Job Purpose
The job holder is responsible for coordinating human resource planning and recruitment activities to ensure optimal staff availability in the Authority.
Employment Terms: Permanent
Reports to: General Manager, Human Resource Development

Responsibilities:

·         Implements HR policies, strategies, procedures and standards to ensure compliance with HR Strategy and Corporate Human Resource Planning and Recruitment.
·         Develops and analyses corporate manpower plans and supports line managers in forecasting manpower requirements through manpower demands and supply forecast plans that meet human resource requirements and ensures head count compliance.
·         Implements Human Resource Plans to bridge staffing gaps and deal with surplus capacity through co-ordination of recruitment, selection and placement of staff as per the approved organizational structure.
·         Evaluates manpower proposals and requirements from Functions and Stations and recommends appropriate manpower levels.
·         Carries out organizational staff surveys, job analysis and work studies to optimize prevailing manpower levels.
·         Reviews work methods/ processes and redesigns jobs to enhance efficiency and productivity while advising line Functions on queries related to manpower planning, job grading and organization of functions.
·         Reviews Corporate Organization structures and Functional set ups to ensure they effectively respond to new business needs.
·         Ensures accurate employee information in Human Resource Information System (HRIS) for efficiency and effectiveness of HR decisions and service delivery.
·         Supports line managers in the development and review of Job Descriptions to create clarity for efficient and effective job performance and improvements
·         Ensures accurate implementation of the staff benefit schemes for accuracy of payments.

Qualifications

·         Relevant Bachelor’s degree
·         Master’s level Qualification is desirable
·         Relevant professional Qualifications

Job Purpose
The job holder is responsible for managing procurement of works, goods and services and ensuring that Inventory Control, Asset and Stores management and Distribution are carried out in accordance with the provision of Public Procurement & Asset Disposal Act (PPADA) 2015.

Reports to: Airport Manager, Moi International Airport (MIA)

Responsibilities:

·         Provides leadership and supervision to procurement staff to ensure user requirements (works, goods and services) are procured within the budget and procurement plan.
·         Ensures preparation, dispatch, opening, analysis and issuance of professional opinion on quotations as per the threshold set out in the Public Procurement & Asset Disposal Act 2015.
·         Ensures Warehouse stocks are replenished periodically as per user requirements and on re-order levels to avoid stock outs.
·         Provides updated list on stores that are in obsolesces state that requires phasing out and those already obsolete for disposal.
·         Prepares, coordinates and facilitates implementation of annual procurement plans
·         Monitors supplier performance to ensure they deliver within the required period of time.
·         Liaises with users to prepare framework contracts on items required for the year and preparation of quotations documents.
·         Ensures performance measures are designed to evaluate performance against the strategic plan;
·         Facilitates training on procurement regulations as per the training needs.

Manager, Engineering Projects

Job Purpose
The job holder provides leadership for engineering projects, manages donor funded projects and co-ordinates activities under the consultancy and construction contracts to meet project implementation targets.

Reports to: General Manager, Projects & Engineering Services

Responsibilities

·         Reviews and approves project designs, specifications and construction plans to meet the Authority’s requirements, National and International regulatory requirements.
·         Undertakes project supervision to ensure compliance with specifications and conditions of contract as set out in the contract agreement.
·         Liaises with consultants, contractors and stakeholders to ensure efficient and effective performance of project works with minimum interference in airport operations.
·         Follows up with donor, government departments and other relevant bodies to ensure necessary external project approvals are obtained on time.
·         Monitors consultants and contractors to ensure all inspections, commissioning tests are carried out to confirm quality of completed works.
·         Monitors quality assurance measures to ensure they are followed by the contractor and the consultant for compliance with set standards of the works.
·         Monitors project budget utilization in liaison with finance to ensure adequate provision during the project cycle
·         Provides leadership to the project management team and the other project stakeholders directly involved.
·         Prepares periodic and ad-hoc project reports to ensure adherence to set project milestones.
·         Ensures good maintenance and improvement of KAA Quality Management System (QMS) and Safety Management Systems (SMS)

Responsibilities

·         Develops and implements Customer Service Plans in accordance with National and International set world class service delivery standards in line with the Authority’s Corporate Strategy.
·         Ensures that service delivery by the Authority’s frontline staff meets set standards and exceeds customer expectations
·         Develops service delivery standards and Service Level Agreements (SLA’s) for third party service providers to ensure world class airport experience.
·         Ensures implementation and achievement of airport cleanliness and house keeping plan as well as maintenance of the landscaping at all times.
·         Ensures efficient facilitation of VIPs and other passengers.
·         Ensures that passengers and other customers get accurate/relevant information at all times.

General Manager, Projects & Engineering Services

Job Purpose
The job holder is responsible for planning, development and maintenance of sustainable infrastructure in airports and airstrips.
Employment Terms: Contract
Reports to: Managing Director/CEO

Responsibilities

·         Ensures performance measures are designed to evaluate performance against the strategic plan
·         Plays a senior leadership role in bringing the Authority’s internal community along to support the outputs delivered by developing effective and strategic relationships
·         Develops and reviews Airports Master Plans in order to accommodate traffic growth and changing business trends.
·         Carries out project feasibility studies and recommends to management on the projects viability and prioritization
·         Responsible for planning, development, implementation and maintenance of infrastructure projects
·         Ensures infrastructure and facilities are maintained to meet safety, security and customer needs.
·         Prepares status reports on engineering infrastructure and facilities and action plans to sustain / upgrade facilities
·         Liaises with Legal Department on land use planning and contract preparation on various contracts.
·         Prepares and maintains project status, completion reports and projects post construction supervision services
·         Ensures good maintenance and improvement of KAA Quality Management System (QMS)
·         Any other role as may be assigned and/or designed.

Qualifications

·         Relevant Technical Bachelor’s degree
·         Master’s level Qualification is desirable
·         Relevant professional Project Management Qualifications
·         Minimum Twelve (12) years relevant work experience with four (4) years in a Senior Management position
·         Membership with relevant professional body at professional level qualification
·         Experience working with or interacting with a Board
