The Palladium Group seeks Nakuru-based staff for ¡ts newly awarded County Measurements, Learning, and Accountability Program II (CMLAP II). All staff must be fluent in written and spoken English and Swahili; and able and willing to travel frequently within Kenya to work under field conditions.

Experience on USAID-funded programs, and/or with county health governance in Narok, Trans Nzoia, Uasin Gishu, Turkana, Samburu, Baringo, Kiambu, and/or Kitui, is desired.
Project M&E Specialist
Responsible for implementing the project M&E plan, this Specialist works closely with all staff to track project implementation, including designing appropriate methods and data collection tools and instruments.

As required, s/he supports external evaluation, operational research, and M&E technical assistance activities.
S/he will establish a database for project information and develop protocols to ensure data quality.
S/he ensures adherence to USAID reporting requirements for project data.
Qualifications include:
·         A bachelor’s degree in mathematics, statistics or related field; master’s or other graduate degree preferred
·         Project Management Professional Qualification (PM P)
·         5+ years’ experience in an M&E position for a USAID or PEPFAR project
·         Demonstrated experience establishing and managing M&E systems, including the staff, electronic system, tools, indicators, etc. to support routine program monitoring
·         Experience designing and/or implementing approaches to improve data quality within complex programs

Operations Officer
Under the direction of the Finance & Administrative Manager, s/he is responsible for assisting with management of finance, procurement, logistics, accounting, administration, and reporting of the project.
This includes budgeting, banking, cash management, travel, subcontracts and grants, transportation, and security.
Qualifications include:
·         Relevant bachelor’s degree required; master’s degree and/or CPA preferred
·         At least 5 years of program management and finance/budget experience with USAID-funded project
·         Demonstrated knowledge and experience with USAID compliance requirements regarding finance/budget systems and processes
·         Experience with USAID contracting assistance award mechanisms
·         Experience with developing systems and processes for awarding and oversight of grants

Knowledge Management (KM) Advisor
S/he ensures project results are collected, disseminated and communicated for different audiences.
S/he supports counties in improving the MLA framework and strengthens their communications mechanisms and networks.
S/he guides the design of a communications strategy and production of innovative communication tools, products and platforms for the project; building capacity of staff and project partners through training and mentoring to apply communication in their contexts.
Qualifications include:
·         A university degree in Communications, Journalism, International Relations or a relevant field
·         8 years’ experience in KM/Communications. Preference given to candidates with experience in
1.   public health; and
2.   information systems strengthening
3.   USAID development projects.
·         Strong writing, communications, photo editing, and desktop publishing skills. Samples may be requested
·         Ability to meet deadlines in a fast—paced environment; excellent interpersonal and communications skills

Data Systems Specialist
S/he supports work to build the capacity of county health teams in data management systems, to create complete, accurate, and timely data.
Increases understanding and use of systems data by relevant staff and harmonizes the use of existing systems across counties, and with national data system policies as needed.
Qualifications include:
·         A bachelor’s degree in computer science is required; master’s or other graduate degree preferred

·         A minimum of 10 years of experience in conceptualizing, designing and implementing robust Management Information Systems preferably in social and development focused areas
·         Experience in complex project data needs, data handling and use of technologies including software packages such as SPSS, STATA, Nvivo, Atlas and SAS MS Access, PowerPoint and Excel
·         Ability to present data analysis in simple, understandable ways for a diverse audience
·         Experience working with the Kenyan Government, and USAI D/USG funded projects is preferred

Field Coordinator
S/he will supervise eight County Learning and Planning Specialists, ensuring their approaches align with the technical direction of the project.
S/he will also see that technical approaches are standardized across counties where possible and are implemented on-time and within budget.
Qualifications include:
·         Masters Level of Education in related field, e.g. MPH, or a Medical Doctor degree
·         5+ years of leadership experience for a USAID project, a large medical facility, or Kenya’s MoH
·         Demonstrated experience working at the county-level, preferably on a CHMT
·         Experience with M&E or health information systems improvement projects including data quality audits and review meetings
·         Demonstrated ability to manage a cohesive team and multidisciplinary partnerships

RMNCAH Technical Specialist
S/he strengthens M&E systems for reproductive health in target counties and must be skilled in OH 1S2 and mining data from varied systems.
S/he will work closely with project teams, and county counterparts, to determine priorities for RMNCAH strengthening and coordination at the county and national level.
Qualifications include:
·         Masters Level of Education in related field: MPH, MSc Epidemiology, with 5 or more years in RMNCAH, Public Health, Demography, or other relevant discipline
·         Knowledge of current global and national RMNCAH programming, protocols, standards, best practices.
·         Experience working with county level stakeholders in strengthening systems
·         Experience working with community health workers and community level health services
·         Relevant experience in data collection, quality control, analysis, and interpretation and/or in using data to identify and meet program monitoring and evaluation needs and contributing to RMNCAH policies

Child Protection Specialist
S/he provides thought leadership and technical guidance on child protection programming. S/he works with county-level Departments of Children Services, county coordinators, and other stakeholders to improve integration of approaches, quality and use of child protection / OVC information.
S/he should be skilled in mining data from the CPIMS system, and various data systems at the county and sub county level, to analyze information for evidence-informed programming.
Qualifications include:
·         Master’s degree in Monitoring and Evaluation, Public Health, Public Policy/Administration or related field
·         4 years of experience in monitoring and evaluation in health, HIV/AIDS, child protection, social services, orphans and vulnerable children programs or a related field
·         Knowledge of current global, regional and national child welfare programming and best practices
·         Experience working with county level stakeholders in strengthening M&E systems
·         Experience with USAID and/or PEPFAR funded programs and working with CPIMS
