JOB GROUP ‘K’
Responsibilities
·
Duties will entail administrative roles including general office
administration, assets management and inventory. In addition, the officers will
be exposed to assignments such as: planning and maintaining security;
co-ordination and organization of County Government functions;
·
Mitigating disaster; peace building initiatives; coordinate
compilation of annual reports;
·
Coordinate performance management and overseeing implementation of
County Government development projects.
Requirements
For appointment to this grade, a candidate must have:
·
Bachelor’s Degree in any Social Science or its equivalent
qualification from a recognized Institution; and
·
Proficiency in computer applications from a recognized
institution.
Liaison Officer/ Public Communications Officer
The County Public Service Board of Isiolo invites
applications from qualified persons for the following positions on contractual
terms of service for a period of three (3) years on full time basis.
JOB GROUP ‘K’
Duties and Responsibilities
Duties and responsibilities at this level will entail gathering
information on programmes and significant events, editing stories on topical
issues in a specific sectoral area, liaising with media practitioners and the
public on issues of mutual concern, scheduling interviews with Government
officials and managing assigned projects and programmes under the guidance of the
head of the Unit.
Requirements
For appointment to this grade, an officer must:
·
a Have served in the grade of Public Communications Officer II
or in a comparable and relevant position in the Public Service for a minimum
period of three (3) years;
·
Have a post graduate diploma in any of the following disciplines,
in the case of holders of general social science degrees: mass Communication,
Communication Studies, Public Relations, Journalism, International Relations or
its equivalent and relevant qualification from a recognized
Institution/University; and
·
Possess good oral and written communication skills in both English
and Kiswahili;
·
Be proficient in Information Communication Technology including
use of internet and intranet services; and
·
Have shown merit and ability as reflected in work performance and
results.
Efficiency Monitoring Officer
The County Public Service Board of Isiolo invites applications
from qualified persons for the following positions on contractual terms of
service for a period of three (3) years on full time basis.
JOB GROUP ‘K’
Responsibilities
Duties and responsibilities will include:
·
Monitoring implementation of Government policies, programmes and
projects being undertaken in the county public sector and evaluating their
effectiveness;
·
Monitoring working environment in the county public sector with a
view to making appropriate recommendations for improvement. In addition, the
officer will be expected to prepare briefs and reports on their findings.
Requirements
For appointment to this grade, an officer must have: –
·
a Served in the grades of Economist I/Statistician I, Senior
Internal Auditor, Senior Accountant, Civil/Structural/Mechanical/Electrical
Engineer, Quantity Surveyor, Valuer II, Senior Procurement Officer, Senior
Systems Analyst/Programmer or in a comparable and relevant position for a minimum
period of three (3) years;
·
Bachelor’s Degree in any of the following fields: Economics,
Accounting, Business Administration, Finance, Computer Science, Human Resource
Management/Development, Building/Land Economics, Law, Commerce, Engineering or
their equivalent qualification from a recognized Institution; Or
·
Certified Public Accountants Part III CPA (K) Certificate or its
equivalent qualification from a recognized Institution; and
·
Demonstrated initiative and professional competence in the
relevant field.
Information Communication Technology Officer
The County Public Service Board of Isiolo invites
applications from qualified persons for the following positions on contractual
terms of service for a period of three (3) years on full time basis.
JOB GROUP ‘K’
Responsibilities
·
Duties and responsibilities at this level will include:
installation and maintenance of computer systems;
configuration of Local Area Network and Wide Area Network;
configuration of Local Area Network and Wide Area Network;
·
developing and updating application systems; and carrying out
systems analysis, design and programme specifications in liaison with
stakeholders;
·
carrying out repairs and maintenance of Information Communication
Technology equipment and associated peripherals;
·
drawing up hardware specifications for Information Communication
Technology equipment; verification, validation and certification of Information
Communication Technology equipment;
·
overseeing the process of configuration of new Information
Communication Technology equipment; and designing of standard communication
charts.
Requirements
For appointment to this grade, an officer must have:

a Served in the grade of Information Communication Technology
Officer II or in an equivalent and relevant position in the Public Service
for a minimum period of three (3) years; and

Chief Public Communications Officer
The County Public Service Board of Isiolo invites
applications from qualified persons for the following positions on contractual
terms of service for a period of three (3) years on full time basis.
JOB GROUP ‘M’
Responsibilities
Duties and responsibilities at this level will entail:

gathering information on programmes, significant events in a
specific sectoral area and the impact on stakeholders, and forwarding the same
to the Director of Public Communications Unit for dissemination;
·
assisting in the development of communications and media strategy;
·
editing stories on various topical issues before they are released
to the public and liaising with media practitioners and the public on issues of
mutual concern.
Requirements
For appointment to this grade, an officer must:
·
a Have served in the grade of Senior Public Communications Officer
or in a comparable and relevant position in the Public Service for a minimum
period of three (3) years;
·
Have a clear understanding of the working of the media and the
socio-political environment in Kenya;
·
Possess good oral and written communication skills in both English
and Kiswahili;
·
Possess advanced computer application skills; and
·
Have shown merit and ability as reflected in work performance and
results.
Protocol Officer
The County Public Service Board of Isiolo invites
applications from qualified persons for the following positions on contractual

GROUP ‘N’
Reporting to the Director of Communications, the protocol officer
will be responsible for public relations, media liaison, and protocol services
in the Governor’s Office.
Responsibilities
·
Handling all aspects of visits, conferences, tours and social
functions initiated within the office of the Governor
·
Arranging travel for the governor including scheduling travel,
preparing trip folders, arranging bulletins, and preparing itinerary
·
Scheduling events, determining need for audiovisual equipment,
gathering of biographies and guest information, preparing agendas, and setting
up locations
·
Assist in the development of media plans, distributing and
following up on media releases, booking interviews and liaising with the media
·
Drafts routine official and social correspondence related to protocol
and events
·
Provides support to the Director of Communication when needed.
·
Any other duties as may be assigned by Director of Communications
Requirements
·
Be holder of a bachelors degree in any of the following
disciplines; Mass Communication, Journalism, Public Relations, Corporate
communications or related qualifications from a University recognized in Kenya
·
Diploma holders with relevant work experience will be considered
·
Relevant progressive work experience of not less than 3 years
·
Must have a very good working knowledge of the general etiquette
and social standards
·
Excellent written and oral communication skills
·
Satisfy the requirements of chapter six of the Constitution of
Kenya 2010
·

Director of Information and Public Communications
The County Public Service Board of Isiolo invites

terms of service for a period of three (3) years on full time basis.
Responsibilities
The Director will be responsible to the Chief Officer Public
Service Management for the formulation, implementation and co-ordination of
Information and Public Communication policies, strategies, programmes and
significant events in the Public Service.
Specific duties and responsibilities will involve: advising on
Information and Public Communications issues; monitoring information and public
communications policies and programs and reviewing them as appropriate;
preparing information and public communications reports/briefs; and ensuring
professional ethics and consistency in information gathering and dissemination

For appointment to this grade, an officer must:

Have served in the grade of Deputy Director of Information/Public
Communications or in a comparable and relevant position in the Public Service
for a minimum period of three (3) years;
·
Have a Master’s degree in any of the following disciplines: Mass
Communication, Communication Studies, Information Sciences, Public Relations,
Journalism, International Relations, Social Sciences or any other approved
equivalent qualifications from a recognized institution;
·
Possess strong leadership skills;
·
Possess excellent oral and written communication skills in both
English and Kiswahili;
·
Be of high integrity, motivated and a team player with ability to
strategically think, plan and implement information and public communication
programmes;
·
Possess advanced computer application skills;
·
Have a clear understanding of National Development Goals, Policies
and Programmes, vision 2030, Sustainable Development Goals and the ability to
translate the role of Information and Public Communications towards realization
of the same; and

Director of Efficiency Monitoring
The County Public Service Board of Isiolo invites
applications from qualified persons for the following positions on contractual
terms of service for a period of three (3) years on full time basis.
JOB GROUP ‘R’
Responsibilities
The Director will be responsible to the chief officer Public
Service management for the overall management of the Efficient Monitoring Unit.
Specific duties and responsibilities will include: – promoting management
accountability in the Public Service and assessing implementation of Government
policies, programmes and projects and proposing appropriate recommendations. In
addition, the officer will coordinate human resource planning and development
in the Unit.
Requirements
For appointment to this grade, an officer must have: –

Served in the grade of Senior Deputy Director of Efficiency
Monitoring or in a comparable and relevant position for a minimum period of
three (3)years;
·
Master’s degree in any of the following fields: Economics,
Accounting, Business Administration, Management, Finance, Computer Science,
Human Resource Management/Development, Valuation, Construction Management,
Engineering, Supplies Management, Law or any other relevant qualification from
a recognized Institution;
·
Demonstrated outstanding professional and managerial competence;
and
·
A clear understanding of government goals and strategies and be
able to integrate them within the overall National development goals.
