will be the entry and training grade for this cadre. An officer at this level
will work under the supervision and guidance of a senior officer to obtain
practical experience in various aspects of the enterprise development work.
Duties and responsibilities at this level will entail:- recruitment of
exhibitors; assisting Micro and Small Enterprises (MSE) register and form MSEs
Associations; participating in mobilising MSE operators; collecting and
analysing data related to micro enterprises promotion; assisting in
facilitating technology transfer amongst MSE operators; and implementing MSE
programmes under the supervision and guidance of an experienced officer.

allocating newly completed MSE sheds, CIDCs, stalls, show rooms, workspaces,
other incubation facilities; surveying structures and conditions of buildings
to establish defects, requirements for refurbishment/replacement/modification;
preparing sketch plans, specifications and estimates for building renovations
and maintenance works; and collecting and reviewing rent.

Responsibilities
Duties
and responsibilities will entail:- Promoting the development and implementation
of incubation and innovation programmes and projects; Promotion of value
addition in key priority sectors; Promotion of the development of MSE tooling
and machining; Facilitation of the development of technical, entrepreneurial
and managerial skills for the MSE sector and provision of information to assist
in arbitration and settlement of Industrial Property Rights and disputes;
Creation and promotion of market linkages for Micro, Small and Medium
Enterprises (MSMEs); Facilitation of access to short, medium and long term
financing for MSMEs; Initiation and promotion of new MSE investments;
Initiation and promotion of MSE programmes and projects; Facilitation of the
revitalization of underperforming Jua Kali sectors; Provision of support and
promotion of indigenous entrepreneurs; and Facilitation of franchising and
subcontracting between and among MSMEs and large industries.
Qualifications
For
appointment to this grade, an officer must have: –

Served for a cumulative period of
eight (8) years, three of which must be in the grade of Industrial/Enterprise
Development Officer in the Public Service or in a comparable and relevant
position;
·
Bachelor’s degree in any of the
following disciplines: Mathematics, Biological/Physical Sciences, Statistics,
Engineering (Mechanical, Civil, Electrical, Chemical, Industrial, Electronics,

Assistant Registrar

Responsibilities
The
Assistant Registrar will assist the Registrar to implement the MSE Act No. 55
of 2012 on matters relating to registration of MSE Associations and umbrella
organizations. Specific duties and responsibilities will entail: supervising
and coordination of staff in the unit; registering MSE associations and
umbrella organizations; investigating and ascertaining non -compliant MSE
associations; maintaining an up to date disaggregated data bank for all MSE
Associations; coordinating the management of MSE Associations’ registry;
recording cases of disputes emanating from MSE Associations; organizing for MSE
Associations elections; coordinating work planning and performance contracting
;and analyzing data and writing periodic reports.
Qualifications
For
appointment to this grade, an officer must have:-

served in the grade of Chief
Registrar or in a comparable and relevant position in public/private sector for
a minimum period of three (3) years;
·
Bachelor of Law degree from a
recognized institution;
·
Master’s degree in Law or equivalent
qualification from a recognized institution;
·
Postgraduate Diploma in Law from the
Kenya School of Law or any other equivalent qualification from a recognized
institution;
·
been admitted as an Advocate of the
High Court of Kenya;
·

Responsibilities
Duties
and responsibilities will involve: coordinating implementation of youth
programmes and projects within the district; sensitizing youth on gender
mainstreaming, drug abuse, crime, special needs, recreation, leisure and
community services; liaising with stakeholders to undertake surveys and
disseminate information on youth development issues concerning youth employment
and participation, health, crime, drugs, entrepreneurship, internship,
volunteerism, environmental conservation, leisure, recreation, and community
service; participating in the establishment of youth empowerment centers; and
coordinating and monitoring the preparation of annual work plans and reports on
youth activities in the district.
Qualifications
For
appointment to this grade, an officer must have:

Gender Development Officer or in comparable position in public/private sector

Duties
and responsibilities at this level will entail:- developing and updating of projections
of financing requirements to achieve national response outcomes – based on
national strategy and attendant programmes and outputs to achieve planned
outcomes; conducting resource mobilization through development of funding
proposals targeted at various prospective development partners coupled with
building donor confidence in MSEA; conducting basic research on Development
Partners opinions and practices; participating in the implementation of
advocacy and public relations strategies aimed at raising funds, generating
goodwill and advancing the mission of MSEA; preparing regular progress reports
for the Authority on debt-initiative; participating in drafting of key resource
mobilization negotiation documents; assisting in identifying and managing contributions
by development partners in form of loans and grants; and participating in
coordination of international proposal and programme development.
Qualifications
For
appointment to this grade, a candidate must have:-

information; continuously assessing and prioritizing needs, opportunities and
demands for statistical information and provide appropriate Medium and Small
Enterprises Sector information.
Further, duties and responsibilities will entail:- Undertaking monthly and quarterly analysis of investment of funds, claims returns, unaudited accounts and new products in MSEA; developing and implementing statistical programmes; promoting learning and reporting statistical findings and lessons; summarising data from Medium and Small Enterprises annual returns; editing and verifying data and returns; developing findings for writing annual reports and analysing accounts and returns.

to the CEO, the Registrar will be responsible for the registration of MSE
Associations and umbrella organizations.
Responsibilities

Registering MSE associations and
advising them accordingly;
·
Maintaining an up to date
disaggregated data bank of all MSE Associations;
·
Regulating the operations of all MSE
Associations and umbrella organizations;
·
Overseeing MSE Associations
elections’ and intervening to initiate arbitration process in cases of dispute;
·
Liaising with MSEA County offices in
sensitizing and encouraging MSE operators to form and register sector based MSE
Associations;
·
Preparing annual and regular reports
on registered MSE Associations; and
·
Carrying out investigations on any unlawful
operations undertaken by MSE associations and umbrella organizations.
Qualifications
For
appointment to this position an officer must have;-

Minimum experience of twelve (12)
years, five (5) of which must have been in a senior management position as
Registrar in micro and small enterprises or in a comparable position;

Bachelor of Laws (L.L.B) degree from
a recognized institution;
