Environment Inspector

Responsibilities
·         Enforcement of relevant county environment laws and regulations
·         Undertake policy research and analysis to support the integration of environment concern into development plans within the county.
·         Prepare investigations and reports on environment concerns,and attend court when called upon as witness.
·         Verification of EIA/EA reports and any other duties as may be assigned.
·         Create enforcement notice details and the recording of necessary information on data base as required in compliance with County Policy and Procedures.

·         Supervision of the sectional  staffs
Qualifications
·         Served in a grade comparable and relevant position in public service for a minimum period of two (2) years.
·         A bachelor’s degree in any of the following discipline; Environmental science, Environmental studies, Social Sciences, or its equivalent qualifications from a recognize institution
·         Knowledge of relevant professional’s standards affecting environment operations.

Renewable Energy Officers
Job Group: K 
Responsibilities
·         Collection and collation of data of renewable energy technologies
·         In charge of energy matters in the county
·         Assist in setting up demonstrations for training purposes
·         Ensuring conformity with laws regulating energy matters
 Qualifications
·         Bachelors degree in any of the following fields: Applied sciences,Forestry,Agriculture,Environmental sciences or its equivalent form a recognized institution.
·         At least (2) two years working experience.

Solid Waste Management Assistant Director
Job Group: P
Responsibilities
·         Assist in the development of policies on waste disposal and management.
·         Carrying out comprehensive environment assessment.
·         Monitoring and Evaluation of solid waste management activities.
·         Coordinating training plans and programs
·         Assist in the implementation of solid waste management related projects and programs.

Senior Cleansing Superintendent (6 Posts)
Job Group: L
Responsibilities
·         Overall in charge of a sub county in cleansing and waste management
·         Keeps the head of department informed on all matters affecting the section
·         Directs allocation of duties on subordinates staff in the sub county
·         To be in-charge of the proper running of the Cleansing Unit and to plan, organize and supervise the day-to-day activities of the Unit
·         To be responsible for supplies of cleaning materials and equipment and keep records.
·         To ensure that staff of the Unit adhered to Health and Safety regulations including use of personal protective equipment as and when required
Qualifications
·         Bachelor’s degree in environmental science, environment studies or its equivalent
·         Working experience of at least (2) years in a relevant field.

Plant Operator (2 Posts)
Job Group: F
Responsibilities
·         Operating heavy plants of ‘difficult rating’ A or B;
·         keeping records of inventory of all plants in a unit;
·         formulating and administering working techniques;
·         assisting in costing and evaluating small roads and accesses;
·         preparing maintenance schedules for services of machines;
·         organizing, managing and controlling operatives and machines in small construction projects and units;
Qualifications
·         Served for at least three (3) years in the grade of Plant Operator II and be able to operate three (3) different types of machines of ‘difficult rating’
·         Valid driving license free from any current endorsements for the relevant class(es) of Plant;

HRM Assistant Director
Job Group ‘P’ 
Responsibilities
·         Advise on proper deployment, making proposals on HR planning and succession management
·         Assist in formulate and review strategies and policies for human resource management and development in the county public service.
·         Assist in Monitoring HR operations and activities of the HRM Division

·         Develop a framework for hearing and determination of appeals from county departments.
·         Analyze staff performance under him/her and career progression and making appropriate recommendations
·         Supervise, guide, counsel, mentor and develop direct reports
·         Assist in setting standards on the development and review of schemes of service and career progression guidelines.
·         Carry out job evaluation and analyses to determine the relative worth and grading of jobs in the county public service.
·         Maintain working relationships with local career centers, department of employment services, professional recruiting agencies and local professional organizations to provide access to public and private employment programs and services.
·         Research and analyze of the status of human resource functions in the county public service.
·         Regular skills auditing and maintenance of a skills inventory in the county government.
·         Assist in undertaking administration of County Public Service Promotional Examination Occupational tests.
·         Ensure correct interpretation and implementation of HRM policies, rules and regulations including those relating to Labour laws and other statutes relating to HRM
Qualifications
·         Must be a Kenyan Citizen;
·         Must be a Degree holder in Human Resource Management/Industrial Relation or Public/Business Administration (with HR bias) from a recognized institution in Kenya;
·         A Masters’ degree in HRM or in a relevant field or a Higher Diploma in HRM will be an added advantage;
·         Served in the grade of Principal Human Resource Management Officer for a minimum period of Three (3) years or a satisfactory equivalent experience in middle level management in public or private sectors;
·         Shown outstanding professional, integrity and managerial skills; and
·         Must be Proficient in Computer applications.

Audit Assistant Director
Job Group ‘P’
Responsibilities
·         Apply risk and control concepts and communicates issues to the CEO
·         Draft audit findings that clearly describe the conditions, criteria, cause and effect and recommendations to correct identified deficiencies.
·         Identifies loopholes and comment risk aversion measures and cost savings
·         Communicate assigned tasks to the engagement team and ensure high quality, accurate and efficient results
·         Conduct follow ups audit to monitor management intervention
·         Conducts assignment audit engagements successfully from beginning to end
·         Review internal control systems on financial and other operations and ensure economy, efficiency and their effectiveness including computer system verification of assets, as to their existence and safety
·         Establish the risk based audit plan consistent with Boards’ objective.
·         Communicate plans for engagement and resource requirements for internal audit function
·         Initiate and formulate internal audit policies and regulation
·         Monitoring progress of the corrective actions by management to correct identified deficiencies.
·         Continuously improving the audit process through new tools and techniques.
·         Conduct departments and functional audits, special reviews and investigations.
Qualifications
·         Must be a Kenyan citizen
·         Must be a holder of Bachelor of Commerce Degree (Accounting/Finance Option) or its equivalent
·         Must be a Certified Public Accountant – CPA (K) or CISA or its acceptable equivalent
·         A Masters’ degree in Finance, Accounting or its equivalent will be an added advantage
·         Three (3) years working experience in the grade of Principal Internal Auditor, or a satisfactory equivalent experience in middle management in the public or private sector
·         Shown outstanding professional and managerial skills in Auditing; and
·         Must be Proficient in Computer applications (knowledge in relevant auditing software will be an added advantage).
·         Must be registered with ICPAK

Records Management Assistant Director

Job Group ‘P’ 
Responsibilities
·         Preparing the Board agendas and compiling the requests from department for determination through an advisory and board resolution on the same
·         Preparing the Board resolution on agendas discussed by the Board and dissemination to the relevant authorities
·         Collecting, collating, analysing data and preparing all reports of the Board
·         Maintaing the Board records through a systematic records management system
·         Assist in reviewing the board operations service charter from time to time
·         Any other duty that may be assigned by the Chief Executive Officer/Secretary of the Board
Qualifications
·         Must be a Kenyan Citizen
·         Served as Principal Office Administrator or in a relevant position in the public or private sector for a minimum of Three (3) years
·         Must be a Bachelors’ degree holder in Business, Human Resource or Records Management from a recognized institution in Kenya.
·         Masters’ degree in the relevant field will be an added advantage
