Supply Chain Assistant

The National Drought Management Authority (NDMA) is a State Corporation established under the National Drought Management Authority Act, 2016.
The Act mandates the Authority to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders that will end drought emergencies in Kenya.
Towards realization of its core mandate, NDMA seeks to recruit various officers as listed below to be based in Nairobi or its various stations in drought-prone ASAL counties.


Job Grade NDMA 6
Responsibilities
Officers at this level will work under supervision of a senior officer.
·         Preparing estimates of expenditure on supplies and services;
·         Procurement planning, inventory control and provisioning for the Authority;
·         Collecting, collating and analyzing data from the Authority and make appropriate recommendations thereof;
·         Analyzing the provision of goods and services emanating from the Authority and initiate appropriate action;
·         Monitoring of the implementation of existing Supply Chain Management policies, guidelines and procedures;
·         Disposal of unserviceable stores; and
·         Coordinating the activities of the Authority’s Board of Survey on disposing of items.
Requirements
This will be the direct entry for degree holders.
·         Bachelor’s degree in any of the following disciplines: Commerce, Business Administration, (Supplies Management Option) or equivalent qualifications from a recognized institution;
·         Computer Literacy;

County Data Analyst

Job Grade NDMA 6
Responsibilities
Working under the guidance of a senior officer, the duties and responsibilities of a County Data Analyst entails:-
·         Data collection and analysis;
·         Timely compilation of county drought early warning bulletins;
·         Supporting dissemination of drought early warning information to relevant stakeholders with particular emphasis to drought prone communities;
·         Supporting bi-annual national and district food security assessments;
·         Supporting ad hoc national and county rapid food security assessments and other surveys (nutritional surveys, market surveys, urban vulnerability surveys, etc.);
·         Providing information required by all drought management divisions; and
·         Effectively monitoring of the drought early warning system.
Requirements
For appointment to this grade a candidate must have:-
·         Bachelor’s Degree in any of the following disciplines:- Rural Development Studies, Economics, Statistics, Computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science or Project Planning and Management from a recognized institution; and
·         Computer Literacy.

Accountants Assistant

Towards realization of its core mandate, NDMA seeks to recruit various officers as listed below to be based in Nairobi or its various stations in drought-prone ASAL counties.
Job Grade NDMA 6
Responsibilities
This is the entry and training grade for this cadre. Duties and responsibilities will entail:-
·         Preparing vouchers and accounting documents in accordance with the laid down rules and regulations;
Capturing and maintaining primary records such as cash books, ledgers, vote books and registers;
Preparing simple management reports including imprest and expenditure returns; ensuring safe custody of Authority records and assets; and
Providing cash office services including paying personal and merchant claims.
Requirements
For appointment to this grade, a candidate must have:-
·         Bachelor’s degree in any of the following disciplines:- Commerce (Accounting/Finance), Business Administration or its equivalent qualification from a recognised institution.
·         Part II of the Certified Public Accountants (CPA) Examination or its equivalent qualifications; and
Proficiency in Computer applications.

County Drought Resilience Officer
The National Drought Management Authority (NDMA) is a State Corporation established under the National Drought Management Authority Act, 2016.
The Act mandates the Authority to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders that will end drought emergencies in Kenya.
Towards realization of its core mandate, NDMA seeks to recruit various officers as listed below to be based in Nairobi or its various stations in drought-prone ASAL counties.
Job Grade NDMA 4
Responsibilities

An officer at this level will report to the County Drought Coordinator. Duties and responsibilities at this level will entail:
·         Monitoring implementation of the Ending Drought Emergencies strategy in collaboration with and in partnership with other institutions such as the ASAL Secretariat;
·         Promotion of the implementation of strategic development interventions that enhance resilience to drought and climate change;
·         Developing and implementing strategies to ensure that drought management and climate change adaptation are mainstreamed into development planning and resource allocation at county level;
·         Developing and implementing strategies for continuous capacity development of county planners in mainstreaming drought management and climate change adaptation, through the provision of training, the development of manuals and guidelines, or other measures; and
·         Supporting the design and delivery of the Authority’s knowledge management function to build a strong evidence base to justify investments in drought resilience.
Requirements
For appointment to this grade an officer must have:-
·         Served in the grade of Principal Drought Resilience Officer or in a comparable and relevant position in a large organization for a minimum period of three (3) years;
·         Bachelor’s Degree in any of the following disciplines:- Agriculture, Disaster Management, Livestock, Agricultural Engineering from a recognized institution;
·         Master’s Degree in any of the following disciplines:- Range Management, Agriculture, Agricultural Engineering, Livestock Management, or Economics from a recognized institution;
·         Certificate in Strategic Leadership lasting not less than six (6) weeks from a recognized institution;
Computer Literacy; and
·         Demonstrated administrative and professional proficiency in work performance and exhibited thorough understanding of national goals, policies, objectives and ability to relate them to proper management of the drought management sector.

County Drought Response Officer
The National Drought Management Authority (NDMA) is a State Corporation established under the National Drought Management Authority Act, 2016.
The Act mandates the Authority to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders that will end drought emergencies in Kenya.
Towards realization of its core mandate, NDMA seeks to recruit various officers as listed below to be based in Nairobi or its various stations in drought-prone ASAL counties.
Job Grade NDMA 4
Responsibilities
An officer at this level will be deployed at the County level and will report to the County Drought Coordinator.
·         Ensuring that the design of the drought contingency planning and financing system at the County level is consistent with national and international best practices and subject to ongoing review and improvement, including through the integration of appropriate technologies;
·         Coordinating the generation and publication of drought contingency plans at county level, and contribute to the production of a national drought contingency plan;
·         Ensure that the content of these plans is widely understood by relevant stakeholders and accessible through a database;
·         Determine the criteria for disbursement of contingency finance and produce relevant technical guidance and procedures;
·         In collaboration with the County Drought Information Officer, maintain constant oversight of the drought status in the County and determine the level of response required; ensuring that applications for drought contingency finance are in line with the agreed criteria and guidelines;
·         Developing monitoring and control mechanisms to ensure that county drought response activities are timely and appropriate, and that all accountability requirements for drought contingency finance are met; and
developing and implementing strategies for continuous capacity development of all those involved in the drought contingency planning and financing system at the county level, through the provision of training, development of manuals and guidelines, or other measures.
Requirements
For appointment to this grade an officer must have:-
·         Served in the grade of Response Officer or in a comparable and relevant position in a large organization for a minimum period of three (3) years;
·         Bachelor’s Degree in any of the following disciplines:- Range Science, Agriculture, Livestock, Economics or Sociology from a recognized institution;
·         Master’s Degree in any of the following disciplines:- Range Science, Agriculture, Livestock or its equivalent from a recognized institution
·         Certificate in Strategic Leadership lasting not less than six (6) weeks from a recognized institution;
·         Certificate in Project Management from a recognized institution;
·         Computer Literacy; and
·         Demonstrated administrative and professional Proficiency in work performance and exhibited thorough understanding of national goals, policies, objectives and ability to relate them to proper management of the
·         Drought Management Sector.
