Supply Chain Manager


JOB GROUP KMC 3 REF: KMC/HRA/SCM/1/5/2019
Reporting to the Managing Commissioner, the Supply Chain Manager will manage and coordinate the Supply Chain function to ensure effective delivery of goods & services, and work in accordance with the Public Procurement and Asset Disposal Act, 2015.
Responsibilities

·         Provide leadership on the development and implementation of supply chain business policies and procedures
·         Formulating supply policy management to ensure that the Commission’s supplies goals and objectives are met.
·         Reviewing the provision, procurement, stock-holding and stock control policies on a progressive basis
·         Ensuring that supplies accounting and other stores procedures are followed and updated as necessary.
·         Ensure timely and effective procurement of goods, services and works.
·         Ensuring maintenance of updated suppliers list.
·         Initiate and innovate strategies such as consignment stocking framework, and strategic contracts geared towards the creation of value for money.
·         Procuring various materials and other supplies for the Commission at the most competitive prices in accordance with approved Commission procedures.
·         Supervising, appraising staff and identifying their development and training needs.
·         Liaising with departments in organizing for specification of goods and services for procurement.
·         Organizing and managing of procurement through relevant committees.
·         Preparing budget and ensuring effective control.
·         Ensuring compliance to commission code of conduct and ethics.
·         Overseeing the effective storage and issuance of procured goods.
·         Carry out market surveys and research
·         Overseeing disposal of obsolete stocks or goods in liaison with relevant offices
·         Observing and complying with environmental, health and safety measures and regulations
·         Performing any other duty as may be assigned from time to time
Qualifications
The ideal candidate shall possess the following:
·         Bachelor’s Degree in Procurement and Supply Chain Management/Contract Management/Logistics or equivalent
·         Master’s degree in the relevant field will be an added advantage
·         Minimum of 10 years hands-on experience 5 of which must be in a managerial position.
·         Certificate in Senior Management Course lasting not less than four(4) weeks from a recognized institution
·         Be a member of Kenya Institute of Supplies Management/ Chartered Institute of Purchasing and Supplies

Chief Internal Auditor
JOB GROUP KMC 3 REF: KMC/HRA/CIA/2/5/2019
The Internal Audit Unit provides an independent and objective assurance and advise aimed at adding value and improving the operations of KMC. The Chief Internal Auditor reports administratively to the Managing Commissioner and functionally to the Audit Committee of the Board. The purpose of the position is to assist in the accomplishment of the objectives of KMC by ensuring a systematic, disciplined approach to the evaluation and improvement of the effectiveness of risk management, control and governance processes in order to support the overall efficiency and integrity of the organisation.
Responsibilities
·         Developing and managing an integrated internal audit function covering all the areas of the operations.
·         Reviewing and appraising the soundness and efficiency of all systems of controls including financial, operational and internal control systems and procedures.
·         Preparing the annual audit programme and ensuring that it is effectively carried out.
·         Periodically reviewing the suitability, reliability and use of management information produced within the organization.
·         Evaluating business risks and systems of controls in order to provide value added recommendations.
·         Analysing outcomes of audit activities, providing timely reports and following through to ensure that recommendations are considered and implemented.
·         Providing leadership in the co-ordination of external audits and ensuring that issues raised by the auditors are addressed.
·         Carrying out special audits and investigations (ad-hoc) as may be required from time to time and submitting reports of findings to the Board.
·         Monitoring the efficiency of the operations of the organization;
·         Identifying areas that offer opportunities for improvement and making appropriate recommendations.

Qualifications

·         Bachelor’s degree in Commerce/Accounting/Finance/Business Administration or related field

·         Five (5) years relevant experience at senior level in the management and execution of audits.
·         Practical experience in use of computer audit tools.
·         Understanding of public sector systems.

Chief Legal Officer
JOB GROUP KMC3 REF: KMC/HRA/CS/3/5/2019 (POSITION 1)
Reporting to the Managing Commissioner, the Chief Legal Officer/Corporation Secretary will be expected to provide advice to the Board and Management on governance, legal, regulatory and compliance matters and provide corporate secretarial services to the Commission.
Responsibilities
·         Advising the Board on their duties, responsibilities and obligations, relevant laws and governance matters including implementation of Mwongozo: The Code of Governance for State Corporations.
·         Coordinating the governance, legal and compliance audit.
·         Assisting in preparation of Board and Committee work plans and charters.
·         Assisting in carrying out Board induction, training and evaluation.
·         Coordinating the timely preparation and circulation of Board and Committee meeting papers and taking minutes thereof.
·         Keeping safe custody of the seal and other relevant documents.
·         Overseeing the legal function and providing well researched legal advice and opinion, legal interpretation on various matters and handling legislation and litigation matters relating to KMC.
·         Ensuring compliance with laws, rules and regulations by the Board and management.
·         Preparing and coordinating the implementation of Intellectual Property Rights policy and guidelines for the products and services of KMC.
·         Preparing, vetting and negotiating official legal documents including contracts and leases and participating in settlement and arbitration of disputes to protect the interests of KMC.
·         Liaising with the office of the Attorney General and external lawyers handling legal matters on behalf of KMC and attending Court hearings.
·         Preparing and implementing the Unit’s operational plan, work plan and budget.
·         Ensuring risk management in the Unit.
·         Overseeing the implementation of ISO Quality Management System in the Unit.
·         Ensuring performance management within the Unit through a target-based system.
·         Providing leadership and effective supervision to staff in the Unit.
·         Performing any other duties as may be assigned from time to time.
Qualifications
The ideal candidate shall possess the following:
·         Bachelor’s degree in Law from a recognized university.
·         Master’s degree in Law from a recognized university.
·         CPS qualification and member in good standing of the Institute of Certified Public Secretaries of Kenya (ICPSK).
·         Diploma from the Council for Legal Education.
·         A current practising certificate as an Advocate of the High Court of Kenya.
·         At least (8) year’s relevant experience in legal/corporate secretarial practice four (4) of which should be in a senior management position.
·         Satisfy the provisions of Chapter Six of the Constitution of Kenya, 2010.

Branch Manager

The Branch Manager will be in Charge of Kibarani, Mombasa Branch.
Responsibilities
·         Oversee the production process the Branch to ensure that all international quality hygiene standards are met.
·         Co-ordinate all maintenance works at the factories and storage facilities to ensure work efficiency and their optimal use.
·         Supervise all financial operations in the Branch
·         Liaise with all relevant Heads of Departments at the Head Office for purposes of applying same policies and procedures as appropriate.
·         Develop and recommend an appropriate annual budget for branch operations.
·         In consultation with Production Manager diversify processing of meat product in accordance with market demand dynamics
·         Develop a sustainable production strategy in line with the business set objectives

The successful candidate will be responsible for the overall day-to-day management/administration of the office, managing and maintain the office diary and schedule of appointments and providing secretarial services.
Responsibilities
·         Responsible for the overall day to day management/administration of the office of the managing commissioner
·         Booking the meeting room for meetings and making hospitality arrangements as may be required;
·         Sending out notices for meeting and following up to confirm receipt;
·         Ensuring that the meeting venues are well organized;
·         Managing and maintain the office diary and schedule of appointments for the immediate supervisor;

Chief Grader
JOB GROUP KMC 5 REF: KMC/HRA/CG/6/5/2019
Responsibilities
·         Ensure consistency in grading in accordance with regulations.
·         Consider and determine all appeals made to him/her under regulations.
·         Identify grading problems and recommend remedial action.
·         Work together with Production superintendents, veterinary office and livestock department to ensure attainment of departmental targets
·         Participate in continuous review of the Standard Operating Procedures and production Work Instructions
·         Supervise the work of graders.
·         Submit daily grading reports
Qualifications

·         Bachelor’s degree in Food Science/ Veterinary/ Animal health courses
·         Diploma in meat technology or any other higher level from a recognized institution

Responsibilities
·         Ensuring that the commission’ assets are secured
·         Implementing security policies ‘
·         Preparing work plans and budgets for security requirements;
·         Coordinating security operations with public law enforcement agencies;
·         Developing emergency management and contingency procedures;
·         Identifying, investigating and resolving security breaches;

The Estate and Administration Officer will report to the Human Resource and Administration Manager.
Responsibilities
·         Conducting Inspection of the properties to ensure they are in good condition and order.
·         Preparing periodic property management reports for in house use as well as advising the management accordingly.
·         Responsible for arranging maintenance and repairs to properties; which are to be carried out expeditiously, economically and to an acceptable standard.
·         Ensuring lawful requirements, as well as organization procedures, are followed at all times.
