Manager-Press Freedom & Ethics

Duties and Responsibilities

·         Design and Implement strategies to promote Press freedom and safety of Journalists in Kenya
·         Monitor, document, report and respond to press freedom abuses and attacks on journalists and media in Kenya and the region.
·         Ensure that national and county government and other Institutions respect and uphold constitutional provisions on press free Freedom and journalist safety
·         Anticipate and respond to news and events affecting press freedom and journalists to ensure that these issues are brought to a broad local international audience.
·         Devise and support advocacy efforts and articulate them with MCKs broad organizational goals.
·         Ensure the Implementation of the MCKs Code of Conduct for practice of Journalism Kenya by all media practitioners
·         Design Training and development programs to assist journalists uphold the highest standards of Professionalism in their work
·         Assist media Houses and Journalist in designing and Implementing in-house self-regulation mechanism and strategies to uphold highest standards of professionalism
·         Working with media enterprises and other state and non -state actors, design and Implement strategies to ensure appropriate accreditation and identification of media professionals to weed out quacks and Impostors
·         Design and deploy appropriate disciplinary and deterrent measures to ensure highest compliance to professional and Ethical standards

Qualifications

·         Degree in journalism/communication from a recognised institution, or any other relevant degree
·         Relevant Master´s Degree from an accredited institution in Communications, Journalism will be an added advantage;
·         A minimum of five years of experience in media or advocacy work in media and development issues in Kenya
·         Skills and experience in ICT- based applications
·         Excellent verbal and written communication skills

Manager-Training & Media Development

Responsibilities

·         Develop, implement, and evaluate Media training and development programs to promote the media sector in Kenya
·         Research and advise on the training needs of the media for Enhanced collaboration between training institutions and industry
·         In consultation with the relevant state and non-state actors, oversee the updating, deployment of the Media and Journalism Training curriculum for colleges and universities
·         Coordinate the accreditation of Journalism and Media trainers to ensure the development of a robust media training framework in Kenya
·         Lead the inspection and accreditation of Media training institutions to ensure highest compliance
·         Become an expert in the media support experience for Partners to understand and resolve inbound product questions and issues
·         Spearhead the professionalization and sustainability of local and community media to enhance multiplicity of voices and access to information
·         Build technical expertise and capacity of owners, reporters and journalists to facilitate sustainability of media projects.
·         Promote good governance of Media Boards and operational systems of partner media.

Qualifications

Manager Partnerships & Stakeholder Engagement

Responsibilities

·         Develop and maintain strong internal and external relationships to build consensus with the media industry, community, government and non-government stakeholders to support the achievement of MCK strategic outcomes
·         Plan and provide leadership to the implementation of multiple, complex and integrated stakeholder engagement programs and initiatives to improve and enhance the perceptions and experience of stakeholders including, KUJ, Editors Guild, Media Owners Association, GOK and other associations
·         Develop and deliver stakeholder engagement strategies and campaigns; advising on the management of community and industry concerns; and guiding joint activities of key industry stakeholders
·         Ensure the alignment of stakeholder engagement strategies and objectives and internal and external communication strategies to ensure industry matters, emergent issues and divergent priorities are prioritized by all media stakeholders
·         Developing communication and stakeholder engagement strategies that effectively support programs, reforms and initiatives that are potentially high profile, and/or contentious and may be highly technical in nature Key relationship

Manager Regulatory Affairs

Responsibilities

·         Coordinating the work of the Regulatory Affairs section of the Media Council.
·         Ensure strict implementation and compliance with the MCK Act 2013 and other laws Regulating the conduct of journalism and Media enterprises in Kenya
·         Spearhead the Development the long-term strategy, business plans relating to Regulatory Affairs; and establishing proper internal monitoring and control systems and procedures.
·         Coordinate the preparation of proposals, policy papers, draft documents, reports and other submissions needed to actualize all clauses and provisions of the MCK Act 2013 for consideration by the Council, relevant government agencies, media stakeholders and Parliament
·         Spearheading the harmonization of regulatory policies, guidelines and activities with co-regulators in the sector.

Qualifications

Senior Accountant

Responsibilities

Reporting to the Finance Manager
·         Tracking the utilization of departmental capital and recurrent expenditure against the approved budget and reporting on the same;
·         Confirming the accuracy and completeness of accounts receivables (invoicing, receipting, banking and reconciliations) and reporting on the same as appropriate before payment;
·         Identifying any incidences of non-compliance with laid down financial systems and financial risks facing the Corporation and recommending remedial measures;
·         Liaising with other Departments to ensure financial and related regulations are complied with give procedural guidance including dealing with any staff enquiries on any payment related matters;
·         Preparing management accounts and end of year financial statements as well as timely submission of annual financial statements of accounts;
·         Reviewing and coordinating accounts analysis and reconciliations (including bank reconciliations) on a daily basis;
·         Coordinating the payment of suppliers of goods and services and ensure that Suppliers are paid promptly and deal with any supplier related enquiries;
·         Reviewing the payroll and effect accurate salary payments including taxes and other deductions;
·         Monitoring and evaluating the laid down systems and make recommendations for improving the financial systems;
·         Preparation and reconciliation of credit reports Ensuring provision of accurate timely reliable financial information; and Organizing and coordinating responses to audit queries.
·         File all Company taxes correctly and confirm the Company is abiding with all tax laws. ·

Qualifications

·         Bachelor’s degree in Finance/Accounting, including fully qualified in either ACCA/CIMA/ACA/CPA;·
·         Minimum of three (3) years, Finance experience, with at least 2 being in a similar position;
·         Knowledgeable in all aspects of financial institutions and IFRS standards;
·         Be a registered member in good standing with ICPAK or equivalent body;
·         Proficiency in the usage of recognized computer accounting software and common office applications; reliable experience in a versatile ERP system

Legal Researcher/Case Officer

Responsibilities

·         Keep up to date with legal news
·         Read legal opinions by judges to make sure the Council is updated with changes in legislation or case law
·         use these opinions and research to provide relevant and timely information to the Council
·         Prepare research schedules
·         Use the internet and/or libraries to source material
·         Analyse material to ascertain its trustworthiness
·         Write reports, notes and maintain databases on all the research carried out

Qualifications

·         An LLB with at least three (3) years relevant legal experience,
·         Enrolment as an Advocate of the High Court;

Training & Curriculum Development Officer

Responsibilities

·         Conceptualize trainings and develop courses including lesson plans, training methods and modules and curriculum for journalists
·         Facilitates regular research on training and short courses needs of the media and Conduct training for journalists
·         Identify, select and supervise training consultants, trainees or other staff.
·         Coordinate College Inspection to ensure high ethical and professional standards of journalists training
·         Communicate upcoming trainings; produce training materials and aid, including multi-media tools, PowerPoint presentations, manuals, brochures and posters;
·         Generate reports from the trainings focusing on training needs, emerging issues and ensure recommendations are acted upon

Qualifications

·         A degree in Media, Communications or Public Relations from a recognised University. An advanced degree will be added advantage.

Supervisor – Media Monitoring & Research

Responsibilities

·         Formulate the media monitoring programme for the Council and oversee its implementation
·         Supervise and train media monitors and interns and guide them to ensure strict adherence to the media monitoring principles.
·         Design and implement qualitative and quantitative monitoring tools for the assessment of the performance of Kenyan media
·         Generate reliable and timely monitoring reports and data
·         Coordinate the writing and production of the annual State of the Media Report.
·         Work closely with the Programmes Manager in the maintenance of an efficient and effective monitoring unit
·         Schedule monitoring activities and assignments in a manner that ensues adequate control and cost effectiveness in the use of materials and facilities.

Qualifications

Monitoring & Evaluation Officer

Responsibilities

·         Formulating, implementing and reviewing Planning Monitoring & Evaluation policies, strategies, programmes and guidelines;
·         Preparing and reviewing progress reports on projects and programmes in close coordination with the relevant departments;
·         Provide direction for the collection of data, establishment of databases, and assessment of policy options that facilitates decision-making with regard to performance of adopted or contemplated plans and policies;
·         Prepare information using a variety of data sources to assess performance issues, trends and monitor the implementation progress on the comprehensive plan;
·         Coordinating documentation of best practices and shared learning;

Accounts Assistant

Responsibilities

·         Support in preparation of monthly bank reconciliations;
·         Maintain custody of the office cash fund and make daily payments of approved transactions;
·         Prepare and record payment vouchers and ensure that all transactions are fully and properly documented;
·         Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment;
·         Preparing cheques based on fully approved  and reviewed documents and present for signing;
·         File all cash and bank batch vouchers and maintain voucher filing system such that files are updated, complete and safeguarded;

Front Office Administrator

Duties

·         Manage the reception area to ensure effective telephone and visitor handling to maintain professional image of the council.
·         Making appointments and reservations both internally and externally for staff in the Council
·         Receiving and assisting clients/visitors at the reception, greeting them in a courteous, warm, and professional manner Promoting a positive image of the community
·         Receiving, sorting, registering and forwarding incoming mails to the Chief Executive Officer’s Office for action.

Responsibilities

·         Transport authorized persons for official duties;
·         Drive the assigned vehicle ensuring the safety of passengers, vehicle and other road users for the transport of authorized persons;
·         Responsible for the day to day maintenance of the assigned vehicle –check oil level, water, coolant, battery, tyre, etc;
·         Responsible for the cleanliness of the vehicle including arraigning it for repair using the prevailing procedure;
·         Log official trips as per government procedure and policies including mileage, consumption, route etc.;
·         Ensure vehicle documents are current including display of insurance cover at all times observe traffic rules and regulations;

Qualifications

·         Possess a KCSE certificate C plain or its KNEC accepted equivalent

·         Have Government Trade test III;
