PMI VectorLink Kenya Project
Abt Associates, a major American
business and government research, technical assistance, and consulting company,
manages the USAID-funded Vector Control Task Order 1.
Task Order 1 will support the U.S.
President’s Malaria Initiative (PMI) and USAID to plan and implement an
integrated vector control approach with the overall goal of reducing the burden
of malaria.
Abt has implemented indoor residual
spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and
gathering the most comprehensive vector control entomological data in the
world.
Under this contract, Abt will expand
entomological monitoring to guide programs focused on insecticide-treated
mosquito nets and IRS and continue to assist PMI in reducing the burden of
malaria through IRS and capacity building in 22 African countries where malaria
is endemic. Abt also will continue to support PMI in IRS monitoring and
evaluation, as well as environmental compliance.
The PMI VectorLink Kenya Project is
led by Abt Associates, an international development organization composed of
dedicated professionals who provide technical assistance, research, analysis,
and practical training services in more than 128 countries.
The PMI VectorLink Kenya Project
seeks candidates to assist in implementing in six sub counties (Rongo, Awendo,
Uriri, Suna East, Suna West and Nyatike) in Migori and Eight Sub- counties
(Rangwe, Homabay Township, Ndhiwa, Mbita, Rachuonyo North, Kabondo, Kasipul and
Suba) in Homabay county Kenya in the following temporary positions:
NB: These positions will be on a
short term contract, not more than 2 months and/or on need basis.
These include:-
Position: Sub
County Monitoring and Evaluation (M&E) Assistant – Advanced
Team Lead: County M&E Assistant
Location: Migori and Homabay County, Kenya

Overall Purpose: To manage efficient data entry, data base support and data
quality services to Vectorlink County project in co-ordination with the County
M&E Assistant and the overall supervision of the Vectorlink Kenya project
M&E Manager. S/He will ensure timely data flow from field to the data centre,
correct capture of the same in the database and reporting on IRS key
indicators.
Specific Responsibilities:

Plan and organise daily, weekly,
monthly and quarterly projections for data management needs
·
Ensure data from the field captures
defined variables and is accurately captured in the database.
·
Work with the field teams to ensure
data is verified at the data collection point before submission to the data
centre
·
Coordinates with the County
coordinator in ensuring that required data is timely uploaded to the database
and sent to project country M&E Manager.

Mentor field teams on project
indicators to ensure defined variables are understood and captured correctly

Ensure data entry clerks adhere to
the protocol of data entry, update the tracker and file forms accurately

Ensure data quality through
conducting verification at community (household) level

Participate and summarize reports of

Job title: Environmental Compliance Assistant

Overall Purpose: Under the supervision of the Environmental Compliance Officer,
ensures the project’s mitigation measures are implemented and that the project
is implemented in an environmentally compliant manner. They are responsible to
ensure that both local and international regulations are met at all operational
sites in the county.
Programme support:
·
Work closely with county Coordinator
and Environmental Compliance Officer, in strengthening and coordinating
environmental compliance procedures and monitoring of IRS activities
·
Ensures that the IRS seasonal workers
and the beneficiaries receives IRS key messages and are well informed of what
to do before, during and after the houses are sprayed.
·
Ensures all the operational sites are
well branded with relevant warning signs and procedures and are well equipped
for fire and insecticide spill response, if such cases arise.
·
Works closely with storekeepers to
ensure all the occupational Health and Safety procedures are followed.
·
Works closely with operation sites
managers and supervisors to ensure insecticide mixing procedures are followed
and that the insecticides containers are well rinsed, uncapped and well stored
for disposal.
·
Ensure drivers are well sensitized on
precautionary measures to take while transporting spray teams and procedures to
take in case of an accident.
·
Ensures health workers
representatives from all health facilities are trained on how to handle the
adverse reactions and insecticide poisoning.
·
Continual supervision of spray
operations and completion of BMP checklists throughout the spray season.
·
Oversight of waste management
activities during IRS operations (waste segregation, storage and
transportation) to be sure that wastes are managed responsibly.
Required qualifications and Experience:

Bachelor’s degree in Environmental
Science, Public Health, Environmental health or any other relevant field
·
At least 2 years’ experience in
supervising environmental compliance procedures

Registration as NEMA expert or

activities in the said County working closely with the local authorities and
leadership to position PMI Vectorlink pre and post spraying activities.
Specific Responsibilities:

collaboration between Sub County Partners and other like-minded partners
working in the area.

Coordinate all mobilization
activities in the County in liaison with the IEC supervisors as per the spray /
mobilization calendars

Support data verification at the data
collection point before submission to the data centre
·
Coordinate with the data centre to
ensure required data is timely uploaded to the database and updates sent to
project country M&E Manager.
·
Mentor field teams on project
indicators to ensure defined variables are understood and captured correctly
·
Ensure data entry clerks adhere to
the protocol of data entry, update the tracker and file forms accurately
·
Plan and organise daily, weekly,
monthly and quarterly projections for data management needs
·
Ensure data quality through
conducting verification at community household/structure level
·
Provide feedback to the field teams
on data quality and follow up to ensure action is taken
·
Attend and participate in county
supervision debrief meetings
·
Ensure timely reporting on IRS
related coverage situations
·
Support mHealth reporting across the
county
·
Work with data centre team lead to
ensure Vector link supervisors collect forms with errors from the data centre
to the field daily
·
Alert the M&E Assistants on forms
that will be returning to field daily
·
Find out and communicate any M&E
concerns from the other M&E colleagues in the county to M&E Manager
·
Put together the weekly meeting
reports and send to the M&E Manager
Required qualifications and experience:
·
Training at degree level in
biostatistics, Statistics, public health, epidemiology or IT related course
with experience in M&E and or research.
·
1 year experience desirable in IRS
M&E role or an active M&E role
·
Additional professional training in
M&E will be an added advantage
Desirable
·
Willingness to conduct regular field
visits within the counties
·
Willingness to reside within the
county of duty
·
Ability to work with minimal
supervision
Knowledge Skills and Abilities:
·
Willingness and flexibility to work
long and unsociable hours
·
Proficiency in both written and
spoken English and Kiswahili.
·
Knowledge of USAID procurement
policies and regulations a plus.
·
Excellent knowledge of Microsoft
Office and database software;
·
Strong organizational and
interpersonal skills and ability to work in a team-oriented setting;
·
Strong computer skills: Microsoft
Office Applications.
