Assistant Director (Monitoring & Evaluation)

JG 4 – REF. KURA/PSC/SEP/19/5
Responsibilities
·         Formulating and coordinating the Authority’s monitoring and evaluation strategies, policies, programmes and framework;
·         Coordinating the preparation of the Authority’s Monitoring and Evaluation Plans, guidelines and development of Project Implementation & Post completion Indicators and Monitoring & Evaluation reports for Senior Management and Board of Directors;

·         Reviewing of periodic reports on all project activities;
·         Facilitating building capacity for monitoring and evaluation at the Authority;
·         Facilitating establishment of linkages with consultants and other stakeholders on monitoring and evaluation for the Authority’s mutual benefit;
·         Developing and reviewing monitoring, inspection and evaluation procedures and impact indicators for the project success;
·         Coordinating the evaluation of road construction, rehabilitation & maintenance projects, Authority’s Strategic Plans and Performance Contracts;
·         Coordinating the preparation of annual work plans, programmes and budgets for road planning and development as well as realigning the plans to the budget;
·         Monitoring all project activities, expenditures and progress towards achieving the project output;
·         Coordinating the monitoring and evaluation of the sustainability of the project’s results and preparing reports on the findings and lessons learned from project innovations;
·         Facilitating the preparation of reports quarterly, half-yearly and annual progress on all project activities to the Board of Directors and Senior Management;
·         Coordinating the preparation of terms of reference for monitoring and evaluation and facilitating implementation of related recommendations;
·         Facilitating carrying out of economic feasibility studies to determine project viability for future investment;
·         Coordinating post project implementation appraisals of completed projects and preparing management reports thereof;
·         Conducting project economic and financial appraisals to determine risks and the economic viability of road projects;
·         Facilitating economic analysis of investments, programmes and projects and preparing development and investment plans thereof; and
·         Performing any other lawful duties that may be assigned from time to time.
Qualifications
Appointment to the position will be made from persons who:
·         Have a minimum of eight (8) years’ work experience in relevant work and at least three (3) years in a supervisory role in the Public Service or in the Private Sector;
·         Have a Bachelor’s Degree in any of the following disciplines: – Monitoring & Evaluation/ Project Management/ Economics or its equivalent qualification from a recognized institution.
·         Be a member of a relevant professional body;
·         Have a certificate in Management Course from a recognized institution;
·         Be proficient in computer applications;
·         Fulfil the requirements of Chapter Six of the Constitution; and
·         Demonstrate competence in work performance.

Assistant Director (BPR)

JG 4 – REF: KURA/PSC/SEP/19/6 – (1 POST)
Responsibilities
·         Conducting evaluation of the Authority’s business processes;
·         Coordinating the implementation of cost effective strategies for increased effective in the Authority’s business processes;
·         Collecting and collating data on the performance of the Authority’s business processes; and ;
·         Preparing periodic reports on the progress of the Authority’s Business Processes
Qualifications
·         Have a minimum of eight (8) years’ experience in relevant work and at least three (3) years in a supervisory role in the Public Service or in the Private Sector;
·         Have a Bachelor’s Degree in any of the following fields: – Commerce, Economics, Statistics, Applied Mathematics, Civil Engineering, Business Administration, Risk Management, Finance or other relevant and equivalent qualifications from a recognized institution;
·         Have a certificate in Management Course from a recognized institution;
·         Be in possession of any of the following CPA(K), ACCA, CRMA, CRA, CIA or CFE, or (certified in Risk Information and Control CRISC)
·         Be a member of a relevant professional body;
·         Be proficient in computer applications;

Assistant Director (Internal Audit – Projects)
JG 4 – REF. KURA/IA/AD/19/7 – (1 POST)
Responsibilities
·         Developing a comprehensive programme of engagement coverage for assigned areas;
·         Ensuring conformity to acceptable standards, plans, budgets and schedules;
·         Assisting in the preparation of specific audit assignment plans and programmes;
·         Reviewing the execution of the works carried out under the contracts, together with the associated supervision;
·         Reviewing the quality of the works carried out to ensure they are in conformity with the contracts, technical specifications and in accordance with the best practice in the sector;
·         Reviewing the project expenditures to ensure they are justified and were foreseen in the project budget;
·         Reviewing the contractual obligations to ensure there is sufficient documentation for measurement and payments;
·         Reviewing detailed dimensional drawings and design layouts for projects to ensure conformance to specifications;
·         Reviewing the administration of environmental and safety provision under the contracts;
·         Ensuring that audit findings are properly documented;
·         Preparing draft audit reports detailing audit findings;
·         Leading specific audit teams;
·         Preparing periodic audit reports; and
·         Performing any other lawful duties that may be assigned from time to time.
Qualifications
·         Have a minimum of eight (8) years relevant experience and at least three (3) years in a supervisory role in comparable position in the Public Service or in the Private Sector;
·         Have a Bachelor’s Degree in Civil Engineering or equivalent qualification from a recognized institution;
·         Be registered by Engineers Board of Kenya as a professional Engineer;
·         Have a valid Annual Practicing License from the Engineers Board of Kenya;
·         Have a certificate in Management Course from a recognized institution;
·         Be a member of Institution of Engineers of Kenya (IEK);
·         Be proficient in computer applications;
·         Experience in auditing will be an added advantage;
·         Fulfil the requirements of Chapter Six of the Constitution; and
·         Show merit and ability as reflected in work performance and results.

Engineer (6 Posts)
 (JG 6) – REF: KURA/RACM/E/19/8 – (6 POSTS)
Responsibilities
·         Assisting in preparing road investment programs for road networks;
·         Assisting in preparing Public Private Partnership arrangements;
·         Assisting in preparing Materials testing and research programs;
·         Assisting in carrying out traffic surveys and management of traffic data;
·         Assisting in collecting and collating economic, environmental and social data for road investment programmes and strategies;
·         Assisting in preparing engineering design of road works and structures;
·         Assisting in preparing tender documentation for road works and structures;
·         Assisting in preparation of work plans
·         Assisting in preparing records for road assets database; and
·         Performing any other duties that may be assigned from time to time.
Qualifications
For appointment to this grade, a candidate must:-
·         Have a Bachelor’s Degree in Civil Engineering or equivalent qualification from a recognized institution;
·         Be Proficient in computer applications;
·         Be registered as a Graduate Engineer by the Engineers Board of Kenya;
·         Be a Graduate member of the Institute of Engineers of Kenya; and
·         Fulfil the requirements of Chapter Six of the Constitution.

Monitoring & Evaluation Officer

 (JG 6) – REF: KURA/PSC/SEP/19/9 (1 POST)
Responsibilities
·         Preparing annual work plans, programmes and budgets for road planning and development as well as realigning the plans to the budget;
·         Developing monitoring and impact indicator for the project success;
·         Monitoring the sustainability of the project’s results;
·         Preparing report quarterly, half-yearly and annual progress on all project activities to the Board of Directors and Senior Management;
·         Preparing relevant reports for monthly & annual project reviews and site visits undertaken in liaison with the Resident Engineer;
·         Collecting data on project economic and financial appraisals to determine risks and the economic viability of road projects;
·         Preparation of programmes and budgets for road planning and development as well as realigning the plans to the budget; and
·         Performing any other duties that may be assigned from time to time.
Qualifications
For appointment to this grade, a candidate must:-
·         Have a Bachelor’s Degree in Monitoring & Evaluation/Project Management/Economics or equivalent and relevant qualification from a recognized institution;
·         Be proficient in computer applications; and
·         Fulfill the requirements of Chapter Six of the Constitution.

Enterprise Risk Management Officer

(JG 6) – REF: KURA/PSC/ERM/19/10 (1 POST)
Responsibilities
·         Preparing annual risk management plan for the Authority;
·         Performing root cause analysis on identified risk events and recommending appropriate mitigation measures to prevent recurrence of risk events in the future;
·         Carrying out risk evaluation;
·         Monitoring timely reporting of risk incidents and analyzing trends for reporting;
·         Preparing draft risk reports;
·         Identifying key risk indicators within the Authority;
·         Monitoring progress against action plans designed to manage operational and nonoperational risks; and
·         Performing any other duties that may be assigned from time to time.
Qualifications

Road Overseer (7 Posts)

Responsibilities
·         Supervising road works;
·         Collecting data used in road inventory;
·         Identifying suitable material for road works;
·         Preparing road work programmes; and
·         Managing of artisans and unskilled labor.
Qualifications
·         Have Kenya Certificate of Secondary Education (KCSE) mean grade C- or an approved equivalent qualification;
·         Have a Certificate in Road Overseer lasting for a minimum period of (6 weeks) from Kenya Institute of Buildings and Highways Technology or its equivalent from a recognized institution, Diploma is an added advantage;
·         Have proficiency in computer applications; and
·         Fulfill the requirements of Chapter Six of the Constitution;

Assistant Accounts Officer

(JG 8) – REF: KURA/CS/F&A/19/15 – (1 POST)
Responsibilities
·         Preparing vouchers in accordance with the laid down rules and regulations;
·         Entering primary data and balancing of cashbooks, imprest and advances ledgers;
·         Issuing receipts for inward payments;
·         Preparing and updating creditor ledgers;
·         Preparing and updating debtors ledgers;
·         Processing imprests /travel advances and following up on surrenders;
·         Making petty cash payments and reimbursements after receipt of approvals;
·         Undertaking bank deposits and cash withdrawals;
·         Providing safe custody of records and assets under him/her;
·         Writing cheques and posting payments and receipting vouchers in the cash books;
·         Receipting money due and payable to the authority;
·         Paying personal and merchant claims guided by cash balances in the cash books and treasury regulations;
·         Preparing and filling records on payments/cash receipts; and

Qualifications

·         Have passed Part II of the Certified Public Accountants (CPA) Examination, Diploma or its recognized equivalent qualifications.

Assistant Land Surveyor
(JG 8) – REF: KURA/URD/SURV/19/14 – (1 POST)
Responsibilities
·         Carrying out angular observations using Total Station and GPS observation;
·         Undertaking engineering survey for job project;
·         Conducting traversing and tachometry;
·         Conducting survey work from aerial photographs;
·         Identification and establishment of photo control points;
·         Conducting geodetic leveling;
·         Observing of level lines and maintenance of geodetic instruments; and

Qualifications
