public Audit Act.
·         Offer guidance on periodic financial analysis of the University and produce financial statements and reports as may be required by stakeholders from time to time.
·         Establish internal controls for the University to safeguard its finances and assets.
·         Ensure prudent investment of University public funds in line with legal guidelines.
·         In liason with the other relevant departments oversee management of all University financial commitment.
Qualifications
·         Masters’ Degree in Financial Management or equivalent from a registered and recognized institution
·         Bachelors’ Degree in Commerce, Business Management or equivalent from a registered and recognized institution
·         CPA (K) or the equivalent qualification

Pensions Officer
Reporting to the Kenyatta University Pension Trustee Board, the Principle Pensions Officer will work together with the University to manage the Kenyatta University Employee Pension Fund.
Responsibilities
·         To give advice to the Board of Trustees of Kenyatta University in relation to legislative issues concerning pensions.
·         Be in charge of management of the University’s pension scheme
·         Responsible for all statements, advice and information given to employees and members of the various pension schemes as required.
·         Ensure monthly and annual reconciliation of contributions of contributions to the pension scheme.
·         In consultation with the Trustee Board make decisions with regards to the running of the Pension Schemes by interpretation of scheme rules, legislation and current custom and practice.
·         Act as the first stage decision maker for Internal Disputes Resolution and make appropriate decisions on behalf of the Scheme
Qualifications
·         Masters’ Degree in Financial Management or any other relevant area from a recognized institution
·         Bachelor of Commerce (Accounting Option)
·         Holder of CPA (K).
·         Minimum five (5) years relevant experience in pensions administration or pensions consultancy or in a related role such as accountancy, actuarial work or investment management.
