Logistics and Stores Assistant

TO BE BASED IN HOMA BAY

Job Summary

Reporting to the Operation Manager, the Logistics and Stores Assistant Supports EGPAF in the day-to-day management of assets, stores and logistics especially those related to VMMC.

Responsibilities

·         Receive, inspect and verify goods (Quality/Quantity) as per the Purchase order and Delivery and notes and raise GRNs.

·         Manage stores receipts and issues and ensure distribution of inventories and commodities to health facilities.

·         Maintenance of up to date stores documentation by using stores ledger, GRNs, Issues notes and proper filling of receipts and returns.

·         Equipment identification by branding and tagging before distribution and ensuring updated records of the same.

·         Conduct quarterly/monthly inventory counts, update the stocks ledger and do monthly reporting

·         Check stocks to determine inventory levels and anticipate needed supplies.

·         Working closely with Operations Manager and procurement officers to prepare the monthly stores inventory report and distribution reconciliations.

·         Updating of PRFs/LPO schedule

·         To reconcile & route invoices from vendors and forward for verification

·         Making copies of invoices once all relevant approvals have been completed, record and dispatch original copies to Head office for payment

·         Assist Operations departments in updating store bin cards both physically and electronically upon issuing of items from EGPAF stores

Strategic Information & Evaluation Coordinator

TO BE BASED IN HOMA BAY

Job Summary

Responsible for coordinating all VMMC M&E field-related activities and provide constant feedback to both the technical and program teams including health care workers in EGPAF supported sites in Homa Bay, Turkana and West Pokot Counties.

Responsibilities

·         Ensures that the daily teams’ data performance from the field are summarized and shared to the MOH and program teams for daily performance monitoring. This data should eventually feed into the CDC and NASCOP reporting tools.

·         Supervises the VMMC data officers and ensuring that the VMMC M&E priority monthly performance indicators are met.

·         Issues red flags if a team’s data performance in two consecutive occasions is below the target.

·         Ensures that the client’s files are entered into VMMC database by data officers within the facility and within stipulated time and that no client file leaves the health facility.

·         Performs monthly QA/QC for all the data entered. Feedback report to be given to the MC program QA/QC committee and county VMMC committee meetings.

·         Performs monthly and quarterly VMMC M&E quality assessment for all the VMMC sites to identify M&E gaps in the quality of care offered to the VMMC clients.

·         Prepares comprehensive quarterly program VMMC graphical and data M&E reports and monthly summary data reports and ensuring that the national protocol on VMMC data reporting guidelines are followed by data team to the latter.

·         Ensures that all VMMC program M&E /data entry, reporting and evaluation tools both MoH and program-related are available at the sites.

·         Joins the county and inter-county VMMC taskforce M&E team meetings

·         Attending sub county VMMC steering committee meetings and giving reports on sub county VMMC M&E and database

·         In coordination with the VMMC program officer ensures that the sub county Mc data officers move from one health facility to the other within the sub county for facilities VMMC data entry and processing and ensures proper and prompt coordination of data officers weekly transport schedule and schedule well harmonized to the sub county clinical teams transport schedule.

·         Joining the county and sub county SCHMTs VMMC quarterly support supervision exercises and joint writing reports on d M&E activities.

Qualifications (Preferred)

·         A bachelor’s degree in public health, biostatistics, statistics, monitoring and evaluation, social sciences or an equivalent academic qualification from a recognized institution

·         At least three years’ experience in monitoring and evaluation of VMMC, HIV/AIDS care and treatment, PMTCT, TB/HIV and HTC programs in Kenya

QA-QC – Training Coordinator

Job Summary

Reporting to the VMMC Technical Advisor, the QA/QC Coordinator ensures efficient management and coordination of the quality assurance, control and quality improvement of VMMC/EIMC activities in line with the WHO standards. Also responsible for coordination of VMMC trainings and mentorship in EGPAF supported sites in Homa Bay, Turkana and West Pokot Counties.

Responsibilities

·         Continuously implements and monitors program quality assurance and control activities to ensure compliance to the national system.

·         Develop, review and ensures compliance to the internal QA/QC tools and checklist.

·         In liaison with the TA, prepares and operationalizes surgical staff training needs assessment.

·         Plans and conducts relevant surgical trainings and mentorship to the MOH clinical staff according to the national and county training requirements.

·         Continuously verifies quality of all VMMC consumables and equipment and ensures timely servicing to maintain quality and effectiveness.

·         Work with the sub counties and central program staff to document and disseminate best practices and lesson learnt.

·         Evaluates sub county VMMC steering committee meetings, county QA meetings and quarterly VMMC sites supervisions.

·         Continuously evaluates the CME schedules and activities for the program at the sites.

·         Ensure guidelines and SOPs are available at the sites and monitors compliance by the surgical teams.

Surgeon VMMC – 16 positions

Job Summary

Reporting to the VMMC Project Officer, takes lead in the provision of safe male medical circumcision services/EIMC as part of the VMMC minimum package to male clients within supported sites.

Responsibilities

·         Provide quality and safe male circumcision services to clients in the fixed, outreach and mobile sites and facilities.

·         Provide STI screening and treatment for clients attending male circumcision services presenting with STI.

·         Monitor the health process of the clients and ensure that the national standards are strictly adhered to by the team.

·         Screen patients and ensure that they are fit for surgery.

·         Document and manage circumcision related adverse events accordingly and promptly notifies the in-charge and program officer.

·         Ensure patient safety is guaranteed before surgery, during surgery and immediately after surgery.

·         Work with the facility in-charge to promote integration of VMMC/EIMC services in the facility and that male circumcision service provision runs smoothly.

·         Review all circumcised clients on the 7th day and conduct active follow up for all clients failing to come back for review.

·         Engage facility healthcare workers in male circumcision services to ensure their participation and skills development.

·         Efficiently manage consumables and drugs stock cards and equipment inventory while ensuring timely orders for supplies re-stocking.

·         Ensures that all VMMC protocols and checklists are available at the site and strictly adhered to.

·         Ensure timely and proper documentation of client files and registers accordingly.

·         As surgical team lead, ensures team work, discipline and operation schedules are maintained within the team and across facilities.

Mobilization Officers

Job Summary

Reporting to the VMMC Mobilization Advisor, coordinates all social mobilization and demand creation strategies and activities within the sub county and to ensure that the set MC targets for the teams in the sub county are shared out and achieved within expected time frame .

Responsibilities

·         Ensure that the set sub county targets for the VMMC clinical teams within the sub county are shared out to the teams and ensure that the same target for each team is met through continuous provision of clients for male circumcision.

·         Coordinates all social mobilization activities in the sub county which include organizing for all the social mobilization affairs in collaboration with the MOH sub county health promotion department.

·         Provide leadership and mentorship to the area mobilization teams, including CHWs, Peer Educators, target groups, satisfied clients and for MC mobilization to be conducted within the national standards.

·         Conduct mapping of the sub county area of operation together with the VMMC program officer in order to ensure that program mobilization resources are efficiently allocated with regard to the total population of the sub county; number of males in the target group; number of circumcised male; mapping of all healthcare facilities in the area; identification of all upcoming activities as per the community calendar, political events and religious activities that the program may need to participate for MC demand creation.

·         Ensure tracking and reporting of all mobilization activities in the sub county, including number of IEC material supplied; target s set; challenges experienced and best practices noted.

·         Prepare monthly and quarterly reports/highlights on the social Mobilization strategies and activities in place within the sub county.

·         Prepare monthly sub county demand creation budgets and quarterly mobilization work plans.

·         Ensure follow ups on agreed mobilization activities/strategies are conducted and that mobilization monthly measurable indicators are strictly met including correct client’s ages are circumcised.

Project Officer – VMMC

Job Summary

Reporting to the VMMC Technical Advisor, ensures efficient management and coordination of the VMMC/EIMC program in the Sub County region, consistent with program goals. Works in close collaboration with the VMMC advisor, QA coordinator, the Mobilization, data and surgical teams to ensure efficient operation of activities and achievement of client safety and target within the sub county

Responsibilities

·         Serves as a liaison to the Technical Advisor, the surgical staff, the clients and the Ministry of Health.

·         Provides leadership in enforcing compliance to adherence to SOPs and guidelines and continuous quality improvement practices for VMMC/EIMC/Devices.

·         Ensure efficient management of day to day sub-county VMMC/EIMC operational activities of the program in order to deliver targets in time and within budgets.

·         Facilitate institutionalization of EIMC services as a component of MNCH in eligible health facilities.

·         Facilitates and co-coordinates subcounty VMMC/EIMC steering committee meetings, county QA meetings, quarterly joint CHMTs QA assessment and supervisions of the VMMC sites.

·         Coordinates monthly CME activities for the VMMC/EIMC program at the sites.

·         Prepares VMMC/EIMC implementation workplan and supervises its implementation by the trained facility staff Work together with the mobilization team to ensure constant client flow for services.

·         Ensure regular and timely communications are maintained between the surgical teams and the head office and that the VMMC supplies and commodities are constantly available in the facilities.

·         Ensure the program technical and logistic systems/procedures are in place within the subcounty, maintained and adhered to so that all support functions are carried out effectively and efficiently.

·         Directly supervises the surgical staff in the sites and refer any necessary HR issue, technical issues to the relevant office.

·         Work together with SCHMTs and HMTs in ensuring uninterrupted provision of VMMC/EIMC services at the fixed and outreach facilities

·         Co-ordinates VMMC counselling program services and ensures linkage and referral of all HIV positive clients.

·         Ensure Mc guidelines and protocols are well followed by the surgical teams.

·         Prepares monthly VMMC/EIMC/Device service delivery budget, monthly summary operations report and quarterly comprehensive operations report for the subcounty.

·         Supervises the financial monthly expenditure on field service delivery and ensures timely liquidation and strict compliance to the approved budget.

·         Ensures maximum integration of VMMC/EIMC services into the health facilities within the subcounty.

·         Prepares regular leave schedules and rota for the VMMC surgical teams.

Mobilization Advisor

Job Summary

Reporting to the Technical Advisor, VMMC , coordinates all social mobilization and demand creation strategies and activities within the three Counties and to ensure that the set MC targets for the teams are shared out and achieved within expected time frame .

Responsibilities

·         Overseeing the development, management and implementation of an evidence-based mobilization strategies for VMMC program.

·         Use innovative methods of formative research and social marketing to ensure every mobilization and demand creation strategy is appropriate to the target population.

·         Develop, together with mobilization officers, subcounty specific mobilization strategies for continuous VMMC/EIMC client flow and provide technical support to the Mobilization officers.

·         Develop and monitor implementation of the VMMC demand creation workplans.

·         Supervise the financial monthly demand creation/mobilization expenditure and ensures timely liquidation and compliance to the approved budget.

·         Collaborate with PEPFAR funded social-marketing organizations to ensure a comprehensive approach to mobilization and demand creation.

·         Determine the necessary IEC/ BCC messages required and coordinate with other national and county MC communications working groups to ensure messages and materials developed are relevant.

·         Participate in the national and county VMMC communications working group to ensure harmonized coordination of messages with other partners.

·         Provide technical assistance to the subcounty Mobilization officers with planning and facilitation of training on VMMC mobilization strategies using the key messages developed by the national &county technical workgroups on VMMC demand creation models.
