County Public Service Board Secretary

The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
Terms: Six (6) Years
Contract (Non-Renewable)
The Secretary, County Public Service Board will be responsible to the Board for the following:

Responsibilities:

·         Day to day administration of the functions of the Board;
·         Implementation of the decisions of the Board;
·         The formation and development of an efficient administration;
·         Organization, control and management of staff;
·         Ensuring staff compliance with public service values, principles and ethics;
·         Maintenance of accurate records on financial matters and resource use;
·         The accounting officer of the Board;
·         Head of the secretariat;
·         Ensuring the drawing up and approval of the required budget; and
·         Performing any other duties as may from time to time be assigned by the Board and any other written law

Requirements

·         Be a Kenyan citizen.
·         Be in possession of a first degree from a University recognized in Kenya.
·         A Master’s degree will be an added advantage.
·         Have a working experience of not less than five years.
·         Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
·         Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
·         Not hold a Public or State Office.
·         Be aCertified Public Secretary of good professional standing.
·         Be visionary and strategic thinker.
·         Have capacity to work under pressure to meet strict deadlines.
·         Be a team player.

Tourism Director
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
J/G ‘R’ (1 POST)

Responsibilities

·         Coordinate the implementation of tourism policies, strategies, programmes and projects;
·         Technical advisor on matters pertaining to tourism;
·         Coordinate the implementation and review of county tourism policies and the county tourism strategies;
·         Facilitation of the county’s membership and participation in tourism related international organizations;
·         Overall management in matters related to marketing, planning and regulation of tourism in the county;
·         Overall coordinator in relation to niche tourism development in the county;
·         Promotion of domestic tourism in the county;
·         Plan, direct, supervise and performance management of all employees under his/her supervision;
·         Oversee the use, maintenance and inventory of equipment and facilities used in the directorate of tourism;
·         Undertaking tourism research and maintaining a depository of all data and information on tourism and tourism industry players within Kisii County;
·         Maintain necessary linkages between the directorate and other stakeholders.

Requirements

·         Be a Kenyan Citizen
·         Have a bachelor’s degree in Tourism or its equivalent from a recognized institution.
·         A master’s degree in Tourism will be an added advantage.
·         Have relevant experience of not less than seven (7) years in the public service or the private sector.
·         Demonstrate a high degree of professional and technical competence as reflected in work performance & results.
·         Demonstrate a thorough understanding of devolution, county development objectives and Vision 2030.
·         Be conversant with policy formulation and implementation.
·         Have knowledge of Tourism and Wildlife legislation.
·         Be a strategic thinker and result oriented.
·         Have good leadership and communication skills.

Principal Superintending Engineer
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
J/G ‘Q’ (1 POST)

Responsibilities

·         Assist in development, implementation and evaluation of the relevant division strategic plans, programs and projects in collaboration with other departments and stakeholders.
·         Assist Planning and supervision of the relevant division’s programs and activities.
·         Assist organization, direction, control and the co-ordination of the tasks of the division.
·         Help in interpreting and applying national and county laws and other related statutes in the relevant division in line with the county goals and objectives.
·         Assist in developing appropriate county departmental policies, legal and institutional frameworks for the implementation of the mandate of the division.
·         Assist in handling administrative, human resource and asset management issues.
·         Assist in preparation of annual work plans and financial budgets.
·         Ensuring strict compliance with all financial, budgetary and procurement procedures.
·         Co-ordination of production, documentation and dissemination of the relevant division’s information.
·         Provide advice and guidance in recruiting, hiring and staff development.

Requirements

·         Be a Kenyan Citizen.
·         A holder of BSc. Mechanical Engineering from a university recognized in Kenya.

·         A Master’s degree in the relevant field will be an added advantage.
·         Be registered by Engineers Registration Board of Kenya.
·         Possess current valid practicing License from the Engineers Registration Board of Kenya.
·         Corporate membership with the Institute of Engineers of Kenya.
·         Have relevant experience of not less than seven (7) years in the public service or the private sector.
·         Demonstrate a high degree of professional and technical competence as reflected in work performance & results.
·         Demonstrate a thorough understanding of devolution, county development objectives and Vision 2030.
·         Be conversant with policy formulation and implementation.

·         Proficiency in computer applications and computer aided designs (AutoCAD).

Senior Superintending Engineer
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
J/G ‘N’ (2 POSTS)

Responsibilities

·         Carry out technical activities related to mechanical engineering.
·         Design & implement strategies for continuous operational efficiency and sustainability of mechanical systems.
·         Supervise projects implementation progress, monitoring and evaluation.
·         Ensure design, construction and maintenance standards are adhered to and maintained.
·         Ensure effective integration of activities and timely delivery of services.
·         Preparation of work plans.
·         Ensuring the various mechanical equipment are in good working condition and well maintained.
·         Prepare regular and periodic reports.

Requirements

·         Be a Kenyan citizen.
·         A Bachelor’s Degree in Mechanical Engineering.
·         Must have worked for a minimum of four (4) years’ experience in Mechanical Engineering.
·         Must be a registered with the relevant Engineers Board.
·         Must have practiced in Mechanical Engineering for 5 years.
·         Ability to co-ordinate activities and deliver as per given schedules.
·         Proficiency in computer applications and computer aided designs (AutoCAD).
·         Good Communication and Interpersonal skills.

Mechanical Supervisor
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
J/G ‘J/K/L’ (1 POST)

Responsibilities

·         In charge of the County Workshop and supervision of the mechanical staff.
·         Supervision of inspections and repairs of county fleets and plants.
·         Preparation of specification of fleets and plants.
·         Any other duties as may be assigned from time to time.

Requirements

·         Be a Kenyan citizen.
·         Holder of Diploma in mechanical engineering or automotive from an institution recognized in Kenya.
·         A Bachelor’s degree in the relevant field will be an added advantage.
·         Must have supervised a garage, metal shop or a welding shop/workshop.
·         Must have an experience of two years as supervisor.
·         Be knowledgeable on metal fabrication, designing of metals or draftsmanship.

Principal Superintendent Architect
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
J/G ‘Q’ (1 POST)

Responsibilities

·         Providing architectural drawings.
·         Developing objectives, requirements and budget of a project
·         Preparing and presenting feasibility reports and design proposals to clients
·         Advising the client on the practicality of their project
·         Writing and presenting reports, proposals, applications and contracts
·         Assisting in project planning and management by coordinating the work of contractors
·         Producing detailed workings, drawings and specifications
·         Specifying the nature and quality of materials required
·         Preparing tender applications and presentations
·         Drawing up tender documents for contracts
·         Negotiating with contractors and other professionals
·         Preparing applications for planning and building control departments
·         Controlling a project from start to finish and ensure timely finish and proper utilization of project budget.
·         Regularly visit site to check on progress of projects to avert problems and issues that arise during construction.
·         Ensuring that the environmental impact of the project is managed

Requirements

·         Be a Kenyan citizen.
·         Possess Bachelor’s Degree in Architecture/Building Economics and Management/Building Construction or its equivalent from a recognized institution in Kenya.
·         Must be registered with Architectural Association of Kenya.
·         Have an experience of not less than three years in Architects works.
·         Show administrative ability, wide knowledge and Experience in preparation of Bills of Quantities and drawings.
·         Have proficiency in computer applications for preparation of Bills of Quantities and drawings (EXCEL, ARCHICAD, AUTOCAD)

Inspector Building
The Kisii County Government wishes to recruit competent and qualified persons to fill the following vacant positions pursuant to Article 235 of the Constitution of Kenya, 2010 and Section 63 of the County Government Act, 2012.
J/G ‘J/K/L’

Responsibilities

·         Interpretation of Architectural and Engineering drawings;
·         Checking minor repairs and alterations of existing buildings;
·         Assisting in planning and supervision of building projects;
·         Preparation of Bill of Quantities for building projects;
·         Assisting in preparation of monthly physical progress report of individual projects;
·         Preparation of cost estimates and schedule of materials for buildings projects;
·         Preparation of simple building designs/drawings;
·         Inspection of ongoing works.

Requirements

·         Be a Kenyan Citizen
·         Have a Diploma in Architecture/Building Economics and Management/Building Construction/ Civil Engineering or its equivalent from a recognized institution.
·         Must be registered with Architectural Association of Kenya.
·         Show administrative ability, wide knowledge and Experience in preparation of Bills of Quantities and drawings
·         Have proficiency in computer applications for preparation of Bills of Quantities and drawings (EXCEL, ARCHICAD, AUTOCAD)
·         Good communication and interpersonal skills
