Director Human Capital & Administration

Responsibilities
·         Supervising staff in the unit;
·         Coordinating the implementation of human capital strategies, policies and programmes/work plans;
·         Establishing and managing an efficient and effective, professional and sustainable human capital system;

·         Analyzing the utilization of human capitals in MSEA and advising on proper deployment;
·         Coordinating, monitoring and evaluating staff training and development programmes;
·         Ensuring implementation of computerized human capitals management infrastructure;
·         Managing all industrial relations issues safeguarding organization’s assets;

Qualifications
·         Served as an Assistant Director, Human Capital and Development or in a comparable position in public/private sector for a minimum period of three (3) years;
·         Bachelor’s degree in any of the following disciplines:- Social Sciences such as Human Capital Management/Human Resource Management, Public Administration/ Business Management, Sociology, Economics or any other relevant qualification from a recognized university/institution;
·         Master’s degree in any of the following disciplines:- Social Sciences such as Human Capital Management/Human Resource Management, Public Administration/ Business Management, Sociology, Economics or any other relevant qualification from a recognized university/institution;
·         Attended a Strategic Leadership Development Programme/ Management Course lasting not less than six (6) weeks from a recognized institution;

Clerical Officer

Responsibilities
·         Collecting, collating and compiling data;
·         Receiving, recording, folioing and filling correspondences and documents;
·         Indexing of documents and records;
·         Photocopying and scanning documents;
·         Maintaining and updating files;
·         Keeping safe custody of equipment, documents and records.
Qualifications
·         Kenya Certificate of Secondary Education mean grade C- or its equivalent qualification from a recognized institution;
·         Certificate in any of the following disciplines; Human Resource Management (HRM), Business Administration, Kenya Accounts Technician Certificate (KATC), Supply Chain Management or Records Management lasting not less than six (6) months from a recognized institution;
·         A Craft Certificate such as KAME or KATC or its equivalent qualification from a recognized institution; and
·         Proficiency in computer applications.

Driver I

MSEA Grade 8
Responsibilities
·         Driving a vehicle as authorized;
·         Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure etc.;
·         Detecting and’ reporting malfunctioning of vehicle systems;
·         Maintenance of work tickets for vehicle(s) assigned;
·         Ensuring security and safety of the vehicle on and off the road;
·         Overseeing safety of the passengers and/or goods therein;
·         Maintaining cleanliness of the vehicle.
Qualifications
·         Served in the grade of Driver II for a minimum period of three (3) years;
·         A valid driving license free from any current endorsement(s) and valid for any of the class(es) of vehicle(s) the officer is required to drive;
·         Passed Occupational Trade Test II for Drivers;
·         Certificate in Defensive Driving from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized Institution;
·         Attended a Refresher Course for drivers lasting not less than one (1) week within every three (3) years at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized. Institution;
·         A valid Certificate of Police Clearance from the Kenya ‘Police;
·         attended a First- Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute Highway and Building Technology (KIHBT) or its equivalent from a recognized institution; and
·         Demonstrated professional competence as reflected in work performance and results.

Driver

MSEA Grade 9
Responsibilities

Human Capital & Administration

Responsibilities
Duties and responsibilities at this level will entail processing staff benefits and claims;
·         Interpreting and implementing Human Capital Development policies, laws, regulations, procedures and systems;
·         Making proposals on human capital planning and succession management;
·         Participating in collection, collation and analysis of human resource management and development data;
·         Analyzing human resource management and development issues;
·         Monitoring the implementation and effectiveness of Human Resource Management and development policies, guidelines and procedures in MSEA;
·         Coordinating in-service training programmes and workshops for MSEA;
·         Analyzing training projections MSEA staff; and analyzing staff performance and Career progression and making appropriate recommendations.
Qualifications
·         Served as a Human Capital and Development Officer for a minimum period of seven (7) years three (3) of which should be at middle level management in public service or in a comparable position;
·         Bachelor’s degree in any of the following disciplines:- Social Sciences such as Human Capital Management/Human Resource Management, Public Administration/ Business Management, Sociology, Economics or any other relevant qualification from a recognized university/institution;

Legal Officer

Job Grade MSEA 6
Responsibilities
·         Preparing and reviewing legal documents/instruments;
·         Preparing legal opinions and preparing legal briefs;
·         Drafting legal documents, leases and contracts;
·         Undertaking research on specific legal areas;
·         Identifying issues and areas for legal policy formulation and review;
·         Ensuring compliance with the policy, legal requirements and provisions in all the undertakings of the MSEA;
·         Advising the MSEA on all legal matters;
·         Representing the MSEA in litigations and other legal matters;
·         Safeguarding the interest of the MSEA in all legal matters;
·         Liaising with the Office of the Attorney General on legal matters;
·         Coordinating the implementation of work plans and performance management;
·         Ensuring safe custody of MSEA’s legal documents and records.
Qualifications
·         Have Bachelor’s degree in Laws (LLB) from a recognized institution;
·         Have Postgraduate Diploma in Law from the Kenya School of Law;

·         Be an Advocate of the High Court of Kenya; and

ICT Assistant

Responsibilities
This is the entry grade for this cadre. An officer at this level will work under the guidance of a senior officer.
·         Designing, coding, testing and implementing computer programs;
·         Maintaining support systems and training of users;
·         Repairing Information Communication Technology equipment and associated peripherals;
·         Receiving and installing Information Communication Technology equipment;
·         Configuring new Information technology equipment.
Qualifications
·         Diploma in any of the following disciplines:- Computer Science, Information Technology, Business Information Technology or its equivalent qualification from a recognized institution.

ICT Officer

Responsibilities
·         The development of hardware and software specifications;
·         Developing and implementing of ICT policy and regulatory framework at MSEA;
·         Undertaking upgrading of software;
·         Updating and keeping inventory on Information Communication Technology activities;

·         Implementing, maintaining and documenting standards of systems;

Assistant Office Administrator

Responsibilities
·         Ensuring security of office equipment, documents and records;
·         Recording dictation in shorthand and transcribing in typewritten form;

·         Planning and organizing meetings, workshop/conferences and seminars operating office equipment;
·         Responding to correspondences;
·         Attending to visitors/clients; handling telephone calls, enquiries and appointments;
·         Handling protocols and confirming travel itineraries; and managing office petty cash.
Qualifications
·         Served in the grade of Assistant Office Administrator or in comparable position in public/private sector for a minimum period of three (3) years;
·         Diploma in secretarial studies from the Kenya National Examination council (KNEC);
OR
·         Business Education single and Group Certificates (BES and GC) stages I, II and III from the Kenya National Examination council in the following subjects
1.  Typewriting III (Minimum 50 w.p.m.)/Computerized document processing III;
2.  Shorthand III (120 w.p.m);

Principal Accountant I

MSEA Grade 5
Responsibilities
·         Supervising staff in the unit; developing and installing effective financial management systems and procedures;
·         Analyzing accounting information detailing assets, liabilities and capital;
·         Preparing financial statements and other reports to summarise current and projected financial position;
·         Designing and coordinating the implementation and maintenance of financial information systems to cover the general ledger, asset management as well as revenue collection system;
·         Developing and implementing financial management system and procedures; coordinating the preparation of payment vouchers, cheque books;
·         Cash book records, financial statements, and entries to monthly accounts;
·         Coordinating reconciliation of general ledger control account with supplementary records, record keeping and accounting of security documents;
·         Coordinating reconciliation of cash book and bank transactions, reconciliation of statutory levy collection records and reconciliation of assets registers with the general ledger overseeing the proper maintenance, storage and security of financial and accounting documents;
·         Preparing tax returns to ensure compliance with periodic tax payments.
Qualifications
·         Served in the grade of Senior Accountant or an equivalent position in the public/private sector for at least three (3) years;
·         Bachelor’s degree in any of the following disciplines:- Commerce (Accounting/Finance Option), Finance, Economics, Business Administration, Business Management or its equivalent qualification from a recognized institution;
·         Master’s degree in any of the following disciplines:- Commerce (Accounting/Finance Option), Finance, Economics, Business Administration, Business Management or its equivalent qualification from a recognized institution;
·         Part IV of Certified Public Accountants of Kenya (CPAK) Examination or its equivalent qualification from a recognized institution;
·         Be Registered with Institute of Public Accountants (ICPAK) Kenya and a member in good standing;
·         Strategic Leadership Development/Management course lasting not less than six (6) weeks from a recognized institution;
·         Have certificate in Accounts related computer application from a recognized institution; and

Accountant I

MSEA Grade 7
Responsibilities
This is the entry grade for this cadre. An officer at this level will work under the guidance of a senior officer.
·         Generating clients invoices and assessment notices; reconciling debtors and creditors on a monthly basis;
·         Undertaking monthly bank reconciliations; preparing KRA, PAYE for board allowances & VAT returns in compliance with relevant tax laws; maintaining an update of fixed assets register on a regular basis;
·         Assigning asset codes for marking reconciling with the relevant accounts;
·         Generating imprest requests and maintaining up to date register on surrender for monthly review;
·         Preparing MSEAs payments in line with financial management policy provision and maintain cheque payment register;
·         Issuing receipts to all inward funds received and maintain receipts inward register for cheques received and direct bankings;
·         Maintaining the Authority’s computerized cash book;
·         Ensuring receipts and payments are accurately posted both in the cash book and Vote book;
·         Maintaining records for creditors as well as debtors and generating regular reports to assist management in settlements of accounts payables and prompt collection of accounts receivables;
·         Maintaining cheque payments and cheque inward/receipts register ensuring completeness in terms of details i.e. PAYE, dispatch, cancelled cheques etc.;
·         Maintaining accounts document movement registers;
·         Ensuring proper authorization, approval and stamping to avoid duplication;
·         Managing office petty cash in line with the policy;
·         Ensuring payments are authorized and approved prior to disbursement.
Qualifications

·         At least Part I of Certified Public Accountants of Kenya (ICPAK) Examination or its equivalent qualification from a recognized institution;

Senior Principal Accountant

Responsibilities
·         Monitoring implementation of accounting standards and system for compliance;
·         Including quick books;
·         Follow-up on audit matters preparation Bi-annual accounts;
·         Consolidation of cash flow projection and maintaining a check list of returns and reports received from counties.
·         Administration of accounting unit; that is providing advisory services to the CEO and other stake holders on all financial and accounting matters;
·         Developing supplement financial regulations and procedures to enhance internal controls established through statutory regulations and procedures;
·         Overseeing the processing of funding arrangements to the county enterprises offices;
·         Authorization of payments and signing of cheques to set limits;
·         Any other relevant duties assigned by the head of finance and accounting unit.
Qualifications
·         Have served as an accountant for a minimum period of eight (8) years three (3) of which should be at senior management in public service or in a comparable position;
·         Have Bachelor’s degree in any of the following disciplines:-Commerce (Accounting/Finance Option), Finance, Economics, Business Administration, Business Management or its equivalent qualification from a recognized institution;
·         Have a Master’s degree in any of the following: Commerce, Accounting, Business Administration, Finance or their equivalent qualification from a recognized institution.

Records Management Assistant

Administrative Officer

Responsibilities
An officer at this level will work under the guidance of senior officer.
·         Keeping/maintaining records of MSEA vehicles;
·         Preparing reports on motor vehicles as required;
·         Liaising with relevant departments for procurement requirements;
·         Overseeing daily and weekly cleaning of offices;
·         Supervising collection and disposal of dustbin contents;
·         Ensuring that office furniture and equipment are maintained;
·         Processing and follow-up of payments of all bills for common services;
·         Overseeing social, welfare for staff.
Qualifications

Finance & Accounts

Responsibilities
·         Overseeing the development and installation of effective financial management systems and procedures to improve financial reporting and accounting;
·         Providing leadership on budget formulation;
·         Advising the Director General/Chief Executive Officer on strategic financing, investing and expenditure decisions in the medium and long term;
·         Driving the Authority’s financing strategy by ensuring internal controls are implemented and monitored for effectiveness;
·         Undertaking overall responsibility for managing risks associated with the Finance and Accounting function and advise on mitigation measures;
·         Organizing stakeholders engagements and forums regarding budgets;
·         Clarifying financial estimates to Finance Committee, Treasury and Development Partners and gain support for projected budget needs.
Qualifications
·         Have served as a Finance Officer for a minimum period of ten (10) years three (3) of which should be at middle level management in public service or in a comparable position
·         Have a Bachelor’s degree in any of the following disciplines:-Commerce (Accounting/Finance Option), Finance, Economics, Business Administration, Business Management or its equivalent qualification from a recognized institution;
·         Have Master’s degree in any of the following disciplines:- Business Administration preferably in Finance or its equivalent qualification from a recognized institution;
·         Have Part III of professional Exams such as CFA, CPA, ACA, ACCA, ACMA or equivalent membership to a relevant professional body;
·         Be a Member in good standing of the Institute of Certified Public Accountants of Kenya (CPAK) or any other recognized professional body;
·         Attended a Strategic management Course or an equivalent management course from a recognized institution;
·         Proficiency in Computer Application; and
·         Have demonstrated administrative and professional competence in work performance.
·         Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and Big 4 Agenda
