Enterprise Development Officer

Responsibilities
Duties and responsibilities will entail:- collecting data related to micro enterprises promotion; mobilizing MSE operators; assisting in recruiting exhibitors; assisting MSEs to register and form Savings and Credit Cooperatives (SACCOs) and Associations; recruiting trainers; assisting and implementing MSE programmes; facilitating access to services for micro and small enterprises in the form of Business Development Services and technology; conducting business counselling;
providing mentorship for aspiring youth entrepreneurs; conducting research on MSEs; conducting training; recruiting exhibitors and trainees; collecting and analyzing data on MSE issues; compiling training and exhibition reports; conducting MSE sector needs assessment; undertaking micro-financing, marketing, infrastructure, and start up programmes and support; and disseminating information about MSE Fund & facilitating access to MSE Fund.
Qualifications
For appointment to this grade, a candidate must have:-
·         Bachelor’s degree in any of the following disciplines:- Economics, Strategic Management, Agri-Business, Commerce, Business Administration, Enterprise Development, Entrepreneurship, Business Management or equivalent qualification from a recognized institution; and
·         Proficiency in computer applications.

Assistant Director (Enterprise Development)
Ref. No: MSEA – 19/7/2019 (MSEA Grade 5)
Responsibilities
Duties and responsibilities at this level will entail:- coordinating implementation of policies, projects and programmes in relation to Micro and Small Enterprises; providing business counselling and assisting youth aspiring to become entrepreneurs; conducting training; preparing budget estimates; preparing training manuals and exhibition materials; evaluating training programmes/exhibition events; analysing data on MSE issues; liaising with stakeholders on program implementation; marketing Authority programmes; writing proposals for funding; compiling training/exhibition reports; overseeing County programmes/projects; facilitating technology transfer amongst MSE operators; preparing periodic and quarterly reports; motivating staff for peak performance; providing inspirational leadership for peak performance; overseeing the implementation of the Authority/County Strategic Plans; preparing and coordinating performance contracts, monitoring and evaluating the implementation of projects and programs relating to or affecting MSEs; coordinating dissemination of information about MSE Fund; and facilitating access to MSE Fund.
Qualifications
For appointment to this grade, an officer must have:-
·         Minimum experience of Seven (7) years working experience as an Enterprise Development officer in Public Service or a comparable position, three (3) of which should be at middle level management;
·         Bachelor’s degree in any of the following disciplines:- Economics, Commerce, Business Administration, Strategic Management, Agri-Business, Marketing Enterprise Development/Entrepreneurship, Business Management or equivalent qualification from a recognized institution;
·         Master’s degree in any of the following disciplines:- Economics, Commerce, Business Administration, Strategic Management, Agri-Business, Marketing will be Enterprise Development/Entrepreneurship, Business Management or equivalent qualification from a recognized institution will be an added advantage;
·         Certificate in Entrepreneurship Course or related training from a recognized institution;
·         Proficiency in computer applications; and
·         demonstrated professional competence as reflected in work performance and results.

Chief Office Administrator
Ref. No: MSEA – 22/7/2019 (MSEA Grade 5)
Responsibilities
An officer at this level will be deployed to work in the office of the Chief Executive Officer. Duties and responsibilities at this level will entail:- taking oral dictation; using e-office to research and process data; operating office equipment; attending to visitors/clients; handling telephone calls; handling customer inquiries and complaints; coordinating schedules of meetings and appointments; coordinating travel arrangements; ensuring security of office records, equipment and documents, including classified materials; ensuring security, integrity and confidentiality of data; establishing and monitoring procedures for record keeping of correspondence and file movements; maintaining an up to date filing system in the office; preparing responses to routine correspondence; managing office protocol and etiquette; managing petty cash and any other office administrative services duties that may be assigned. In addition, the officer will guide and supervise other office administrative services personnel.
Qualifications
For appointment to this grade, an officer must have:-
·         Bachelors degree in Secretarial Studies, social sciences or Bachelor of Business and Office Management from a recognized institution;
·         served in the grade of Senior Office Administrator, administrative secretary, personal assistant or a comparable senior administrative position in a busy public office for a minimum period of three (3) years;
·         Masters degree will be an added advantage
·         Proficiency in computer applications; and
·         demonstrated outstanding professional competence in the management of office management services.

Manufacturing & Agribusiness Officer
Ref. No: MSEA – 20/7/2019 (MSEA Grade 7)
Responsibilities
Duties and responsibilities will entail:-Implementation of Agribusiness policies, strategies, programmes and projects; Identification of Agribusiness investment opportunities and preparation of bankable projects for Agro-Industries; Facilitation of increased investment Agribusiness; cluster development and Agribusiness value chains; Preparation of pre-feasibility and feasibility studies to facilitate Agribusiness investments; Facilitation conducive environment for increased investment in Agribusiness; Promote food safety and quality standards in Agribusiness; and Promote skills development and technology transfer in Agribusiness
Qualifications
·         Bachelor’s degree in any of the following disciplines: Mathematics, Entrepreneurship, Biological/Physical Sciences, Project Planning and Management, Statistics, Engineering (Mechanical, Civil, Electrical, Chemical, Industrial, Electronics, Metallurgy, Aeronautical, Agricultural), Agriculture, Animal Sciences, Food technology, Clinical Nutrition and Dietetics, Textile Technology, Production Technology. Leather Sciences, Wood Sciences, Veterinary Medicine, Pharmacy, Geology, Environmental Science, Chemistry, Biochemistry, and Computer Science from a recognized institution;
·         Proficiency in computer applications.

Technician II
REF. No. MSEA – 14/7/19 (MSEA Grade 8)
Responsibilities
The officer will work under the guidance of a senior officer. Specific duties and responsibilities will entail:- inspection, operation, repair and maintenance of electrical, electronics, and mechanical, manufacturing, chemical, production, civil etc installations and controls; building drawings, specifications and cost estimates for electrical, electronics, mechanical; producing, civil installations or in the commercial office to handle commercial matters such as costing, installation, operation, inspection, testing and maintenance of electrical, electronics, mechanical, manufacturing, production, civil or foundry works. The officer will also participate in training and grading of staff working under him.
Qualifications
For appointment to this grade, a candidate must have:-
·         Diploma in Electrical/Mechanical/Civil/Engineering/Electronics/ OR Technician Certificate Part I or its equivalent qualification from a recognized institution;
·         Certificate in Entrepreneurship Course lasting not less than four (4) weeks from a recognized institution; and
·         Certificate in relevant computer application package from a recognized institution.

Senior Assistant Director (Business Development, Marketing & Trade)
Ref. No: MSEA – 15/7/2019 (MSEA Grade 4)
Reporting to the Director, Business Development, Marketing and Trade the Senior Assistant Director, Business Development, Marketing and Trade will be assisting in coordinating MSE Capacity building, county coordination, marketing, trade and services.
Responsibilities
Duties and responsibilities will entail:- Overseeing the development, interpretation, implementation, monitoring and evaluation of Enterprise Development policies, programmes and strategies for MSEs; Liaising with stakeholders for program implementation, marketing and departmental programs; Developing and reviewing Enterprise Development programs and projects; Advising on development and implementation of an effective programme for application and transfer of appropriate technologies; Preparing partnership agreements with relevant stakeholders; Promoting innovativeness in the development of products by Micro and Small Enterprises; Facilitating MSE business linkages; Facilitating implementation of award schemes on technology development; Promoting value addition and supporting value chain in various subsectors of the MSEs; Carrying out assessment to identify MSE marketing needs; Facilitating access to markets by Micro and Small Enterprises; Developing strategies to promote marketing of MSE products; and Collaborating with stakeholders on regional, local and county marketing activities.
Qualifications
For appointment to this position an officer must have;-
·         Minimum experience of eight (8) years, three (3) of which must have been in a senior management position in Business Development, Marketing and Trade in a micro and small enterprises or in a comparable position;
·         Bachelor’s degree in any of the following disciplines: – Economics, Commerce, Business Administration, Strategic Management, Agri-Business, Marketing Enterprise Development/Entrepreneurship, Business Management or equivalent qualification from a recognized institution;
·         Master’s degree in any of the following disciplines: – Economics, Commerce, Business Administration, Strategic Management, Agri-Business, Marketing Enterprise Development/Entrepreneurship, Business Management or equivalent qualification from a recognized institution;
·         Certificate in Entrepreneurship Course or related training from a recognized institution;

·         Proficiency in computer application; and
·         demonstrated professional competence as reflected in work performance and results.
·         Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and Big 4 Agenda

Senior Enterprise Development Officer
Ref. No: MSEA – 16/7/2019 (MSEA Grade 6)
Responsibilities
Duties and responsibilities at this level will entail:- Initiation and implemention of policies, projects and programmes related to Micro and Small Enterprises; conducting sector needs assessment; conducting business counselling; assisting youth aspiring to become entrepreneurs; conducting research on MSEs; conducting training; preparing budget estimates; analysing data on MSE issues; compiling training/exhibition reports; preparing annual work plans; and facilitating technology transfer amongst MSE operators, monitoring and evaluating the implementation of projects and programs relating to or affecting MSEs; disseminating information about MSE Fund; facilitating access to MSE Fund; undertaking administrative and operation duties in the Counties and Handling Human Resource Matters in liaison with the Human Resource Management Division.
Qualifications
For appointment to this grade, an officer must have:-
·         served in the grade of Enterprise Development Officer or in comparable positon in public/private sector for a minimum period of three (3) years;
·         Bachelors degree in any of the following disciplines:- Economics, Commerce, Business Administration, Strategic Management, Agri-Business, Marketing Enterprise Development/Entrepreneurship, Education Technology, Business Management or equivalent qualification from a recognized institution; Civil/Building/ Electrical/ mechanical/ Agricultural/ electronics/water engineering; and any other social sciences from a recognized Institution;
·         Attended entrepreneurship course or related professional training from a recognised institution
·         Certificate in computer application skills from a recognized institution; and
·         shown merit and ability as reflected in work performance and results

Business Development Officer

Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the supervision and guidance of an experienced officer.
