Position: Finance Assistant
Location: Isiolo County
Program / Department Summary: The Mercy Corps Finance Department is responsible for all
financial functions in Kenya, including accounting, payments and banking,
payroll, budgeting, financial reporting, and grant financial management and
compliance.
The Mercy Corps Finance Department
ensures compliance with donor regulations as well as Mercy Corps’ internal
policies and procedures.
In its role as a support to the
Program Department, the Finance Department provides timely reports and
assistance to the Country Director and the Program team to ensure that financial
resources are used efficiently and effectively.
General Position Summary: Working in the Finance Department under the direction of the
Senior Finance and Compliance Officer, the Finance Assistant will assist in the
accounting and documentation of all financial transactions in timely and
accurate manner.
Essential Job Functions:
1. Support in preparation of monthly bank reconciliations;
2. Maintain custody of the office cash fund and make daily payments
of approved transactions;
3. Prepare cash payment vouchers and ensure that all cash
transactions are fully and properly documented;
4. Review expense reports (travel expense reports and operational
expense reports) for accuracy and completeness and ensure that expense reports
have been fully approved before payment;
5. Perform weekly cash count as per FFM;
6. Record payment vouchers daily in the Field Connection Accounting
System;
7. Maintain field advance tracker file and prepare past due
advance tracker for the Senior Finance R. Officer;
8. Preparing cheques based on fully approved and reviewed
documents and present for signing;
9. File all cash and bank batch vouchers and maintain voucher
filing system such that files are updated, complete and safeguarded;

interventions around four objectives:
1) Peace and Conflict Management;
2) Livelihood/Market Systems;
3) Governance (particularly at the
county level); and
4) Youth Employment/Employability
(including the social and economic development of adolescents).
The four objectives serve to increase
community resilience to drought and other shocks and stresses, and to decrease
fragility with a particular focus on Kenya’s Arid Lands. Mercy Corps’
vision for change requires the private sector, government and civil society to
work together to create meaningful and sustainable change.
Under the Omo Delta Project –
Expanding the Rangeland to achieve Growth and Transformation, Mercy Corps in
collaboration with five other partners: VSF G – lead agency, VITA (RTI) Ltd,
EPaRDA, CIFA and TUPADO seeks to address the drivers of instability, irregular
migration and displacement so as to expand and maximize opportunities for
communities living in the rangelands along the Kenya – Ethiopia border by
increasing wealth of young people in particular and especially young women;
accelerating national and cross-border trade and collaboration; and increasing
stability to promote growth and protect gains
General Position Summary: The Natural Resource Management (NRM) and Market Systems Officer
is responsible for supporting the Program Manager in the implementation of NRM
and facilitation projects that make market dynamics, actors, institutions and
services accessible to households within the program focus areas namely the
livestock, fish and Gum Arabica value chains.
These activities will examine
traditional NRM plans within Turkana County in order to enhance their
legitimacy in managing cross border shared resources and sustainability. Additionally,
the officer will support Environmental Management Committees (EMC) to implement
rules and actions to protect Acacia Senegal tree.
To address the conflicts arising from
competition over the available but ever diminishing natural resources, this position
will work with communities in minimizing such competitions and enhancing
resilience of livestock dependent communities through improved rangeland
productivity, availability and access to pasture and water by building on the
Do No Harm approach to signing of reciprocal grazing agreements in the area to
strengthen local institutions on natural resource management.
The officer will work to support the
fish, livestock and gum value chains in order to accelerate economic and social
factors on both side of the border to increase supply and demand, as well as
incentives for cross-border collaboration.
The NRM and Market Systems Officer
will support processes for engaging communities, governments and private sector
actors in collective action planning that supports households and community
access to and management of natural, physical environment and the
socio-ecological systems supported by it.

Under the direction of the Program
Manager, carry out assessments in the target geographic areas to assess the
current situation, economic and NRM opportunities and resources, needs and
potential programs as well as obstacles that could be mitigated through the
program;
·
Recommend program priorities and
explore, evaluate and present new NRM and market opportunities that leverage
impact and/ or complement core activities;
·
Emphasize the role of and
opportunities for women, girls and youth in the economic and NRM sectors in
both rural and urban sphere;
·
Introduce the program to relevant
stakeholders including local business owners, actors engaged in NRM, local
representatives and community members. Foster ongoing positive
cooperation with these stakeholders and forge links between market actors,
producers, end users, etc.;

Ensure an integrated approach to
program implementation in order to maximize resource utilization and synergy
between the staff and different MC programs where relevant and feasible;

Identify small business activities
for seed support through basic improvements or inputs;

Position Summary: The GIRL Project Officer will
be responsible for technical oversight and management of the Omo Delta Project
using the young girl personal agency empowerment safe space model aimed at
supporting human capital development for resilient individuals who are well
placed for commercial engagement. S/he will define implementation strategies in
coordination with the Program Manager and leadership team.
The GIRL Project Officer will train
staff and partners, providing them with technical assistance; and ensuring that
common strategies and approaches are applied consistently in all communities.
S/he will coordinate closely with the M&E team to ensure that systems are
in place to track, analyze and report results.
The Officer will keep abreast of
changing contexts and integrate new ideas and approaches as appropriate, seek
additional technical assistance as needed and ensure effective working
relationships with collaborating agencies.
S/he will work closely with our
partner organization – VSF who will be leading the implementation of the
program, and look for opportunities to link programming and clients with their
programming and programming across EUTF.

responsible for technical oversight and management of the Omo Delta Project
through a poverty graduation model aimed at supporting human capital development
for resilient individuals who are then placed in a commercial engagement. S/he
will define implementation strategies in coordination with the Program Manager
and leadership team.
The REAP Officer will train staff and
partners, providing them with technical assistance and ensuring that common
strategies and approaches are applied consistently in all communities. S/he
will coordinate closely with the Monitoring and Evaluation (M&E) and
Project teams to ensure that systems are in place to track, analyze and report
results.
S/he will keep abreast of changing
contexts and integrate new ideas and approaches as appropriate, seek additional

collaborating agencies.

grants for youth and women to enable them to buy stock and equipment for their

Train youth and women how to run a
business, supply and demand, profit and pricing, marketing and record keeping
including other trainings such as: life skills and leadership;
·
Facilitate youth and women to form
savings associations of 5 to 7 businesses that meet monthly to deposit savings
which will enable members and village residents access credit for long term
expenses and business growth;
·
Link youth and women to other
traders, markets, financial institutions, public and private institutions;
·
Develop and facilitate trainings on
internship programs, skills development programs for informal sector
productivity, and other ways of skills building for poor and vulnerable youth
working closely with country offices;
·
Coordinate with Technical and
Vocational Education Training (TVET) institutions and other service providers
under Omo Delta Project to promote youth friendly trainings and assess
opportunities for linkages;

Support in management and development
of relationships with private sector for provision of internship,
apprenticeship and career counseling and youth mentorship providers and
