The Henry M. Jackson Foundation
Medical Research International (HJFMRI) provides scientific, technical and
programmatic support services to global medical research programs.
HJFMRI in collaboration with The
Walter Reed Project, HIV Program-Kericho carries out HIV / AIDS vaccine and
therapeutic research, and supports HIV prevention, care and treatment programs
in South Rift Valley.
Accounting and Grants Manager
Job Summary: The Accounting and Grants Manager will coordinate, supervise and
manage a full range of financial operations and grant management functions.
Primary responsibilities will include oversight over accounting and grants
operations; providing timely and accurate financial and accounting information
and reports for central and sub awardees.
Cash flow management, budgets
preparation and management of financial data processing systems, equipment and
other resources.
The position reports to the HJFMRI
Finance and Administration Manager.
Main Duties and Responsibilities:
I. Financial and Accounting:
1. Provide oversight and manage full
spectrum of accounting and reporting operations for the program site office,
including General Ledger, Accounts Payable, Cash Management, statutory
compliance and reporting.
2. Maintain direct responsibility for
day-to-day accounting and financial operations to ensure timely monthly and
yearly closings, reconciliations and compliance.
3. Provide guidance and technical
support for interpretation of donor rules and regulations by maintaining
up-to-date knowledge and understanding of regulatory, statutory, and
administrative requirements
4. Review and approve payment
vouchers, journal entries, cost allocations and other postings into accounting
system and ensure proper coding, data quality and integrity of all
accounting/financial transactions.
5. Ensure effective utilization of
HJFMRI accounting, procurement and other business systems and upto date books
of accounts and generate timely reports and analysis, as required.
6. Work closely with the program
support teams within the site and region to coordinate monthly closing and
reporting to HJFMRI Headquarters. Review and monitor compliance with HJF
stipulated policies and procedures, provide on-going support, backstopping, and
training to site accounting staff.
7. Manage preparation, consolidation
and distribution of timely monthly, quarterly and annual financial statements
reflecting status of programs on grant-to-date basis in accordance with
International Accounting Standards (IAS), International Financial Reporting
Standards (IFRS) and donor requirements.
8. Oversight over financial
management system, internal control system and the use of accounting software.
9. Monitors proper management of cash
flow and assures that budgets are followed and the project does not overspend
10. Monitor integrity of accounting
data and ensure compliance with organizational financial policies and
procedures, in-country statutory requirements and donor regulations.
11. Provide appropriate guidance to
support staff within the program, including allowable and non allowable costs,
project startup or closeout, preparation of wire requests, preparation of
budgets and budget modifications.
12. Oversee and provide coordination
of HJFMRI internal and external annual audits and provide auditors with
accounting documents and explanations to audit queries, as requested.
13. Prepare responses to audit
findings and follows-up on the implementation of audit recommendations.
14. Other duties as assigned or as
otherwise required to successfully manage HJFMRI’s accounting operations.
II. Grants Management:
1. Carry out analysis and preparation
of appropriate grants reports to various donors and stakeholders
2. Monitor compliance with grant
funding requirements and provide appropriate guidance to programme staff
including allowable and non-allowable costs, grant closeout, preparation of
budget modifications and requests for carry over or extensions as needed
3. Support preparation of grant
applications including budgets, certifications and other required supporting
documentation
4. Provide technical support during
workplan development, budget preparation and milestone payment as per contract.
5. Carry out periodic review of
internal control environment affecting both program and support operations for
potential risk exposures; continually monitor and update the assessment of the
control environment, keeping abreast of significant control aspects
6. Support preparation of and award
of sub-grants including review of applications, financial assessments and
capacity building
Qualifications and Requirements:
1. University Degree in commerce or
Administration, Masters degree will be an advantage
2. Professional accounting
qualification such as CPA or ACCA.
3. At least 5 years’ experience in
accounting, budgeting and grants position
4. Experience in managing large
donor-funded budgets and reporting to donors.
5. Knowledge of accounting software,
QuickBooks and Dynamics
6. Team player with high integrity,
excellent communication, interpersonal, organizational and decision making
skills.
7. Attention to detail and ability to
multi-task.
8. Excellent in reporting skills and
ability to comprehend and analyze data.
Terms of Employment: 1-year renewable contract. The first three months will be
probation period.
Assistant Accountant
Job Summary: The
Assistant Accountant will Prepare and submit returns; process payments and
update financial accounting records in compliance with HJFMRI Policies and
regulatory requirements.
Main Duties and Responsibilities:
1.
Maintain cash office and staff advances disbursements according to HJFMRI
policies
2.
Initiate transactions on mobile cash transfer platforms
3.
Ensure monthly reconciliation and liquidation of balance sheet accounts
4.
In charge of accounts receivables.
5.
Compile supports for liquidation of prepayments.
6.
Ensure that all payment packages are fully supported and that the International
accounting data standards are followed when entering the data in the accounting
system.

7.
Ensure all payment vouchers are duly stamped as per process requirement.
8.
Compile monthly expense package.
9.
Maintain physical and electronic filing for accounting documents
10.
Perform any other relevant duties as maybe assigned.
Qualifications and Requirements:
1.
Diploma in Accountancy, Business Administration/Management or its equivalent
from a recognized institution.
2.
Minimum of CPA part II qualification.
3.
Knowledge of acceptable accounting and bookkeeping principles and procedures.
4.
Proficiency in Microsoft Office suite, particularly Excel and Outlook.
5.
At least 2 years’ experience in accounting position
6.
Experience working with quick books is an added advantage.
7.
Good communication skills; attention to detail and ability to multi-task.
8.
Excellent in reporting skills; and ability to comprehend and analyze data.
