Legal Counsel

Job Group M
The County Assembly Service Board of Elgeyo/Marakwet County invites applications from suitably qualified Kenya citizens to fill the above vacant position.
Responsibilities
·         Providing legal advice to the CASB, County Assembly and its Committee;
·         Ensuring that Bills passed by County Assembly comply with the Constitution;

·         Liaising with the Office of the Attorney General on litigation matters involving County Assembly;
·         Legal representation of County assembly and the CASB in court proceedings;
·         Giving of legal opinions on matters before or relating to County Assembly and giving legal advice on commercial matters;
·         Providing any other legal services as may be required by County Assembly, the Committees, the Speaker, the CASB or the Clerk; undertaking legal research on matters before the Department
Qualifications
·         Have served in the grade of Legal Counsel II Drafting Services/Litigation or in a comparable position for a minimum period of three (3) years;
·         Have a Bachelor of Laws degree;
·         Be admitted as an Advocate of the High Court of Kenya;
·         Be in possession of a current practicing certificate; and
·         Be Proficient in computer applications skills.

Research Officer
Job Group M
Responsibilities
·         Providing non-partisan professional research assistance and analysis to Members, Committees and staff of County Assembly;
·         Initiating and conduct anticipatory research and analysis on key policy issues;
·         Providing expert interpretation, explanation and analysis, including assessing the strength and weaknesses of policy options;
·         Planning and coordinating functions and operations of a section within the clerks chambers including table office, committee office and procedural research;
·         Organizing protocol and conferences, county assembly organizations and exchange programs; Maintaining a periodically updated inventory of publications on current issues, legislation and major public policy issues/questions;
·         Ensure quality control in the preparation of research papers, briefing notes and particular points of view;
·         Providing back up to County Assembly committees.
Qualifications
·         Bachelor’s degree in Statistics, Social Sciences, Economics or its equivalent from a recognized institution; and served in comparable position for minimum of three years.
·         Proficiency in computer application skills.

ICT Assistant
Job Group L
Responsibilities
·         Designing, coding, testing and implementing computer programs, providing user support;
·         Maintaining support systems and training of users;
·         Repairing of Information Communication Technology equipment’s and associated peripherals;
·         Receiving and installing Information Communication Technology equipment; and
·         Configuring of new Information technology equipment.
Qualifications
·         Diploma in any of the following disciplines:- Computer Science, Information Technology, Business Information Technology or its equivalent qualification from a recognized institution; and
·         Demonstrated professional competence.

Communication & Media Relations

Responsibilities
·         Organizing public events;
·         Implementing communication strategies for the Assembly;
·         Preparing speeches, media briefs and Assembly’s newsletters;
·         Research on content to be placed in media for publicity;
·         Ensuring print publications are well stored for future use;
·         Collecting information for the preparation of the Assembly’s newsletter and supplements.
Qualifications
·         Bachelor’s degree in any of the following disciplines: – Public Communication, Journalism, Public Relations, Mass Communication, Marketing or any other equivalent qualification from a recognized institution; or Diploma with two years working experience.
·         Proficiency in computer application skills.

Transport Officer

Responsibilities
·         Supervise drivers in their day today duties
·         Oversee booking and scheduling of vehicles
·         Allocate vehicles and duties to drivers
·         Prepare maintenance /repairs schedules for Vehicles
·         Ensure all vehicles are kept in good conditions
·         Analyze work tickets and ensure compliance
·         Receive and compile motor vehicle statistics for management use
·         Manage motor vehicle file registry and maintain motor vehicle fleet register
·         Coordinate the ordering of new vehicles
·         Vehicle insurance and licensing
Qualifications
·         Diploma in fleet management /motor vehicle engineering or Bachelor’s degree in Social Science from a recognized institution.
·         Having served in the grade of transport officer for two years will be an added advantage.
·         Must be computer literate

Commissionnaire

Responsibilities
·         Allocating of mail to MCA‟s Pigeon holes preventing removal of institutional property without proper and authorized documentation.
·         Handling of telephone services at security desks.
·         Controlling of vehicular traffic/parking.
·         Patrolling of offices, cark parks, lounges etc.
·         Performing periodical security night duties.
·         Manning the security desk.
·         Booking of visitors/guests at the entrances; issuing entry badges.
·         Screening members and visitors and Storaging visitors’ baggage.
Qualifications

·         Be in possession of Kenya Certificate of Secondary Education grade D+ or its equivalent;
·         Be in possession of a Paramilitary/military Training Certificate; or have serve satisfactorily in disciplined service for a period of not less than three (3) years;
·         Have a First Aid certificate/firefighting certificate/disaster management certificate; and
·         Be in possession of an exemplarily service certificate.

Hospitality Officer

Responsibilities
·         Ensuring efficient and proper organization and management of hospitality services;
·         Carrying out on-the-job training of staff.
·         Supervising staff; monitoring staff performance.
·         Ensuring conformity with set standards.
·         Reviewing menus.
·         Carrying out training needs assessment yearly.
·         Ensuring use of standard operating procedures.
Qualifications
·         Bachelor’s degree in either Hotel and Catering Management or Hotel and Hospitality Management or its equivalent qualification from a recognized institution or Diploma with 3 years experience; and
·         Certificate in computer applications.

Chief Chef
Job Group H
Responsibilities
·         Food preparation and production.
·         Setting up and directing placement of foods in serving line.
·         Replenishing of foodstuffs in the buffet service line.
·         Maintaining -correct stock levels.
·         Detecting and reporting spoilt or unattractive raw food materials.
·         Ensuring proper stock rotation.
·         Ordering of foodstuffs from the main store.
·         Carrying out on-the-job training for staff and
·         Filling work order forms for defective equipment.
Qualifications
·         Diploma in any of the following fields; Catering and Hotel Management; Food and Beverage Production and Service or Hospitality Management or any other equivalent qualification from a recognized institution; and

Accountant & Cashier

Responsibilities
·         Processing payments.
·         Preparing and compiling financial reports.
·         Application of Generally Accepted Accounting Principles (GAAPs) including the International Public Sector Accounting Standards (IPSAS) techniques in accounting for County Assembly’s finances, assets, revenue, expenditure and costs; and
·         Carrying out bank reconciliation.
Qualifications
·         Served in a comparable position for a minimum period of two (2) years.
·         Diploma in any of the following disciplines; Commerce (Accounting Option), Economics, Business Administration/Management or any other equivalent qualification from a recognized institution.
·         Part II of the Certified Public Accountants (CPA) Examination.
·         Proficiency in computer application skills.

Waiter Assistant

Responsibilities
·         Food and beverage preparation and service.
·         Ensuring plates, glasses and cutlery are ready for service.
·         Setting up any out-station service points in good time.
·         Replenishing of conference rooms as required

·         Laying tables; clearing tables and replenishing cutlery.
Qualifications
·         In possession of the Kenya Certificate of Secondary Education with a mean: grade C- (minus) or its equivalent qualification from a recognized institution; and
·         Have attended a. course lasting not less than one (1) year and awarded a Certificate in Food and Beverage Service and Sales or its equivalent qualification from a recognized institution.
