Physical Planning Assistant

The County Public Service Board of Tana River pursuant to section 66 of the County Government Act, 2012 wishes to recruit competent and qualified persons to fill the following vacant position

Responsibilities

·         Be the technical assistant to the Physical Planning officer.
·         Draw/Digitize local and County Development Plans.
·         Collect and analyse geographical data for plan preparation.
·         Vet and verify physical development plans.
·         Inspect sites, identify site characteristics and establish site suitability for proposed development.
·         Catalogue and maintain plan records.
·         Covert analogue data to digital format using Geographical Information System (GIS).

Requirements

·         Diploma in any of the following areas:- Urban and Regional Planning, Regional Planning, Urban Planning, Building, Civil Engineering, Cartography, Geoinformatics, Geographic Information Systems (GIS) from a recognized institution; and
·         Certificate in Computer application skills from a recognized institution.
·         Satisfy the requirements of Chapter Six of the Constitution of Kenya.

Physical Planning Officer

The County Public Service Board of Tana River pursuant to section 66 of the County Government Act, 2012 wishes to recruit competent and qualified persons to fill the following vacant position

Responsibilities

·         An officer at this level will be under the guidance and supervision of deputy director physical planning;
·         Assemble spatial data gathered from the field and stakeholders for the SubCounty to feed into the County Spatial Plan;
·         Prepare base maps of the Sub-County generated by use of GIS System;
·         Prepare proposed land use Maps indicating areas and direction of settlement, land for arable use, degraded land, sensitive ecosystem and transport systems linking the various land uses;
·         Incorporate all the thematic/sectoral data and informtion generated into the designs of Sub-County land use plan;
·         Design the Sub-County spatial structure;
·         Delineation and planning of the existing and new Urban/Town centers in the Sub-County;
·         Formulation of plan to the ground to top potentials and mitigate challenges;
·         Ground trothing and revision of plans;
·         Record rationalization and development on a G.I.S platform;
·         Create base for peparation of valuation rolls for all the township properties;
·         Create land use plans around strategic facilities e.g airports, railway terminals, university campuses, etc;
·         Undertaking feasibility studies on physical, social, economic and environmental characteristics;
·         Implementing physical plans for national, regional, urban areas and cities;
·         Processing Development Control applications, implementation and enforcement of Development Control;
·         Maintaining Physical Planning records in the Sub-Counties.

Qualifications

·         Have a Bachelors degree in any of the following disciplines;- Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution;
·         Be a graduate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter); and
·         Have a certificate in G.I.S or computer application skills from a recognized institution;
·         Satisfy the requirements of Chapter Six of the Constitution.

Deputy Director Physical Planning

Salary: As prescribed by the Salaries and Remuneration Commission (SRC)

Responsibilities

·         The Deputy Director of physical planning will be responsible to the Chief Officer Lands and Physical Planning for management and administration of the physical planning function;

·         Implementing of the Physical Planning Act, (Cap 286) the Physical Planners Registration Act 1996 and Urban Areas And Cities Act No.13, 2011;
·         Advise to the County Government on physical planning matters, formulation and review of national, regional and local physical development policies, guidelines and strategies;
·         Developing, implementing, and evaluating the national spatial plan, reviewing and certifying, regional, county, metropolitan, urban, rural, techno-cities, resort cities and special economic zones physical development plans;
·         Providing guidelines for regulating use of land, ensuring proper physical planning practice in towns, municipalities and other urban areas;
·         Initiating research and innovation on urbanization strategies and policies and any other matters related to physical planning;
·         Being the secretary to the county physical planning liaison committee;
·         Preparing and implementing the performance targets work plans and contract, overseeing planning and budgeting for the department; and
·         Mobilization of resources, managing, mentoring and developing staff.

Requirements

·         Have served as a Physical Planner or relevant field for a minimum period of five (5) years;
·         Have a Bachelor’s degree in any of the following discipline:- Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution;
·         Master’s degree in any of the following disciplines:- Urban and Regional Planning, Urban Planning, Regional Planning, Town Planning, Transport Planning or Spatial Planning from a recognized institution will be an added advantage;
·         Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);
·         Be registered by the Physical Planners Registration Board;
·         Have a certificate in Strategic Leaders Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution;
·         Have a certificate in computer application skills from a recognized institution;
·         Demonstrate professional ability, high integrity and competence matched by a proper appreciation of the country’s socio economic development needs at the national, sectoral and local levels; and
·         Demonstrate ability to interpret and apply the Physical Planning Act (Cap. 286) and other related statutes in line with the National vision and goals.

Geospatial Data Management Officer II (County Geographical Information System Analyst)

Responsibilities

·         Checking, processing, documenting, registering, digitizing, indexing and preserving geospatial records from public and private producers.

Requirements

·         Bachelor’s degree in any of the following disciplines: Philosophy in Technology(Printing/Geo-informitics/Geo-informitics and information Technology), Technology in Geo-informitics, Technology in Geomatics, Geospatial Engineering, Land Surveying and Photogrammetry, Geomatics or Geomatic Engineering from a recognized university; and
·         Certificate in computer applications.

Survey Assistant

Responsibilities

·         Carrying out angular and distance measurements and computation for small and medium density topographical, general engineering, sub divisional schemes, small area cadastral and photo control surveys; and
Any other relevant duty assigned by a competent authority.

Requirements

·         Diploma in Land Surveying / from a recognized institution; and
Certificate in computer application.
