to Health Care (AMPATHPlus) is a project under the auspices of Moi Teaching and
Referral Hospital (MTRH), Moi
Applications are invited from

University School of Medicine and a Consortium of North American Universities
led by Indiana University whose aim is to provide sustainable efforts in access
to Health Care, Research, and Training.
AMPATHPlus also supports the Ministry
of Health in ten (10) Counties of Western Kenya Region.
Position: Finance
Director

Reporting to the Chief of Party, the
successful candidate will among others be responsible for the following:
Role: The Finance Director will be responsible for the Financial
Management of the AMPATHPlus Program including forecasting, budgeting, and
actual expenditure monitoring.
He/she will be expected to design,
prepare, and present detailed budgets, analysis of expenditure trends, burn
rates, variance analysis, and recommended solutions.
The incumbent will be based in
Eldoret.
Duties and Responsibilities:
·
Manage the preparation of business
plans, budgets, and rolling forecast. He/she will be providing specialist
advice. He/she will act as the lead person on all financial matters of the
program including banking & treasury management, creating and maintaining a
good internal control environment, follow up on internal audit recommendations
and manage the external audit process;
·
Develop and maintain budgetary
control of the program through reporting, analysis, and tracking of variances,
efficiencies, utilization, and risks/opportunities to the management in an
appropriate format and timely manner;
·
Manage and report on the cost centre
performance for the program;
·
Develop and maintain accounting
procedures to deliver integrity of costs, income, forecasts and budgets and
complete all technical accounting tasks in line with major donor regulations
especially US Government donors;
·
Supervise Research and Sponsored
Projects Office accounting team;
·
Manage subcontractors;
·
Prepare timely Financial Reports to
the donor, MTRH, and MU as per the agreement.
Qualification and Experience:
·
Master’s degree in Business
Management, Accounting, Economics or any relevant field from a recognized
institution;
·
Bachelor of Commerce, Economics or
its equivalent from a recognized institution;
·
Be a CPA (K)/ACCA and a registered
member of ICPAK;
·
10 years progressive experience in
working in a donor funded environment;
·
Knowledge of US Federal Government
regulations will be an added advantage;
·
Working Knowledge with Financial
Accounting software packages and other ERPs will be an added advantage;
·
Proven track record of exemplary work
performance.
Terms of Employment: The successful candidates will be employed on a 1-year renewable

Duties and Responsibilities:
Reporting
to the Deputy Chief of Party, AMPATHPlus the successful candidate will among
others be responsible for the following:

Provide leadership, coordination and
management of HIV Service Delivery Activities in Kakamega County;
·
Provide linkage and collaboration
between AMPATHPlus, county government and other development partners;
·
Support County Health Systems
strengthening initiatives that include staffing planning and forecasting,
recruitment and management;
·
Build and foster partnerships between
relevant county departments and related charged with responsibility of
supporting department of health in health service delivery;
·
Provide a link to all technical teams
ensuring synergy through team work;
·
Support and represent the project in
cluster level meetings;
·
Ensure day to day implementation of
activities by relevant technical leads;
·
Participate in joint programmatic
performance and monitoring review meetings;
·
Ensuring that the Program activities
are implemented to meet the USAID regulations as well as other funding agencies
requirements;
·
Any other duties as may be assigned.
Qualification and Experience:
·
Must have Master’s Degree in a
relevant field;
·
Be a registered member with a
professional body;
·
Have at least 7 years’ work
experience in HIV Services Project Management;
·
Prior experience in Government of
Kenya rules/regulations and working with donor funded organizations will be an
added advantage;
·
Previous working in USAID funded
projects will be an added advantage;
·
Shown competence and ability in
organizing, performing and discharging duties and responsibilities;
·
Demonstrate in-depth knowledge of
USAID related regulations, procedures and policies;
·
Excellent interpersonal skills;
·
Be able to work under pressure and
meet required deadlines.

Based
in Kakamega and reporting to the Chief of Party AMPATHPlus, the successful
candidate will perform duties which include but not limited to the
following:-

Roles and Responsibilities:
·
Serve as the custodian of the vision
for the AMPATHPlus as it seeks to improve the health and wealth of the
population of western Kenya and seek extramural funding on any ongoing basis to
support this vision;
·
Serve as the Deputy to the Chief of
Party AMPATHPlus;
·
Assist the Chief of Party to
implement the activities funded by the grant and for ensuring that all goals
and objectives are achieved;
·
Assist the Chief of Party oversee
administrative fiduciary responsibility for implementing the proposed
activities;
·
Encourage and assist AMPATHPlus to
complete accurate and timely programmatic (technical) reports;
·
Assist the Chief of Party to ensure
that AMPATHPlus initiate timely expenditures and ensure that these are
allowable, allocable, reasonable, and supported within the limits of the budget
as approved by the donor;
·
Represent the AMPATHPlus in
international, national, and local meetings including County Government,
Ministry of Education, Ministry of Health and other stakeholder meetings where
applicable;
Qualifications & Experience:
·
Bachelor’s degree in Medicine and
Surgery;
·
Master’s degree in Medicine, Public
Health, Project Management or any other health or development field will be an
added advantage;
·
Experience of Program Management of
not less than ten (10) years, 7 of which must be in programme management;
·
Experience in management of
USAID/PEPFAR funded project.
·
Any other duties as may be assigned
by the COP.
