Reporting
to the CEO, the Director, Corporate Services responsible for all Financial, ICT
and Corporate Communication matters at Micro and Small Enterprise Authority.
Responsibilities
·
Implementing the strategic objectives
of Authority
·
Exercising oversight over ICT,
Corporate Communications and Finance;
·
Assuring compliance with labour laws,
Public Financial Management Act, IPSAS and IFRS, ICT Authority e-Government
standards, and Various Directives received from the Executive arm of the
government;
·
Monitoring adequacy of financial
resources and working tools/necessary technology
·
Oversight Development and
administration of budgets; forecasting additional funds needed for staffing,
equipment, materials, and supplies; direct the monitoring of and approve
expenditures; recommend adjustments as necessary.
·
Providing technical expertise and
advice to the Chief Executive and Directors and Direct Reports on Financial,
performance measurement, management systems and people issues.
·
Driving a culture of excellent
performance through the implementation of the Authority’s performance
management system;
·
Coordinating implementation of key
organisation transformative projects;
·
Identifying opportunities for
improving service delivery methods and procedures; review with appropriate
management staff; see to implementation of improvements.
·
Conducting research, analyse data,
and coordinate projects for additional and improved services.
Qualifications
·
Bachelor’s Degree in any of the following:
Commerce, Business Administration, Finance or Accounting, ICT, Public
Relations, Statistics or any other equivalent qualification from a recognized
institution;
·
Master’s Degree in either: Business
Administration, Finance, HRM, Statistics, Development, Public Relations, Public
Administration or any other equivalent from a recognized institution;
·
Have 12 years cumulative relevant
work experience, five (5) of which should have been at management level in a
reputable institution;
·
Certificate in strategic leadership
course not lasting less than six (6) weeks from a recognized institution will
be an added advantage;
·
Membership to a relevant professional
body;
·
Proficiency in computer applications;
·
Demonstrate thorough understanding of
the mission, vision, and strategies of MSEA and the ability to clearly

Chief Legal Officer

Reporting
to the CEO the Chief Legal Officer will be responsible for providing legal
advice to the Authority on matters relating to Micro and Small enterprises.
Responsibilities
·
Implementing policies, guidelines and
regulations on legal matters;
·
Providing legal advice and legal
representation;
·
Developing and reviewing
documentation on contracts, Memoranda of Understanding and partnership
agreements in MSEA;
·
Preparing and reviewing legal
documents/instruments’
·
Preparing legal opinions and briefs;
·
Ensuring compliance with the policies
and regulations in all the undertakings of MSEA;
·
Liaising with the Office of the
Attorney General on legal matters.
Qualifications
For
appointment to this position an officer must have;-

Minimum experience of ten (10) years,
three (3) of which must have been in a senior management position in a micro
and small enterprises or in a comparable position;
·
Bachelor’s degree in Laws (LLB) from
a recognized institution;
·
Master’s degree in Law (MLL);
·
Postgraduate diploma in Law from a
recognized institution;
·
Certified Public Secretary or
equivalent;
·
Certificate in Leadership Course

Supply Chain Management

Reporting
to the CEO, the Senior Assistant Director, Supply Chain Management will be
responsible for providing efficient and effective service in the procurement of
goods, works, services and consultancy services to the Authority.
Responsibilities
·
Preparing estimates of expenditure on
supplies and services; Preparing procurement plans and inventory control;
·
Reviewing up-dating, interpreting and
implementing existing supply chain regulations, procedures and systems;
·
Sourcing for suppliers and conducting
market surveys;
·
Estimating value of Goods and
Services by soliciting for multiple quotations from reliable and competitive
suppliers in line with prescribed regulations;
·
Coordinating and participating in
procurement negotiations with suppliers and vendors; Preparing purchase orders
and obtaining authorized signatures;
·
Monitoring and evaluating the
delivery and quality of approved supplies;
·
Receiving goods and supplies and
verify information on delivery notes and supply requisitions in order to
establish the accuracy of orders;
·
Coordinating and validating disposal
of unserviceable stores;
·
Implementing e-procurement
strategies.
Qualifications

Minimum experience of Eight (8) years
working experience in Supply Chain Management position in the Public Service or
in a comparable position;

Reporting
to the CEO the Director, Infrastructure Development, Technology and Innovation
will be responsible for advising the Authority in developing worksite
management policies, suitable infrastructure, including worksites, social
amenities, business information Centers, model Centers of Excellence, common
usage facilities and other facilities necessary for development of Micro and
Small Enterprises.
Responsibilities
·
Coordinating the maintenance and
management of infrastructure within MSE worksites;
·
Developing mechanisms and strategies
to facilitate acquisitions of infrastructure;
·
Preparing of management strategies
for MSE established worksites;
·
Coordinating the Construction and
equipping of Micro and Small Enterprise Centers of Excellence for technology
development, acquisition and transfer by Micro and Small Enterprises;
·
Coordinating the Construction and
equipping of technology parks for incubation clusters and graduation of Micro
and Small Enterprises; Entrepreneurship Transforming Kenya
·
Facilitating technology development,
acquisition and transfer by Micro and Small Enterprises;
·
Liaising with the relevant
stakeholders for earmarking and zoning out of suitable land for use by MSE
sector;
·
Facilitating dissemination of
research findings on product development and patenting in the micro and Small
Enterprise Sector;
·
Collaborating with relevant research
institutions to develop appropriate technologies for development of the micro
and small enterprise sector;
·
Facilitating the registration and
protection of intellectual property rights for micro and small enterprises;
·
Operationalizing regional Centers of
Excellence to enhance utilization of locally available knowledge, skills and
resources; and
·
Identifying, developing, modifying,
packaging and disseminating technology and products to the micro and small
enterprises;
Qualifications
For
appointment to this position an officer must have;-

Minimum experience of twelve (12)
years, five (5) of which must have been in a senior management position in the
professional field of Architecture or Engineering or in a comparable position;
·
Bachelor’s Degree in Architecture or
Computer Engineering or any Engineering field from a recognized institution;
·

Computer Engineering or any Engineering(Mechanical, Civil, Electrical,
Chemical, Industrial, Electronics, Aeronautical, Agriculture) field from a
recognized institution;

Registrar of MSE Associations

to the CEO, the Registrar will be responsible for the registration of MSE
Associations and umbrella organizations.
Responsibilities
·
Registering MSE associations and
advising them accordingly;
·
Maintaining an up to date
disaggregated data bank of all MSE Associations;
·
Regulating the operations of all MSE
Associations and umbrella organizations;
·
Overseeing MSE Associations
elections’ and intervening to initiate arbitration process in cases of dispute;
·
Liaising with MSEA County offices in
sensitizing and encouraging MSE operators to form and register sector based MSE
Associations;
·
Preparing annual and regular reports
on registered MSE Associations; and Entrepreneurship Transforming Kenya
·
Carrying out investigations on any
unlawful operations undertaken by MSE associations and umbrella organizations.
Qualifications
For
appointment to this position an officer must have;-

Minimum experience of twelve (12)
years, five (5) of which must have been in a senior management position as
Registrar in micro and small enterprises or in a comparable position;
·
Bachelor of Laws (L.L.B) degree from
a recognized institution;
·
Master’s degree in Law or equivalent
qualification from a recognized institution;
·
Postgraduate Diploma in Law from the
Kenya School of Law or any other equivalent qualification from a recognized
institution;
·
Been admitted as an Advocate of the
High Court;
·

Ensuring effective management of
Micro and Small Enterprise (MSE) activities in the department;

interpretation, implementation, monitoring and evaluation of Enterprise
Development policies, programmes and strategies for MSEs;

Liaising with stakeholders for

responsible for all matters pertaining to the promotion and facilitation of
Research on development of Micro and Small Enterprises Sector.
Responsibilities

Providing strategic leadership and
management in the Corporate Planning Department;
