GRADE COB 10:
The Office of the Controller of Budget (OCOB) is a Constitutional Office established under Article 228 of the Constitution of Kenya to oversee and report on the implementation of the budgets of the National and County Governments to each House of Parliament every four months.
Pursuant to Article 252 (1) (c) of the Constitution, the Office seeks to recruit qualified and competent staff to fill the following vacant positions
This position is responsible for provision of administrative support to the organization in the provision of services like office cleanliness; mail dispatch and general hospitality to enable the organization operate efficiently.
Responsibilities
·         Posting, collecting, delivering and distributing mails
·         Ensure general cleanliness of offices to the required standards
·         Set up the boardroom or any other room for meetings as necessary to support the daily operations of the organization
·         Assisting in photocopying, binding and documentation tasks
·         Maintain cleanliness and high standards of hygiene in the kitchen
·         Ensure that tools and equipment are in good working condition and report losses and need for replacement in a timely manner
·         Deliver files to the respective destinations both within and outside the organization
·         Undertaking any other day to day official errands as required

Customer Care Assistant
GRADE COB 8
Reporting to the Public Relations & Communications Officer, the officer will be responsible for the provision of front office guidance and assistance to both internal and external customers.
Responsibilities
·         Provide front office services to external and internal staff by provision of quick response to their queries as the first line of contact and strive for a customer friendly environment
·         Direct and guide external customers who seek services from the Office of Controller of Budget to appropriate officers and seek feedback on the level of service they have received
·         Provide general administrative support and routine typing services to the Public Relations and Communications department
·         Update staff contacts and telephone extension list as necessary to facilitate smooth inflow of information amongst the Office of Controller of Budget staff and external stakeholders
·         Receive and process follow up information about previous requests and reports and monitor this trend with regards to the Office and inform the Public Relations and Communication Officer for action
·         Ensure the reception is fully stocked with Office of the Controller of Budget information education materials and prompt visitors to familiarize themselves as they wait for service delivery
·         Manage the notice board, receive loose memos and pin on the notice board for the attention of all stakeholders in the Office of Controller of Budget
Qualifications
·         Diploma in Public Relations or its equivalent from a recognized institution
·         Must have KCSE Mean Grade C Plain with grade C Plain in English and Kiswahili
·         Must have at least 1 year relevant work experience

Fiscal Analyst
GRADE COB 7
Reporting to the Senior Fiscal Analyst, the officer will be responsible for undertaking analysis and scrutiny of the National Government budgets.
Responsibilities
·         Monitor monthly budget implementation for the National Government
·         Verify supporting documents for withdrawal requests from public funds
·         Analyze monthly expenditure returns and prepares monthly budget summary reports for the sectors including expenditure trends
·         Prepare quarterly, annual and special reports on budget implementation for the legislature and the executive
·         Undertake macro and micro economic budget analyses
Qualifications
·         Must have a Bachelor’s Degree in Business Administration, Commerce, Economics, Accounting, Finance ,
·         Social Sciences or its relevant from a recognized institution
·         Must be well versed with the Constitution of Kenya
·         At least 2 years relevant work experience

Assistant Accountant
GRADE COB 7
Reporting to the Manager, Finance and Accounts the officer will be responsible for the preparation and maintenance of financial and accounting records
Responsibilities
·         Prepare and submit statutory payments as required in the national regulations for National Hospital Insurance Fund (NHIF) and National Social Security Fund (NSSF)
·         Prepare accurate and timely bank reconciliations and administrate Petty Cash
·         Prepare timely and accurate financial statements
·         Process monthly payroll and staff allowances such as per diems or other in line with internal regulations
·         Maintain ledgers and file documents as part of accounts records management
·         Prepare and maintain cashbook and other statutory books to track office transactions which include cash disbursement, petty cash and imprests from departments in the organization
·         Prepare periodic payment reports (monthly expenditure returns) as per regular accounts practices
·         Process payments to creditors and vendors for services rendered
·         Verify cash withdrawals and invoice payments on IFMIS before export to internet banking
·         Certify financial accounts, documents and payment vouchers before they are processed
·         Control of cash float and maintenance of the electronic cash book for data back-up and for manual cashbooks to have alternative back-up systems
Qualifications
·         Must have a Bachelor’s degree in either Business Administration, Commerce, Economics, Accounting, Finance or its equivalent from a recognized university
·         Must have at least 2 years’ experience in finance/accounting environment
·         Must have at least Certified Public Accountant (CPA) Part II or its equivalent;

·         Must be versed with the Constitution of Kenya, 2010

County Budget Coordinator
GRADE COB 6:
Reporting to the Chief Fiscal Analyst – County Governments, the officer will be responsible for analyzing the performance of the County government budgets and preparation of periodic and special reports. Qualified persons from Kakamega, Embu, Kajiado, Kericho, Kirinyaga, Makueni, Samburu and Wajir Counties are encouraged to apply.
Responsibilities
·         Day to day running and management of the County Office;
·         Analyse the performance of County government budgets;
·         Organize public participation programs to disseminate information on budget implementation in the counties;
·         Prepare monthly reports on withdrawals from the County Revenue Fund;
·         Prepare monthly, quarterly, annual and special reports on implementation of the budgets of the County governments;
·         Monitor and analyse monthly expenditure returns from the County government in order to analyse and report on county funds utilisation;
·         Verify supporting documents for withdrawal of funds from County Revenue Fund and process all requisitions for withdrawals;
·         Analyze county government budgets by sector, sub-sector, economic classification, programs and projects;
·         Any other relevant duties assigned by Chief Fiscal Analyst – County Governments
Qualifications
·         Must have a Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Commerce or its equivalent from a recognized university;
·         Must have at least Certified Public Accountant (CPA) Part II or its equivalent;
·         Must have at least three (3) years relevant work experience from a reputable organization;
·         A Master’s Degree in Finance, Accounting, Economics, Business Administration, Commerce or its equivalent from a recognized university will be an added advantage.

Principal Fiscal Analyst
GRADE COB 5:
Reporting to the Chief Fiscal Analyst, the officer will be responsible for analyzing the performance of the National /County governments’ budgets and preparation of periodic and adhoc reports.
Responsibilities
·         Coordinates preparation of quarterly budget implementation reports for the County/National Governments
·         Analyses County/National budget implementation reports
·         Oversees preparation of annual and adhoc reports for the National/County Governments.
·         Conducts macro and micro economic budget analysis and prepares budget analysis reports for the National/County governments.
·         Collects and consolidates budget implementation reports for the Counties
·         Monitor monthly expenditure returns from the County Government and report on County funds utilization
·         Analyse the performance of the County/National Governments’ budgets, monthly expenditure returns and prepare monthly budgets summary reports
·         Scrutinize support documents for requisitions and withdrawals from public funds received from Ministries
·         Department and Agencies and County Governments
·         Analyse annual work plans, procurement plans and cash flows projections for government spending in public institutions
·         Conduct macro and micro budget analyses to assess the national economic situation
·         Prepare a monthly schedule of all withdrawals form the County Revenue Fund, Consolidated Fund and Equalization Fund
·         Dispatch all reports to the appropriate stakeholders on a timely basis and take action/respond to matters raised
·         Ensure proper storage and dispatch of reports on timely basis to various stakeholders
Qualifications
·         Must have a Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Commerce or its equivalent from a recognized university;
·         A Master’s degree in Finance, Accounting, Economics, Business Administration, Commerce or its equivalent from a recognized university will be an added advantage
·         Certified Public Accountants of Kenya (CPA)(K) or Association of Chartered Certified Accountant (ACCA)
·         Must be a member of the Institute of Certified Public Accountants of Kenya (ICPAK)
·         Must have at least five (5) years relevant work experience.

Clerical Officer
GRADE COB 8:

This position is responsible for provision of clerical services. An officer at this level will be deployed in any department to carry out simple duties of clerical nature relating to the area of deployment.
Responsibilities
·         Carrying out duties of clerical nature relating to the area of deployment.
·         Maintaining an efficient filing system
·         Receive, record, photocopy and file office correspondence and other official documents.
·         Assist in ensuring file safety, security and accurate storage of all the organizations records including archived records as per the records management procedures
·         Assist to locate and retrieve documents that had been archived
·         Ensure closed and on-going files are sequentially arranged for easy access
·         Assist in file audits and records inventory to determine those in need of disposal and those to be retained
·         Promote confidentiality and integrity in handling of office documents
Qualifications
·         Kenya Certificate of Secondary Education (K.C.S.E) Mean Grade C- (Minus).
·         Certificate in Business Administration or its equivalent
·         Possession of a Diploma in Business Administration or its equivalent will be an added advantage
