Project Assistant

Responsibilities
Programme Management
·         Maintains database of key contacts for the Programme.
·         Handles maintenance of office assets and keeps an inventory of equipment, vehicles and procured supplies.

·         Prepares and maintains lists of staff, visiting scientists, consultants and students in the Programme.
·         Creates and manages electronic and manual filing systems, and maintains and updates files and records, archiving and storage.
·         Responds to routine correspondence, and handles e-mail, telephone communication, requests, enquiries and other communication systems and processes to appropriate parties.
Proposal Development
·         Coordinates the planning and organising of internal and external meetings for proposal development and other events (e.g. folders and materials, registration forms, workshop programmes and name tags, follow up on payments and settlement of working advances, documentation and proceedings).
·         Responsible for making payment to the participants.
·         Maintains publications database.
Project Planning
·         Tracks the activities as per the project work plan.
·         Supports the collection of documents required in drafting partner and donor agreements.
·         Keeps electronic and manual records for project agreements and other project documents.
·         Participates in preparing the annual budget.
·         Participates in meetings and assists in preparation of minutes.
·         Tracks information and document flow between the project’s other units – e.g. the Legal and Communications Units.
Project Execution
·         Coordinates all project staff travel arrangements and logistical support in conjunction with the relevant units, including handling of travel requests and travel expense reports, accommodation and travel advances.
·         Coordinates the preparation of programmatic meeting materials.
·         Receives accounting reports from partners and reviews them before submitting to supervisors for approval and thereafter to finance for review. Once the reports are approved, in liaison with the supervisor, initiates the process of replenishing the collaborating/partnering countries’ imprests and/or installments as per the agreement.
·         Maintains various databases, e.g. funds transferred to partners for ease of follow-up and reference when processing the requisitions and payments.
·         Follows up on any financial issues within the Programme that need clarification.
·         Collates materials for project reports.
Project Closure
·         Coordinates the maintenance of documentation of all project assets and documents to facilitate project closure.
Qualifications
·         Diploma in Administration, Finance or a relevant field. A first degree will be an added advantage.
·         At least 3 years’ work experience in a business/project support role.
·         Project management training.
·         Experience working in an international organisation.
Core competencies
·         Effective administrative skills.
·         Effective communication and writing skills.
·         Finance or accounting knowledge is an added advantage.
Other desirable attributes
·         Experience in facilitating teamwork and collaboration across multiple functions.
Reporting
This position reports to the RCU Project Support Officer.

Supply Chain Officer

Responsibilities
The successful candidate is expected to:
·         Procure goods and services for the RCU in line with icipe and World Bank policies and ensure timeliness in the process;
·         Prepare procurement plans for the RCU and seek approval from the relevant authorities;
·         Prepare bid documents, advertise tenders, request quotations, organise relevant meetings (including pre-bid meetings, bid evaluation meetings, contracts, committee meetings), and prepare accurate and timely reports/minutes of the meetings;
·         Manage procurement logistics with partner institutions;
·         Document the receipt of goods and services, and ensure user acknowledgement of the goods and services;
·         Assess current RCU orders and forecast future demand, to provide adequate supplies;
·         Review all RCU invoices and secure an efficient billing process and timely payment of service providers and contractors;
·         Manage the disposal of goods when necessary;
·         Build the procurement capacity of partner institutions;
·         Facilitate the disposal of the RCU assets as per the icipe and World Bank procurement policies and procedures.
Qualifications
·         Bachelor’s degree in a relevant field, including Logistics or Supply Chain Management, and Business Administration from a recognised university.
·         At least 7 years’ relevant experience, two of which should be in an international organisation working on procurement of goods and services.

ICT Specialist

Responsibilities
The successful candidate is expected to:

·         Develop an ICT strategy for the programme.
·         Design and implement ICT research, product development and innovation in support of key priority sectors of the programme.
·         Responsible for supporting digital efforts including emerging areas like artificial intelligence and big data analytics, internet of things and other internet applications.
·         Integrate ICT tools to increase access to and improve the quality of training programmes.
·         Develop ICT systems to facilitate management and reporting of Programme activities at the RCU and partner institutions.
·         Build ICT capacity of partner institutions. Conduct outreach to RCU’s internal and external clients.
·         Organizing and sharing digital knowledge and experience, contributing to the design of digital activities for RCU.
·         Advice on and assist in procurement of new RCU ICT systems and equipment.
·         Maintain currency of business systems, documentation, website and other information portals.
Qualifications
·         Masters degree in computer science, engineering or related field. PhD in the relevant field will be an added advantage.
·         At least 5 years’ experience working in relevant field.
Core competencies
·         ICT research and/or software development.
·         Design of knowledge management systems
·         Web design and development is an added advantage.

Communications Officer

Responsibilities
The successful candidate is expected to:
·         Develop and implement a communication and awareness strategy, in alignment with the mandate of the RCU, and the goals and objectives of RSIF and that of icipe;
·         Set up the channels and tools necessary for the implementation of the communication and outreach strategy, including digital platforms (such as a programme microsite, social media accounts and so on);
·         Support the creation of a brand identity for RSIF to guide all representations of the Programme;
·         Synthesise and translate programme information into targeted messages with definite calls-to-action, given the needs of various stakeholders and audiences;
·         Oversee the development of innovative, compelling and focused RSIF communication products, leading all editorial, design, videography and photography aspects, for outputs including news items, human interest features, case studies, newsletters, brochures, fact sheets and so on;
·         Ensure synergies between all communication products, tools and channels, and maintain efficient, proactive and timely dissemination of information actively and assertively seeking communication opportunities;
·         Support the conceptualisation and implementation of exciting and impactful events as part of RCU and RSIF outreach and awareness, making sure that they attract the active participation of key stakeholders. Make strategies on the involvement and visibility of RCU and RSIF in external regional and international events;
·         Manage all media aspects, including the building of a comprehensive media database, designing of effective strategies for continuous engagement, and media liaison (such as fielding enquiries and requests for interviews);
·         Collaborate with RCU team members to map stakeholders and audiences, create and manage a mailing database, and identify strategies for extensive and effective distribution of communications products, while facilitating multi-way communication with RCU;
·         Support internal and intra-agency communication by assisting in the preparation and dissemination of programme reports in a timely and effective manner, and effecting proper processes for sharing, documenting and archiving of materials;
·         Support capacity building of RCU team members to function as RSIF spokespersons, and to enhance their credibility and legitimacy as thought leaders of the broader RSIF and PASET goals;
·         In all cases, coordinate with the icipe Communications Unit to ensure adherence of the Centre’s set standards of editorial quality, content accuracy, messaging, timing and so on;
·         Work with the icipe Communications Unit and Social Science and Impact Assessment Unit to develop a framework to monitor and evaluate RCU’s communications activities and compile regular reports accordingly.
Qualifications
·         A relevant bachelor’s degree in science, social science, journalism, communications or other related fields.
·         At least eight years of experience in conducting communication function for an international organisation.
·         Qualifications in print and electronic media, development communication and information management are desirable.
Core competencies
·         Demonstrable experience in writing, editing, designing, web design management, blogging, use of Web 2.0, and social media tools.
·         Experience in supporting communications and media relations in a knowledge-intensive organisation.
·         Ability to read, understand and assimilate complex technical information to produce precise, well-written summaries for a wide range of readership.
·         Proficient in Microsoft Office packages.
·         Knowledge of and skills in desktop publishing, HTML, photography and photo editing.
·         Fluent English language skills, both written and spoken.
Other desirable attributes
·         Ability to work with multi-disciplinary groups.
·         Excellent organisational and documentation skills.
