Job Vacancy: Monitoring, Evaluation, and Learning (MEL) Specialist

The East Africa Energy Program (EAEP) is a four-year project to increase on-grid electricity access, accelerate private sector investment, and improve the enabling environment of the power sector in
East Africa.
RTI International leads implementation of the program, which is funded by Power Africa, a U.S. Government-led partnership coordinated by the U.S. Agency for International Development (USAID).
RTI International seeks to recruit a candidate for the position of Monitoring, Evaluation, and Learning (MEL) Specialist position to be based in Nairobi, Kenya with regular regional travel to the implementing countries.
This position will work closely with Monitoring, Evaluation, and Learning Manager.
Job Summary: The MEL Specialist is responsible for supporting MEL activities in the project.
S/he will manage the monitoring of data, correctly keying in data into various databases including PATT and PAIS and generating high quality periodic reports on project progress to inform program design and implementation.
The MEL Specialist will participate in the Data Quality Assessments (DQA’s), design and implementation of research studies, development of research instruments and methodologies, sampling and data analysis.
S/he will also participate in the development of technical reports and academic publications.
S/he will build the capacity of the implementing partners in MEL.
S/he will participate in the design and implementation of the project’s learning agenda and adaptive management approach.
S/he will work closely with communication department to document best practices and success stories.
Qualifications & Experience
·         A Bachelor’s degree in Statistics, Demography, population studies or a related field in Social Sciences.
·         At least (5) five years of experience in monitoring & evaluation.
·         At least (3) three years of Experience in M&E and capacity building required.
·         Previous M&E experience on a donor funded program desired.
·         Proficiency in evaluation design and development of indicators; designing and conducting small-scale research studies; report writing and working knowledge of descriptive and inferential statistics required. STATA or SPSS skills desired.
·         Previous supervisory experience desired.

Job vacancy: Finance & Administration Assistant – Tanzania

RTI International seeks to recruit a candidate for the position of Finance & Administration Assistant position to be based in Tanzania.
This position will work closely with the Directors of Finance & Operations and Contracts.
Job Summary: The Finance and Administration Assistant is responsible for supporting financial, administration, logistics and procurement activities for the program implementation.
S/he will support the achievement of project goals in a manner constant with financial principles and maintain functions such as general accounting, financial tasks, and accounting records.
S/he will collaborate closely with the Human Resources, Procurement, Logistics, and Finance Management to provide support and assistance as needed.
S/he will coordinate office space for visiting RTI Staff/consultants.
S/he is responsible for overseeing daily office cleaning and maintaining office supply stocks.
S/he will be in charge of general office correspondence and perform other administrative duties as needed.
Qualifications & Experience
·         A Bachelor’s Degree in Finance or Accounting with formal training in Administration such as diploma; or Degree in Administration with professional training in Finance or accounting.
·         Minimum of 2 years’ experience in finance or accounting together with 2 years’ experience in administration/ logistics or procurement.
·         Experience working on USAID contracts highly recommended; Or working for an international organization.
·         Proficiency in MS Word, Outlook, Excel.
·         Excellent knowledge of QuickBooks and ability to multi-task.
