The Kenya Urban Roads Authority (KURA) is a State Corporation in the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works established under the Kenya Roads Act 2007 with the core mandate of managing, developing, rehabilitating and maintaining national urban road networks.

Job Summary
The Director Corporate Services will be responsible to the Director General for the functions of all the departments under the Directorate of Corporate Services in the Authority. He or she will focus on formulation of policy and development of operating standards.

Responsibilities

·         Developing and overseeing the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
·         Develop the Authority’s budget and continuously monitor and evaluate its implementation;
·         Giving oversight to the Authority’s financial affairs and advise the Authority on financial planning strategies and policies;
·         Ensuring effective and efficient management of the Authority’s Resources including Finances and Assets;
·         Ensuring the provision of meaningful, accurate and prompt management accounts and reports to the Director General and the Board;
·         Negotiating with banks and donors for appropriate support;
·         Giving oversight to the Authority’s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives;
·         Ensuring that current and future space and other facility needs are provided for;
·         Providing oversight for effective records management operations;
·         Overseeing performance management system in the Authority;
·         Participating in the development and review of the Institution’s strategic plan;
·         Ensuring compliance with labour laws, Public Financial Management Act, IPSAS and IFRS and ISO Standards;
·         Reviewing the Corporate Services business plans in line with the overall strategic objectives and government performance contract;
·         Overseeing operations of HRM, Administration, ICT and Finance & Accounting departments.

Requirements

·         Have a minimum of twelve (12) years relevant work experience and at least five (5) in a management role in the Public Service or Private Sector;
·         Have a Bachelor’s Degree in either Commerce, Accounting, Business Administration,Finance, or any other equivalent qualification from a recognized institution;
·         Have a Master’s Degree in any of the following: Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution;
·         Be a member in good standing of a relevant professional body/Institution;
·         Have a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
·         Be proficient in computer applications;
·         Fulfill the requirements of Chapter Six of the Constitution; and
·         Have demonstrated competence in work performance.


Senior Assistant Records Management Officer

An officer at this level will work in the records management unit under the supervision of the
Records Management Officer.

Responsibilities

·         Ensuring that file covers are well maintained;
·         Ensuring documents are carefully handled;
·         Ensuring pending correspondence and bring-ups are checked and appropriate action taken;
·         Ensuring mail are received, sorted, opened, and dispatched and related registers are maintained;
·         Initiating appraisal and disposal of files/documents in liaison with national archives and documentation services;
·         Ensuring security of information, documents, files and office equipment;
·         Ensuring security of files and documents; and
·         Preparing disposal schedules and disposing dead files in accordance with relevant government regulations.

Requirements

·         Have a Diploma in any of the following: Records Management, Information Management, Information Science, Library Science or any other relevant and equivalent qualifications from a recognized Institution;
·         Have a minimum of one (1) year relevant work experience in a similar position in the Public or Private Sector.
·         Be proficient in computer applications;
·         Fulfill the requirements of Chapter Six of the Constitution; and
·         Demonstrate merit and ability as reflected in work performance


Senior Assistant ICT Officer

An officer at this level will work under direct supervision of an ICT Officer.

Responsibilities

·         Developing documentation of computer programs according to instructions and specifications;
·         Installing and configuring computer systems;
·         Maintaining application systems;
·         Providing end user support and training users on effective and efficient use of ICT facilities;
·         Maintaining up to date equipment register;
·         Installing, configuring and monitoring local area network components;
·         Administering and managing users in the active directory, e-mail server and user applications;
·         Maintaining an up-to-date ICT equipment register and issuance register;
·         Updating and maintaining the authority’s website; and
·         Ensuring business continuity by performing regular data and application backups.

Requirements

·         Have a Diploma in any of the following fields: Computer Science, Information Technology or other relevant and equivalent qualifications from a recognized Institution.

·         Have a minimum of three (3) years’ relevant work experience in a similar position in the public service or in the private sector.
·         Have professional certification N+, A+ or any other equivalent qualifications
·         Be proficient in computer applications;
·         Fulfill the requirements of Chapter Six of the Constitution;
·         Show merit and ability as reflected in work performance and results.


Senior Assistant GIS Officer
Ref: KURA/S/SAGISO/18/6
JG 7 – (1 POST)
An officer at this level will work under direct supervision of the Assistant Director (Survey)-
Geoinformatics Services.

Responsibilities

·         Implementing strategies to align the geo-information business of the Authority with Geoinformation technology and overseeing GIS Operations;
·         Maintain in-house GIS application programmes;
·         Undertaking short and long term strategic planning of Geo-information systems (GIS); and
·         Conducting Geo-Information research.

Requirements

·         Have a Higher Diploma in any of the following fields: Geographic information system (GIS), Land surveying, Cartography or Photogrammetry and remote sensing or its equivalent qualification from a recognized institution;
·         Have a minimum of three (3) years relevant work experience in a similar position in the public service or in the private sector.
·         Be proficient in CAD software, ArcGIS applications.
·         Fulfill the requirements of Chapter Six of the Constitution; and
·         Show merit and ability as reflected in work performance and results.


Road Overseer

JG 9 –
2 Positions
An officer at this level will work under direct supervision of an Engineer.

Responsibilities

·         Supervising road works;
·         Collecting data used in road inventory;
·         Identifying suitable material for road works;
·         Preparing road work programmes; and
·         Managing of artisans and unskilled labour.

Requirements

·         Have Kenya Certificate of Secondary Education (KCSE) mean grade C- or an approved equivalent qualification;
·         Have a certificate in Road Overseer course lasting for a minimum period of (6 weeks) from Kenya Institute of Buildings and Highways Technology or its equivalent from a recognized institution;
·         Have proficiency in computer applications;
·         Fulfill the requirements of Chapter Six of the Constitution; and
·         Show merit and ability as reflected in work performance and results.


Driver
Ref: KURA/HRM&A/DI/18/8
JG 9
An officer at this level will work under direct supervision of the Senior Transport Officer, or assigned senior officer.

Responsibilities

·         Driving a motor vehicle as authorized;
·         Carrying out checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure and other related routine checks;
·         Detecting and reporting malfunctioning of vehicle systems;
·         Maintaining work tickets for vehicles assigned;
·         Ensuring security and safety for the vehicle on and off the road;
·         Ensuring safety of the passengers and/or goods therein; and
·         Maintaining cleanliness of the vehicle.

Requirements

·         Have minimum of Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent;
·         Have a minimum of four (4) years relevant work experience in a similar position in the public or private sector;
·         Have a valid driving license free from any current endorsement(s) for class or classes of vehicle;
·         Have passed Occupational Trade Test I/II/III for Drivers;
·         Have Defensive Driving Certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized Institution.
·         Have attended a First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
·         Have attended a Refresher Course for drivers lasting not less than one (1) week at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
·         Have a Valid Certificate of Good Conduct;
·         Have proficiency in computer applications;
·         Fulfill the requirements of Chapter Six of the Constitution; and
·         Show merit and ability as reflected in work performance and results.
