SAPCONE is a Kenyan based non–governmental organization whose mandate is to work with people particularly pastoralist and fisher-folk communities in Northern Kenya as the main beneficiaries of peace and development.

We do this through innovative project implementation for purposes of attaining sustainable livelihoods. Formed in 2006 as community based organization and transitioned in 2011 as National Public Benefits Organization.
Since its inception in 2006 the organization, has implemented several projects on good governance and social accountability, increase access to education and child protection, support and strengthen community projects for resilience and livelihoods, promote innovative peace building and recurring conflict among Turkana and cross border communities in South Omo zone in Ethiopia,

Position: Emergency Response Officer (CTP)
Duty Station: Lodwar

Qualification, Duties and Responsibilities
·         Work closely with Food Security and livelihood Manager to identify appropriate Cash transfer modalities for SAPCONE disaster operations related interventions
·         Ensure targeting of the most vulnerable families to benefit from cash assistance, including supervision of the registration process and data entry to the database system, and ensuring selection according to vulnerability criteria
·         Supervise household visits and ensure procedures for beneficiary management and communication are followed
·         Supervision of the maintenance of the records in hard and soft copy of all the beneficiaries as required and guiding the project staff in SAPCONE
·         Ensure implementation of all project guidelines with regard to disbursement of payments to the beneficiaries. Administer and monitor cash transfer and payment mechanisms, including follow-up of payments in the database and communication with the payment service providers
·         Work closely with the SAPCONE procurement, logistics and finance teams regarding identification of service providers and procurement of beneficiary communication tools
·         Conduct any necessary market assessment related to CTP.
Capacity Building
·         Participate in the capacity building of SAPCONE staff to implement cash and voucher programs in a technically appropriate way through knowledge transfer, training, development of good practice and evidence based research
·         Capacity building for SAPCONE CTP implementing teams (mostly volunteers & other partners such as traders & Payment Service Providers) at the field
level on cash programming: provide technical support to SAPCONE staff on CTP (training and supervision)
Review and develop systems, materials and tools for Cash Transfer Programming (CTP)
·         Support the development of Guidelines/Standard Operating Procedures for cash transfer programming (cash for work, conditional and unconditional cash grants, vouchers programming) and ensure its incorporated in the Disaster Management Policy and implemented/followed in the subsequent CTP pilot projects
·         Contribute to the CTP Monitoring and Evaluation (M&E) system set-up, in coordination with the field and M&E teams
·         Undertake data collection, database management, and tracking of M&E outputs
·         Analyze data collected from M&E activities and utilize information to strengthen future work
Capture Monitoring and lessons learnt
·         Monitoring of all cash transfer elements of the disaster operation in the target areas within the country, ensuring targets are met
·         Follow the cash program and activities ensuring that reports are completed on time and to a professional required standard;
·         Carry out monitoring field visits and support volunteers and other participating staff in adhering to the compliance
·         Carry out monitoring and evaluation activities including process, market and impact monitoring and capture learning and feedback to improve the Cash based response.
·         Document cash transfer processes in a case study report to be shared internally and with partners
·         Support in the organization of review meetings of CTPs to identify lessons learned.
Coordination and partnerships
·         Representation of SAPCONE at external cash coordination forums at the County Level (CSG, Sectoral Working groups)
·         Attend programme progress review events and contribute to future programmatic priorities.
Administrative roles
·         Compile & upload the CTP related resources available on the intranet site (Tools, Documents, Lessons Learned, etc)
·         Support the preparation of workshops, trainings and meetings
Minimum Qualifications
·         Higher academic qualification on development studies/relevant degree or equivalent experience (3 years)
·         Training in cash transfer programming principles and best practices (CaLP or equivalent Cash ToT is an added advantage)
Key Competencies
·         Experience in ensuring beneficiary accountability in humanitarian programming.
·         Strong analytical and conceptual skills in humanitarian programming, with experience in assessing emergency needs, market analysis, response analysis and program design
·         An understanding of the project management cycle including developing implementation plans and monitoring systems and ensuring project activities are implemented to a high standard in a timely and professional manner.
·         Proven skills in participatory methodologies in assessment, program design and implementation.
·         Familiarity with HAP-I, CHS and other accountability frameworks as well as humanitarian principles and international codes of conduct

Position: Communication’s Officer Internship

Documentation and Project Communications
·         Manage knowledge documentation; Spearhead documentation strategies and support documentation and publication of work and lessons learned to help develop corrective measures for project implementation.
·         Support report preparation for the project that ultimately addresses best practices, challenges, and lessons learned.
·         Develop and coordinate framework to document stories to share about the project maintaining an effective social media presence for the organization through blogs, Facebook, Twitter and other means as appropriate; in the media.
·         Work in collaboration with SAPCONE Project Managers and Officers to gather stories, photos and videos to support the organization’s communications strategy
·         Write and produce high quality communications materials and effectively communicate these across key audiences while ensuring that they conform to the organization’s standards and promote the image and objectives of the organization
Corporate Communications and Media
·         Create and execute publicity plans to improve the visibility of SAPCONE programme.
·         Create communication collaterals (media brief, press release, etc.) for distribution to media and other target audiences
·         Liaise with media and partners as the media contact for the organization
·         Draft and create organizational collaterals for public consumption in a timely manner (handouts, brochures, flyers, Annual Reports etc).
Online Communications
·         Assist in the administration, content management and maintenance of the organizational website and online/social media platforms
·         Assist in the content management, content layout, production and dissemination of the organization’s eNewsletter to promote the visibility of the project/organization
·         Multimedia content development
General Program Support / Fundraising
·         Support the Programme Coordinator in development and Fine tuning of new proposals and fundraising opportunities
·         Work in collaboration with the Program Managers to support fundraising, Monitoring and Evaluation and reporting for the project; including creating tools to track individual and project progress.
·         Develop program specific materials including organizational briefs etc. on an on-going basis, in consultation with the Program Managers and other project staff.
·         Ensure effective communications across different media and formats in adherence to the organization’s standards.
·         Work to enhance internal and external communication through various communication platforms.
·         Communicate clearly and in a timely fashion with external audiences; either face to face, through email and telephone conferences where appropriate, and using any other forms.
·         Reviewing organizations documentation before sharing with the outside world including, reports, proposals etc.
Required Profile:
·         A graduate degree or equivalent in mass communication, social science or its equivalent from any reputed university and at least one-year experience in national/ international NGO or aggressive organization in a similar position.
·         Experience working in a professional capacity related to fundraising in developing countries.
·         Experience in a Monitoring and Evaluation role.
·         Preference for experience working in civil society, governance, advocacy, or rule of law sectors.
·         Must be flexible, willing to perform assigned and additional duties and work irregular hours under unpredictable conditions.
·         Demonstrated ability to integrate corporate fundraising and/or involve local organizations in creative and innovative ways of programming and measurement;
·         Exceptional communications, interpersonal, as well as facilitation and coaching/mentoring skills applied within multi-cultural contexts;
·         Demonstrated reporting, writing, communication and relationship management skills;
·         Fluency in written and spoken English, with the ability to prepare reports in English;
·         Ability and willingness to travel frequently to the field are essential.

Position: Governance Program Officer

Qualification, Duties and Responsibilities
1: Strategic and Programme Development
·         Assist in the development and implementation of SAPCONE programme strategy
·         Contribute to internal (within the team and across the organization) discussions on thematic issues particularly on peace, security and governance
·         Contribute to further develop, and deepen understanding of the organization’s peacebuilding and governance thematic issues and approaches.
2: Programme Implementation
·         Support planning, development and implementation of governance project
·         Organise and facilitate dialogue meetings, workshops and forums with government representatives, civil society and communities in efforts to prevent violent conflict and promote cooperative approaches to peace, security and governance
·         Support the M&E coordinator in assessing the Civic Educators set results, writing and filing of reports
·         Develop donor reports
·         Support Civic Educators and Social Auditors to mainstream cross-cutting issues, among them, gender and youth in their initiatives
·         Arrange for regular meetings with C.E & S.A to review and reflect on progress and results in order to identify, mitigate challenges and learn lessons for improved programme delivery
·         Participate in and contribute to quarterly and other scheduled programme performance review meetings
·         Mentor and coach civic Educators through accompaniment and quarterly site visits
·         Assist the Project Manager in planning and implementing the governance project
3: Communications and Advocacy
·         Contribute to documentation of ‘success stories’ and other anecdotal information to demonstrate results/impact of initiatives undertaken.
·         Contribute to the development of appropriate strategies for advocacy with the county government
·         Identify and develop relationships with key strategic partners in government, civil society, media and the international community for promoting peace, good governance and conflict sensitivity in Kenya
·         Represent SAPCONE at meetings, seminars, co-ordination forums and other events
Qualifications:
·         Bachelor degree in law
·         At least 3 years’ relevant work experience with an emphasis on governance, legislative drafting, access to justice and community engagement
·         Experience in project design, implementation and management

Position: Human Resource Internship

Services and Administration
·         In a collaborative manner, work with the HRM to maintain up-to-date records for all staff in relation to;
·         Update all personnel files for staff with recruitment documentations per the recruitment tracking tool.
·         Update Recruitment files to ensure that the documentation in the recruitment files contains all the documents as per the checklist and follow up with the field HRO’s for missing documentation.
·         Support in filing pending staff records to ensure up to date records on file.
·         Maintain centralized registers for all documentation received and dispatched in relation to leave, training, performance management, benefits enrollment, and staff files and advise the HRO and/orHRM concerned of any gaps.
·         Manage all transactional processes related, but not limited to,
-Maintain a stock of stationery for the department to ensure that all staff in the department have adequate supplies.
-Prepare payment requisitions when requested
Payroll Management
·         Responsible for the preparation and timely submission of information that contributes to the payroll e.g. promotions, resignations, absconding, confirmation of hours etc.
·         Updates the payroll system and records all the details of new employees, transfers, promotions and exits, while ensuring accuracy of data and timeliness.
·         Ensures that all payroll changes are authorized prior to implementation in relations to Salary adjustments
·         Payment preparations for all subsidiaries as stipulated by the company plan i.e. Advance and End month payments respectively.
·         Issue payslips to all staff.
·         Preparation and submission of all statutory requirements to the relevant body while observing the deadlines date as stipulated by the law.
·         Coordinate with HELB on staff deduction and submission.
·         Review of the payroll system and update on upgrade where necessary.
HR & Office Administration
·         Developing and reviewing the organizational human resources strategy, plans, policies and procedures in compliance with the business strategy growth plan and all objectives.
·         Developing the HR budget and co-ordinating the HR initiatives for the Group and subsidiaries ensuring the activities are within budget, meet the dynamic business requirements which must be aligned to the corporate strategic mandate.
·         Developing and managing the recruitment and selection processes and channels across the Group to ensure subsidiaries are provided with qualified talent.
·         Developing effective people management policies, processes and systems including the performance appraisal, management and recognition process, which aid the businesses in managing teams and maintaining a high-performance culture.
·         Developing and enforcing policies and procedures for employee relations management, enhancing employee communications and ensuring proper management of staff amenities and occupational and health safety across the subsidiaries.
Employee Relations and Welfare
·         Handling grievances amicably from members and ensuring summaries of undertakings are documented.
·         Providing guidance on company policies and procedures and country legislation to the management and all staff members
·         Continuously ensure that the company is inline with the prevailing Labour statutes.
·         Develop staff welfare programs to ensure retention
Qualifications
·         A Bachelor’s degree in Human Resources Management, or Business Administration; An alternate Bachelor’s degree with a PGD in Human Resources Management is also acceptable
·         Internship of at least 6 months continuously in a similar position
·         Similar experience with an INGO will be an added advantage
·         A solid understanding of the Labour laws and Practices in Kenya is a must
