The Finance and Administration
Director will oversee the financial management and assets of the program in
accordance with IMA World Health and DFID guidelines. It is a crucial role and
will ensure that the program is managed effectively and within budget. S/he
will report directly to the Team Leader.

establish the foundations for equitable and sustainable provision of family
planning services or to lead efforts to meet FP needs in Kenya and honor its
commitments.
Responsibilities
·
Ensure the contract deliverables are
achieved within budget while effectively managing fiduciary risk within the
project and downstream amongst partners and suppliers.
·
Monitor and ensure compliance of
sub-contractors to program financial and contractual guidelines.
·
Advise upon and oversee any grants
mechanisms within the contract.
·
Promptly advise the Team Leader of
all potential fiduciary risks and develop monitoring and troubleshooting
strategies to address these.
·
Support and advise the Team Leader on
the development of finance and procurement policies for the program.
·
Oversee and ensure on-time financial
reporting in accordance to contract timelines.
·
Ensure that all financial management
work is performed to the highest ethical and professional standards and in
accordance with IMA and program guidelines.
·
Report to IMA and the Team Leader on
matters including, but not limited, to: operational field accounts, bank
reconciliation/statements, office advance requests, and other day-to-day
project administration issues.
·
Develop and implement effective
budgeting and financial reporting processes and systems to meet the financial
management, forecasting, and reporting requirements of all stakeholders.
·
Provide field-oversight to project
districts in finance and administration, as needed.
Requirements
·
A master’s degree in business
administration, finance or other relevant field strongly preferred.
·
Skilled in developing and managing large
budgets, experience with managing logistics for the implementation of public
health programs in Kenya or Southern Africa, and demonstrated in depth
knowledge of donor Cost Accounting Standards.
·
Experience working on DFID Programme
·
A minimum of 7 years of experience
supervising program operations, including human resources, procurement,
subcontracts, grants and accounting/finance.
·
Experience managing a team or staff
in finance and/or operations.
·
Possess excellent organizational,
analytical, oral and written communications skills demonstrate supervisory
skills and an ability to work well in a team.

The programme will strengthen family planning in Kenya. It will focus on equity
and sustainability and the overarching goal to support the Government of Kenya

commitments. The Monitoring and Evaluation Advisor will lead the design and
implementation of program M&E to ensure that key activities are being
implemented effectively to achieve the intended results and help measure the
program’s outcomes (including qualitative and quantitative assessments). The
M&E Advisor will report directly to the program Team Leader.
Responsibilities

Lead the project’s overall M&E
efforts, including the design and oversight of a strong M&E plan that helps
capture contract deliverables
·
Identify and train staff on
appropriate FP and other relevant indicators in line with international and national
M&E standards
·
Oversee the program’s robust learning
component, including providing technical assistance for the project baseline,
mid-line, and end-line and developing a research dissemination plan
·
Ensure on-time, accurate, and quality
reporting according to contract
·
Build capacity of local stakeholders
and project staff in relevant M&E topics, including data dissemination and
use for program improvement; build the capacity of the project sites and
support them to effectively introduce and maintain the project M&E systems
and processes
·
Participate in relevant M&E
technical working groups and coordinating bodies; work with relevant ministries
on project-linked M&E, as appropriate
Requirements
·
Master’s degree in Public Health
and/or relevant subject area
·
10 years of relevant monitor and
evaluation experience
·
Familiarity with DFID indicators or
Family Planning M&E systems a plus
·
Experience designing program M&E
plans and logical frameworks and monitoring their implementation
·
Has overseen or led multi-method
project baseline and end-line evaluations that include focus group discussions
and key informant interviews
·
Prior experience working on
DFID-funded projects preferred
·
Excellent writing and presentation
skills, including graphic presentation
·
Strong interpersonal, leadership, and
facilitation skills; experience leading M&E trainings for project staff and

And Equitable Increases In Family Planning In Kenya opportunity. The programme
will strengthen family planning in Kenya. It will focus on equity and sustainability
and the overarching goal to support the Government of Kenya to establish the
foundations for equitable and sustainable provision of family planning services
or to lead efforts to meet FP needs in Kenya and honor its commitments. The
Team Leader will provide overall leadership, management, and oversight for all
program activities and staff in accordance with the contract and donor
guidelines. The Team Leader, to be based in Kenya, will report directly to the
Senior Technical Director of Programs at IMA. S/he will liaise regularly with
key stakeholders representing the program, including assigned DFID in-country
technical advisors and other staff, Government of Kenya relevant Ministry
stakeholders, and to civil society networks.
Duties:
·
Provide overall leadership and
supervision of all project activities, including sub-awardees/contractors and
project personnel; lead the Program Management Unit
·
Serve as the primary person
responsible for overseeing the full-time and short-term technical assistance
personnel and directing program management and operations, including financial
management, cost control, partner management, program planning, performance
monitoring, financial reporting, and client relations.
·
Serve as IMA’s representative to
DFID, the Kenyan government, other donors and multinationals, technical
agencies and other participating organizations on behalf of the program.
·
Oversee quality and timely reporting
in line with donor requirements according to the contract/award agreement;
monitor progress of program objectives and work with the country director and
the program officer in headquarters to ensure quality control.
·
Ensure the development and
implementation of key project deliverables, including the Monitoring and
Evaluation (M&E) plan and work plan.
·
Monitor staff performance and provide
capacity strengthening support when needed
·
Hold team and partners accountable to
meet objectives in timely manner; ultimately responsible for management of
fiduciary risk, attention to value for money and continual performance
improvement
·
Ensure visibility of program results,
achievements and lessons learned through presentations at conferences and
workshops and/or publishing articles through professional journals.
The position requires a competent and
experienced person with the following attributes:
·
Master’s degree in Public Health
and/or relevant subject area
·
10 years of relevant family planning
experience
·
Strong technical expertise in the
field of sexual and reproductive health and rights), and social and behaviour
change in relation to sensitive issues
·
Minimum 7 years managing and
implementing similar donor-funded projects with a strong preference for
experience and familiarity with DFID programming and priorities
·
Experience overseeing
sub-awardees/sub-contractors to achieve program results; familiarity and
expertise in overseeing the financial and contractual management aspects of
program management
·
Minimum of 10 years’ experience
working with development programming in contexts similar to Kenya; experience
working in Southern Africa and particularly Kenya will be strongly preferred
·
Demonstrated ability to work in
concert with team, partner organizations, and key government stakeholders to
achieve results; experience in partnership building – especially with the
Government of Kenya, DFID, NGOs and private sector – a plus
·
Strong interpersonal and
communication skills (including in making presentations); high degree of
political savvy in interacting with senior government and civil society
stakeholders
