ICT Manager

Descriptions

The Manager ICT is the Head of ICT unit answerable to Director General and is responsible for:-
·         Advise the Agency on ICT standards, systems and other related matters.
·         Developing mechanisms and linkages for accessing modern technological information for application in the water towers;

·         Ensuring implementation, monitoring and evaluation of ICT policies and strategies;
·         Establishing strategy on information sharing on conservation initiatives (rehabilitation, restoration and management activities).
·         Carrying out system analysis, design & program specifications in liaison with the users;
·         Ensure development, implementation & maintenance of systems;
·         Ensure adherence to established ICT standards;
·         Ensure installation certification, carry out repair & maintenance of all ICT equipment & associated peripherals;
·         Recommend and manage hardware/software specifications for ICT equipment;
·         Verification, validation and certification of ICT equipment;
·         Designing appropriate database for the Kenya water towers;
·         Interpretation of national and international ICT policies, guidelines and regulations;
·         Ensure user support including staff training;
·         Ensure availability, security, confidentiality and integrity of Information & ICT infrastructure;
·         Designing secure retrieval systems; and
·         Schedule preventive maintenance of all ICT equipment in the Agency.

Specifications

For appointment to this grade, a candidate must have:-
·         A Master’s Degree in Computer Science/Information Science or any other related and equivalent qualifications from recognized Institution;
·         Bachelor’s Degree in Computer Science
·         MCSE or at a minimum Certification in either network/system administration or its equivalence from a recognized institution from a recognized body.
·         Served for a minimum period of six (6) years three(3)of which must be at a senior management level;
·         Membership to an IT professional body;
·         Other IT professional qualifications will be an added advantage;
·         Attended a Management course lasting not less than four(4) weeks;
·         Demonstrated professional competence in systems analysis, design, programmes specification,;
·         Communication skills and ability to train and supervise staff;
·         Demonstrate a clear understanding of the Kenya Vision 2030 and related development goals;
·         Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity;


Corporation Secretary
KWT 4 (1 POST)

Descriptions

The Corporation Secretary will be answerable administratively to the Director General and functionally to the Board of Directors and will be responsible for:-
·         Providing guidance to the Board on their duties and responsibilities and on matters of governance;
·         (ii) Assist the Board in carrying out the following functions;
1.   Board Induction and training;
2.   Updating the Board and Committee Charters;
3.   Preparation of Board work plans;
4.   Board Evaluation;
5.   Governance Audit;
·         Implementation of code of conduct and ethics;
·         Ensure the timely preparation and circulation of Board and Committee Papers
·         Ensure the timely circulation of Board and Committee minutes;
·         Be the legal custodian of the seal of the Organization, legal documents, Board and Board Committee minutes;
·         Maintain and update a register of conflict of interest;
·         Ensure the Board Members are aware of all relevant laws affecting the organization;
·         Facilitate effective communication between the organization and stakeholders;
·         Ensure the annual returns are promptly filled and returned to the relevant authorities;
·         Except in exceptional circumstances, ensure the Board and Committee papers are circulated in time.
·         Lead, oversee and coordinate the delivery of effective Board secretarial, legal, property management, insurance services to the company;
·         Provide legal advisory services to all areas of the agency with regard to commercial contracts, disputes resolution, compliance, procurement, securities, regulatory and employment issues, along with other areas of potential risk to the agency; exercise independent legal judgment, provide direct legal advice, environment, tax, real estate,
·         Establish efficient and effective insurance policies to protect KWTA assets and earnings at the least cost possible;
·         Ensure all company contracts and agreements safeguard KWTA interest and protect the Company from contractual risks;
·         Prepare briefs for the Executive management meeting and Board papers on policy proposals for presentation to the Parliament through the Ministry; and
·         Coach, mentor, and develop talent to ensure excellent delivery and performance.

Specifications

For appointment to this grade a candidate must:-
·         Master’s Degree in Business Administration or Law (LLM); from a recognized institution;
·         Bachelor’s Degree in Law (LLB);
·         Diploma in Legal Studies (Kenya School of Law);
·         Certified Public Secretary of Kenya (CPSK);
·         An advocate of the High Court of Kenya;
·         A Member of the Law Society of Kenya (LSK) with a current practicing certificate;
·         Have attended a management course lasting not less than four (4) weeks;
·         Have at least six (6) years relevant work experience, three (3) of which must be at a senior management position;
·         Have professional, Management and administrative skills;
·         Demonstrate a clear understanding of the Kenya Vision 2030 and related development goals; and
·         Be computer literate;
·         Excellent leadership competencies including analytical skills, excellent organization and coordination skills and ability to make difficult decisions;
·         Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity.


Manager Corporate Communications
KWT 4 ONE (1) POST

Descriptions

The Manager, Corporate Communication will be the Head of the unit and will be answerable to the Director General. The officer will be responsible for:-

·         Providing counsel and oversight for the corporate Image, reputation & communication management for the Agency
·         Development and implementation of the public relations and communication strategy for the Agency.
·         Development and management of the Corporate brand identity strategy and management for the Agency.
·         Development and management of the Agency’s media strategy (offline and online) to enhance communication and awareness on the Organization’s activities and programs;
·         Developing a comprehensive stakeholder relations strategy for employees, relevant government departments, partner organisations and the general public.
·         Developing policies on public relations/communication for the Agency
·         Rolling out programs for building and promoting the Agency’s internal and external image;
·         Verifying/ authenticating, editing and dispatching information for dissemination to the public and the media;
·         Management of publications including development and production of the Agency’s magazine;
·         Liaising with media in a proactive manner to highlight the Agency’s roles in the water/environmental sector
·         Media monitoring for print, electronic and social media news pertaining to the organization, identifying areas that need the Board’s attention and alerting the Director General for appropriate action;
·         Ensuring preparation of media supplements and documentaries, press release/media features.
·         Mentoring and coaching staff under him/her

Specifications

For appointment to this grade, a candidate must:-
·         Have a Master’s degree from a reputable institution in Communication or Public Relations,
·         Bachelor’s Degree in Communication/Public Relations/International Relations or in any other related field;
·         Post graduate diploma in Communication and/or Public Relations is an added advantage;
·         Have at least six years (6) relevant work experience three (3) of which must be at a senior management level;
·         Demonstrate communication and leadership skills
·         Demonstrate understanding of international treaties and conventions on natural resource management;
·         Demonstrate a clear understanding of the Kenya Water Agency Strategic Plan, the Kenya Vision 2030 and related National developmental goals;
·         Have attended a management course lasting not less than four (4) weeks;
·         Have relevant computer applications skills
·         Be Member of Public Relations Society of Kenya (PRSK) or any other relevant body;
·         Demonstrate professional, excellent organizational, managerial and administrative skills;
·         Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity;


Assistant Director Governance
KWT 4: ONE (1) POST

Descriptions

An Officer in this grade will be reporting to Deputy Director- Protection, Conservation and Rehabilitation and will be responsible for:-
·         Coordination of security of the water towers for ecosystem governance and protection;
·         Resolving conflicts of various actors within the water towers under jurisdiction;
·         Coordinating gazettement of catchment lands;
·         Preparation of quarterly and annual status reports;
·         Overseeing zonation, recovery and rehabilitation of critical water catchment areas and biodiversity hotspots;
·         Providing guidelines on condition of use, control and recovery of encroached catchment areas;
·         Formulating management standards for sustainable use in water towers;
·         Mentoring and coaching of officers under him/her.

Specifications

For appointment to this grade a candidate must:-
·         Have a Master’s degree in Public Administration, Public Policy , Conflict Resolution or in any other related field;
·         Be in possession of a Bachelor’s degree in any of the following fields:- Natural Resource Management, Environmental Science, Public Administration, Social Science or any other related field;
·         Para military training is mandatory;
·         Have attended a management course lasting not less than four (4) weeks;
·         Have at least six years (6) relevant work experience three (3) of which must be at a senior management level;
·         Have relevant computer applications skills;
·         Demonstrate communication and leadership skills;
·         Demonstrate understanding of international treaties and conventions on natural resource management;
·         Demonstrate a clear understanding of the Kenya Water Agency Strategic Plan, the Kenya Vision 2030 and related National development goals;
·         Have at least six (6) years relevant work experience, three (3) of which must be at a senior management position;
·         Postgraduate studies in Environmental Management is an added advantage;
·         Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity.


Manager Finance & Accounts
KWT 4: ONE (1) POST

Descriptions

The Manager Finance and Accounts is responsible to the Director, Corporate Services and is the Head of Finance and Accounts Department. The key responsibilities of this position include but not limited to the following:
·         Developing and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
·         Develop the Agency’s budget and continuously monitor and evaluate its implementation;
·         Giving oversight to the Agency’s financial affairs and advise the Agency on financial planning strategies and policies;
·         Ensuring effective and efficient management of the Agency’s resources including finances and other assets and liabilities;
·         Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Director General and the Board;
·         Negotiating with banks, donors and development partners for appropriate support;
·         Participating in the development and review of the Corporation strategic plan;
·         Ensuring compliance with Public Financial Management Act, IPSAS and IFRS and ISO Standards and other legal and regulatory policies;
·         Reviewing the financial plans in line with the overall strategic objectives and government performance contract;
·         Construct and monitor reliable internal control systems;
·         Understand and mitigate key elements of the corporation financial risk profile;
·         Overseeing the operations of Finance & Accounting divisions.

Specifications

For appointment to this grade a candidate must:-
·         Master’s Degree in any of the following: Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution;
·         Bachelor’s Degree in either Commerce, Accounting, Business Administration, Finance, or any other equivalent qualification from a recognized institution;
·         Certified Public Accountant (CPA,K) or its equivalent
·         Have attended a management course lasting not less than four (4) weeks
·         A Minimum of six (6) years relevant work experience and at least three (3) in a senior
·         management role in the Public Service;
·         Membership and in good standing of a relevant professional body/Institution;
·         Proficiency in computer applications with emphasis on Financial Management Information Systems;
·         Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity.
