The position reports to the Board
functionally and to the Director/CEO administratively.
Supervises: Risk and Audit Staff.
Responsibilities
The Head of Risk and Audit is
responsible for the following: –
·
Developing and reviewing the internal
audit strategy, policies, procedures, and guidelines;
·
Monitoring implementation of audit
plans as approved by the Risk and Audit Committee;
·
Coordinating audit reviews of the
effectiveness of risk management process and the adequacy of internal controls;
·
Coordinating preparation and
submission of periodic audit reports;
·
Developing and coordinating
implementation of the Risk Management Framework;
·
Managing risk assessment and
developing risk management guidelines as well as fraud investigation and
anti-corruption strategy;
·
Developing and monitoring
implementation of internal audit systems in accordance with International
Auditing Standards;
·
Reporting and communicating audit
findings and recommendations to the Management and to the Risk and Audit
Committee;
·
Reporting and communicating on the
status of risks faced by the Authority and mitigation strategies to the
Management and to the Risk and Audit Committee;
·
Instituting follow-up audits to
ensure implementation of audit recommendations;
·
Coordinating timely performance of
special audit investigations and forensic audits as necessary; and
·
Managing staff development and
performance appraisal.
·
Facilitating the Authority’s annual
external auditing
·
Monitoring compliance with all
policies and of relevant laws
·
Any other duties that may be assigned
from time to time
Qualifications
For appointment at this grade, an
officer must have: –
·
Bachelor’s degree in the following
disciplines: Commerce (Finance or Accounting Option), Business Administration (Accounting Option); or
equivalent qualification from a recognized institution;
·
Master’s degree in any of the
following disciplines Auditing, Accounting, Finance, Business Administration or
equivalent qualification from a recognized institution;
·
Must be a CPA(K) or have equivalent
qualification from recognized institution;
·
Must be a registered member of the
Institute of Internal Auditors (IIA), Institute of Certified Public Accountants
of Kenya (ICPAK) or ISACA;
·
Served in the grade of Principal Risk
& Audit Officer for a minimum period of three (3) years or ten (10) years
in a comparable and relevant position in the Public or Private Sector;
·
Certificate in either Corporate
Governance or Strategic Leadership Development Programme or equivalent
qualification lasting not less than three (3) weeks from a recognized
institution;
·
Certificate in computer application
skills; and
·
Demonstrated integrity, professional
competence and ability in planning and controlling internal audit activities.

Principal Human Resource Officer
The position is responsible to the
Head of Human Capital for implementation of Human Resource policies, procedures
and processes for efficient and effective organizational performance.
Responsibilities
Specific duties and responsibilities
will entail:

Implementing and interpreting Human
Resource strategies, policies, rules and regulations;
·
Coordinating human resource and
organizational succession planning processes;
·
Coordinating recruitment and
selection, and processing appointments and employee on-boarding;
·
Coordinating the implementation of
employee recognition reward and system:
·
Coordinating payroll processing and
employee benefits administration;
·
Coordinating employee performance
management system;
·
Coordinating Training Needs
Assessment, developing and implementing Annual Training Plans;

Managing the Human Resource Information
Management System (HRIMS);

Developing and implementing annual
and semi-annual Departmental work plans, and budget;

Responsibilities
For appointment to this position, an
officer must: –

Bachelor’s degree in either of the
following disciplines: Human Resource Management/Development, Industrial
Relations, Business Administration (Human Resource Option) or equivalent
qualification from a recognized Institution;
OR
·
Bachelor’s degree in Social Sciences
with a Higher Diploma in Human Resource
Management or equivalent qualification
from a recognized institution;

Registered as a professional member
with Institute of Human Resource Management (IHRM) or any other relevant and

Principal Legal Officer
The
position is responsible to the Director Complaints and Legal Services through
the Head of Legal Services for advise to the Authority on all legal matters and
representation in court
Responsibilities
Specific
duties and responsibilities will entail: –

Liaising with the Office of the Director
of Public Prosecution and other relevant State Agencies on all legal matters
affecting the Authority;
·
Providing adequate representation of
IPOA in civil and criminal court proceedings;
·
Carrying out comprehensive analysis
of evidence, which includes evaluation of evidence gathered in the course of
the investigations and to prepare prosecution reports and briefs;
·
Participating in reviews and the
formulation of legal policies and practices;
·
Participating in negotiations of
treaties and contracts;
·
Providing legal opinions/advice and
reports on legal matters as required;
·
Interpreting legal instruments and
statutes;
·
conducting legal assignments and
projects;
·
Representation in legal, civil and
criminal court proceedings;

concepts and development processes, risks and opportunities;

affecting members of the public;

Senior Legal Officer
The
Senior Legal Officer will be responsible to the Head of Legal Services through
the Principal Legal Officer.
Responsibilities

duties and responsibilities will entail: –

Handling complex litigation cases and
provide adequate representation of IPOA in civil and criminal Court
Proceedings;
·
Carrying out comprehensive analysis
of evidence, which includes evaluation of evidence gathered in the course of
investigations and to prepare legal reports and briefs;
·
Carrying out research into legal
issues pertinent to the operations of the Authority;
·
preparing statutory performance and
annual reports in liaison with Heads of other departments of the Authority;
·
Undertaking conveyancing and provide
legal advice to the Authority on all aspects thereof;
·
Handling matters pertaining to the
preparation of cases for prosecution and oversee the prosecution thereof;
·
Liaising with the Office of the
Director of Public Prosecution and other relevant State Agencies;

Senior Security Officer
The
Senior Security Officer will be responsible to the Head of Security.
Responsibilities
Specific
duties and responsibilities will entail: –

Interpreting and enforcing the
implementation of security policies, procedures and standards as required by
the Authority;
·
Conducting briefing and debriefing of
field teams to capture lessons learnt;
·
Ensuring maintenance of law and order
within the Authority;
·
Liaising with police and other
security agencies regarding security matters;
·
Conducting due diligence for security
service providers;
·
Undertaking security intelligence
collection, dissemination and investigations;
·
Carrying out training and
sensitization of staff on security and safety procedures;
·
Ensuring appropriate security screening
of visitors to Authority`s offices;
·
Assisting in identifying training
needs and implementation of relevant training for IPOA staff
·
Coordinating the issuance of access
instruments to all IPOA staff;
·
Conducting liaison and security
reconnaissance in high risk environment, to inform subsequent deployment;

Assisting in conducting research to
determine levels of security satisfaction by the staff;

Assisting in reviewing security
policy and procedures to enhance security of the Authority personnel and
resources;

Analysing CCTV footage and access
control systems, for correlation and reporting of any possible infringements;

Served in the grade of Security
Officer for a minimum period of three (3) years in IPOA or six (6) years in a
comparable and relevant position in the Public or Private Sector;

Attended a Management Course lasting
not less than three (3) weeks from a recognized Institution;

Inspections Officer (5 Posts)
Reports
to Head Inspections and Monitoring a work under the guidance of a senior
inspections officer.
Responsibilities
·
Conducting inspection of police
premises and detention facilities under the Control of the service;
·
Preparing timely and accurate
inspection reports;
·
Conducting of thematic, impromptu and
routine Inspections of Police premises in accordance with laid down
regulations;
·
Providing rapid response action
during eventualities;
·
Any other administrative and
operational duties as assigned by the Director of Inspections and Monitoring
from time to time.
