Enterprise Applications Maintenance Specialist

Job Grade: ICTA 6
(1) Position
We seek and employ individuals who are qualified for the various job roles and are committed to contribute to the vision and objectives of the organisation.
The officer will report to the Head, Applications and will be responsible for maintenance of enterprise applications.

Responsibilities
·         Responsible for creation of the enterprise system design and functional specifications, writing, coding and testing individual programmes or providing an entirely new software resource using development tools including writing documentation and operating manuals, installing the system and Oversee administration and maintenance of databases.
·         Investigate and resolve enterprise application functionality related issues and provide first level support and troubleshooting of MCDA and ICTA systems and identify modifications needed in existing applications to meet changing user requirements.
·         Manages software licences and software assets throughout Government MDAs to ensure that they are legally acquired, up todate and protected from risk.
·         Assess alignment of requests of requests to business needs, asset lifecycle strategy and enterprise architecture
·         Prioritize requests based on defined set of criteria considering regulatory requirements, business value and criticality
·         Manage the introduction of new or enhance applications or services to end users
·         Undertake analysis of user requirements for implementation of new systems or enhancement of existing systems
·         Collaborate with vendors and users in undertaking testing of new systems or enhanced system
·         Analyze data contained in the corporate database and identify data integrity issues with existing and proposed systems and implement solutions.
·         Write technical procedures and documentation for the applications including operations and user guide, for digitizing Government records.
·         Perform any other duties as may be assigned from time to time.
Qualifications
·         A university degree in Information and Communication Technology (ICT) or in any other ICT related discipline from a recognized institution
·         Five years relevant experience
·         Extensive knowledge of data processing, system coding and enterprise software applications.
·         Technical experience with databases, Web development, and user support.
·         Good background in Data Base design using various development platforms such as Oracle, SharePoint, visual Basic/ studio, C++, CSS, JavaScript, SQL, C#, Java, Linux and .NET. PHP, Oracle, etc.
·         Good working knowledge skills with Microsoft Office Products, Microsoft Visio, and Microsoft Project.
·         Proven knowledge of business analysis, implementation and maintenance of enterprise
·         Relevant experience with ERPs and other enterprise applications
·         Relevant Certification in Enterprise systems

Data Digitization Officer

1 Position

The Officer will report of the Information Management Lead and will be responsible for digitization, storage and security of GoK data.
Responsibilities
·         Responsible for creation of the system design and functional specifications, writing, coding and testing individual programmes or providing an entirely new software resource using development tools including writing documentation and operating manuals, installing the system and Oversee administration and maintenance of database servers.
·         Investigate and resolve application functionality related issues and provide first level support and troubleshooting of MCDA and ICTA systems and identify modifications needed in existing applications to meet changing user requirements.
·         Analyze data contained in the corporate database and identify data integrity issues with existing and proposed systems and implement solutions.
·         Write technical procedures and documentation for the applications including operations and user guide, for digitizing Government records.
·         Undertake validation and verification of all GoK data
·         Conduct business intelligence and data analysis to produce reports and statistics across a range of subjects as required
·         Ensure quality document management services
·         Ensure that GoK data is stored appropriately

·         Perform any other duties as may be assigned from time to time.
Qualifications
·         A university degree in Information and Communication Technology (ICT), in Computer Science, Information Technology, Computer Engineering, or in any other ICT related discipline from a recognized institution
·         Five years relevant experience

Supply Chain Management Officer

The officer will be responsible to the Manager Supply Chain Management.
Responsibilities
·         Sourcing for goods and services in line with the Public Procurement and Disposal Act 2015 and regulations.
·         Preparing contract documents, Local Purchase and Service Orders.
·         Ensure that LPOs and LSOs are promptly raised and approved to facilitate delivery of goods and services on time.
·         Preparation and submission of timely procurement reports;
·         Ensure that no orders are issued without the necessary documentation.
·         Liaise with Stores to ensure that goods being delivered conform to the user specification.
·         Receive and submit supplier’s invoices to Finance to ensure timely settlement;
·         Ensuring timely implementation of decisions of procurement and evaluation committee;
·         Offer procurement technical advice to the user departments;
·         Ensure safe custody of all procurement documents.
·         Participate in quotation opening and evaluation.
·         Participate in tender opening and evaluation.
·         Keep custody of all contracts and ensuring follow up on deliveries.
·         Monitoring and evaluating contract management by users and report progress to facilitate timely decision making.
Qualifications
·         Bachelor’s degree in Business Administration, Economics, Commerce, Supplies Management Option or any other related field;
·         At least five(5) years relevant work experience in a public/private institution
·         Diploma in procurement and supply management from CIPS, KISM or other reputable institution.
·         Active member of KISM
·         Experience in ERP Procurement Modules
·         Must have a practicing license

Security Analyst

Responsibilities
·         Assist in Performing analysis of the network security risks and mitigate of the same
·         Build, implement and deploy network security solutions
·         Participate in information security management incident response – triage, incident analysis, remediation
·         Assist in implementation of data centre security
·         Participate in routine checks to ensure security of data centre
·         Liaise with the Network Security Specialist, Data Centre Specialist and applications Security Specialist in management of routine security.

·         Development and monitoring of the projects budgetary process

·         Carrying out strategic management forecasting and corporate planning

Responsibilities
·         Carry out independent tests and assessments of compliance with the policies, procedures and regulations as per the approved annual work plans;
·         Conducting internal audit activities in line with International Professional Practices standards for internal auditing and other statutory regulations;
·         Conduct audit of ICT Authority’s assets and accounting systems;
·         Compare records with physical assets to provide assurance and safeguard Institute’s assets;
·         Audit all payments and receipts to ensure compliance with budgetary provisions, policies and procedures;

Accountant

Responsibilities
·         Ensure compliance of financial transactions to approved financial policies, procedures and control systems
·         Participate in formulating and implementing sound financial accounting policies, procedures, strategies and systems that ensure effective control and accountability of the Authority’s resource;
·         Prepare timely and accurate financial reports and final Accounts;
·         Prepare cash flows statements Review the general ledger on a monthly basis to ensure accuracy of posting;
·         Implement recommendations to improve accounting processes and procedures;
·         Coordinate payments of suppliers in accordance with the Authority’s policies and procedures;

Requirements

Job Purpose
The office is responsible for offering transport assignments in order to ensure appropriate conduct of Authority activities and provision of services within the Authority mandate. This requires that the vehicles are kept in good working condition for usability and safety purposes
Responsibilities
·         Carrying out routine checks on the vehicle’s cooling and oil systems, electrical system, tire pressure, brakes, etc;
·         Detecting and reporting malfunctioning of vehicle systems;
·         Maintenance of work tickets for vehicles;
·         Driving the vehicle as authorized;
·         Ensuring that the servicing and repairs due are done;
·         Security and safety for the vehicle on and off the road;
·         Safety of the passengers and/or goods therein and maintaining cleanliness of the vehicle.
Qualifications
·         KCSE C- Minus
·         Professional certificate

·         Served for a minimum of four (4) years accident free driving experience
·         Clean driving license free from any endorsement
