Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Programme to Kenya in 2006.

The Regional Office is based in Nairobi, Kenya with offices and operations in Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma & Mandera), Ethiopia (Addis Ababa, Dolo Ado, Shire,Gambella and Asosa), South Sudan (Juba, Awil, Alek and Aweril) and Yemen (Sa’naa and Aden).
The NRC East Africa & Yemen mission is an expanding programme. NRC started its operations in Kenya in the refugee camps in Dadaab in February 2007. NRC has WASH, Shelter, Education, Food Security and Livelihood and Information Counselling and Legal Assistant programmes implemented in the refugee camps in Dadaab, Kakuma and Mandera.


Area Manager
NRC is seeking to recruitment an Area Manager for its operation in Dadaab and Mandera office.
The Area Manager is responsible for providing overall leadership of all activities within the North East Area and is a member of the Country Management Group. The post is based in Dadaab with frequent travel to Mandera.

Responsibilities

·         Overall management of the Core Competencies activities, field offices and staff within the specific area, including the Area Management Team (AMT)
·         Development and execution of the strategy for the area
·         Adherence to NRC policies and donor requirements
·         Emergency response capacity in the area
·         Safety and security of staff
·         Area level advocacy
·         External representation, coordination and relationship building
·         Responsible for shared resource allocation
·         Implementation of policies and procedures
·         Learning, training and development of staff
Specific responsibilities
·         Ensuring right-size of support structure of Dadaab and Mandera to support programmes.
·         Ensuring effective budget management and financial control.
·         Ensuring monitoring and evaluation of all projects

Qualifications

·         Minimum 5 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
·         Degree level education in relevant subject
·         Previous experience from working in complex and volatile contexts
·         Documented results related to the position’s responsibilities
·         Knowledge about own leadership skills/profile
·         Fluency in English, both written and verbal
·         Valid driver’s license

Project Assistant - Dadaab
ICLA Project Assistant reports to ICLA Project Officer.
Roles
·         Adhere to NRC policies, tools, handbooks and guidelines.
·         Ensure that project activities are implemented in accordance with project agreements.
·         Prepare and develop weekly, monthly and other status reports as required by management.
·         Ensure proper filing of documents and keeping of records.
·         Assess, promote and document ideas for technical improvement and further program development options.
·         Ensure that projects target beneficiaries most in need are identified, and explore and assess new and better ways to assist.
·         Promote the rights of refugees/returnees in line with advocacy strategy.
·         Adherence to NRC Standard Operating Procedures (SOPs) and guidelines in relation to provision of information, counseling, legal assistance and referral activities.
·         Provision of information, counselling and legal assistance services in Dadaab camp and surrounding host community.
·         Completing relevant M&E procedures for the documentation of ICLA beneficiaries
·         Supporting the regular updating of IEC materials for dissemination
·         Conducting group information sessions and other outreach activities.
·         Preparation of client intake and case management forms for counseling and legal assistance services and ensure confidentiality of client data.
·         Supporting the provision of internal referrals from other ICLA/NRC core competencies and conducting external referrals to other service providers.

·         Support the conducting of capacity building and training activities for communities, government officials and NGOs on ICLA thematic areas.
·         Prepare and compile weekly, monthly and mid and end term reports.
·         Supervise relevant NRC community staff supporting project activities.
·         Participate in ICLA continuous assessments, mapping and investigation and supervise data collection during ICLA surveys and assessments
·         Any other tasks as assigned by line manager.
Qualifications
·         Diploma in law, political science, social science or other relevant discipline.
·         Minimum 2 years’ humanitarian experience with refugees/internally displaced persons (IDPs) at field level with an NGO or other international organization.
·         Good understanding of the Dadaab/refugee/IDP context.
·         Experience in reporting, client management, case studies and research.
·         Knowledge on SSPS and other data management systems.

ICLA Project Assistant - Kakuma
ICLA Project Assistant reports to ICLA Project Officer.
The purpose of Information Counselling & Legal (ICLA) Assistant position is to assist in the day to day implementation of the ICLA project activities. The position will be based in Kakuma.
Roles
·         Disseminate relevant information on ICLA services including country of origin information at the Integrated return help desk.
·         Maintain confidential records of beneficiary information. Conduct housing, land and property rights awareness for returnees.
·         Conduct Group Information sessions, participate in radio talk back shows and in drafting of radio spot messages.
·         Assist in mobilization and creating awareness among beneficiaries on ICLA services
·         Provide counselling and Legal Assistance on legal identity and HLP
·         Identify any protection concerns of returnees or refugees and refer to appropriate partner organization for assistance.
·         Compile daily, weekly, bi-weekly and monthly data of people provided with information, HLP rights awareness and mine risk awareness.
·         Capture the data of ICLA beneficiaries in accordance with NRC policy Participate in ICLA continuous assessments, mapping and investigation.
·         Supervise data collection during ICLA surveys and assessments.
·         Consult with the Project Officer for guidance and support.
·         Any other task relevant to the position as requested by the line manager
Qualifications
·         University Graduate in Law with 2 years project implementation experience.
·         Experience from working within technical expertise area in a humanitarian/recovery context
·         Previous experience from working in complex and volatile contexts
