ABOUT FAIRTRADE AFRICA: Fairtrade Africa (FTA) is the umbrella network organisation representing Fairtrade certified producers and workers in Africa. It has four (4) regional networks – Eastern & Central Africa; Southern Africa; Western Africa; and the Middle East and North Africa.
Established in 2005, FTA aims to effectively represent producers and workers within the International Fairtrade system and provide services to them that contribute to the improvement of their livelihoods.
The FTA Board directs policy and strategic development of the organisation.
BACKGROUND: To effectively tackle child labor in ASM communities, a partnership was created between NGOs that are experts in addressing child labor and responsible mining (Hivos/Stop Child Labour (SCL), UNICEF, Fairtrade and Solidaridad) and two sustainable frontrunners in the electronics industry – Fairphone and Royal Philips.
The parties agreed to join forces and implement a two years program, known as the Anti Child Labour (ACL) programme, with the aim of tackling child labor in Uganda by working closely with mining communities and connecting more responsible gold to the electronics industry supply chains, starting by the ones of Philips and Fairphone.
The reasoning underlying the goals of the consortium is that if ASM communities are more aware of the negative impact of child labor and support children receiving good quality education, and if ASM miners can generate sustainable income with safe and efficient mining practices, and if supply chain actors provide market access for responsibly mined ASM gold in their supply chain, then child labor in ASM communities in Busia, Uganda, will be reduced.
During the collaboration, activities of the parties will aim to:
·         Prevent and reduce all forms of child labor through the implementation of Child Labour Free Zones, involving all stakeholders within the area, including teachers, parents, children, unions, community groups, local authorities and employers
·         Increase economic prosperity in designated mining areas through access to improved mining equipment and capacity-building trainings
·         Provide long-term, sustainable access to international markets by piloting a scalable export model, linking the verified small-scale mined gold to off takers connected to the electronics industry
·         Monitor, evaluate and share results to expand impact and provide opportunities to replicate best practices across other supply chains and industries
By taking a multi-pronged approach which encourages behavioural change, the collaboration aims to contribute to the vision of economically prosperous and child-free mining communities within the next 5 years.
In working towards these result areas, the Anti child labour programme project will also build on Fairtrade’s extensive experience of working with small-scale mine sites in East Africa.
It will leverage tools and approaches developed within Fairtrade’s 4-year IMPACT Project (Investment in Miners Potential through Access to Capital and Transparent Markets) which is reaching ASMOs in Uganda, Tanzania and Kenya.
In particular, it will adopt the IMPACT Investment Facility criteria for small-scale mine sites to access low-interest finance for enhancing their mine operations.
PURPOSE OF THE PROJECT OFFICER
The Project Officer will be the Local Liaison for the implementation the ACL Programme and IMPACT Projects (herein referred to as ‘The Projects’).
This will entail mainly:
·         Coordinating the implementation of the Projects’ activities in close cooperation with all local implementing partners in Uganda.
·         Continuously monitor progress of the Projects in Uganda.
·         Spearheading implementation of FTA outputs in the IMPACT Project.
KEY RESPONSIBILITIES:
·         Overall programme coordination for the projects (ACL Programme and Fairtrade’s IMPACT Projects) in Uganda based on a joint country programme and workplan.
·         The co-development and constant review of the local implementation strategy with the Project Managers of the IMPACT Project and ACL Projects in Uganda.
·         Development of annual work plans, in close cooperation with the Project Manager(s) and respective Program Team(s), the facilitation and coordination of programme development, country alliance communication and certain external relations pertinent to the Projects.
·         Monitoring the implementation of the project plan and activities at field level with diverse stakeholders, both local and international.
·         The coordination of local activities of different parties involved in the Projects and communication between the local partners.
·         Supporting the in-country programme team to deliver optimal results and flagging areas where more action is needed.
(Co)-organisation of in-country workshops, planning and review meetings with implementing partners and assisting in the reporting.
·         Facilitation of shared learning and joint initiatives with regard to programme implementation and PME activities at country level.
·         Establish and maintain stakeholder relations, including relations with the government departments in all tiers (local and administrative) as well as key CSO’s and development agencies / networks to enhance stakeholder engagement in the project.
·         Regular follow up and visits to local program sites and engagement with community/local organizations and stakeholders for larger impact of the project.
·         Project representative at local level and Fairtrade’s liaison for the Gold category in Uganda.
·         Assist with context sensitive training materials on formalisation and responsible mining to Local Partners and ASMOs.
·         Support in the roll out of ASMO Assessments and ASMO Improvement Plans in Fairtrade’s IMPACT Project.
·         Travel in Uganda and occasionally internationally will be required.
EXPERIENCE / SKILLS AND COMPETENCE:
Experience
·         Graduate level degree with at least 3 years relevant work experience.
·         Experience in social development, working with Community Groups/ Rural Enterprises.
·         Experience with Artisanal and Small-scale Miners or in Child Protection programmes will be an advantage.
·         Experience working with consortia of project partners and proven record of bringing multi-stakeholder projects successfully to an end.
·         Knowledge or experience in sustainability standards such as Fairtrade can be desirable.
Skills
·         Excellent written and spoken English and working knowledge of Swahili/ Luganda.
·         A proven track record in Project Management (report writing, programme planning, etc.)
·         Strong administrative and planning skills.
·         Community engagement, alliance building, negotiation and mobilisation skills

·         Microsoft Office computer skills.

BACKGROUND: Fairtrade Africa (FTA), Fairtrade Foundation (FTF), The Dragonfly Initiative (TDI), National Council of Churches of Kenya (NCCK) and GROOTs Kenya have been funded by the European Partnership for Responsible Minerals (EPRM) to implement a 3 year project (Jan 2018 – Dec 2020) known as, The Responsible Kenyan Gold Project, whose aim is to create better social and economic conditions for artisanal and small-scale gold miners in the counties of Kakamega and Migori in Kenya.
The project explores the developmental opportunity of the Artisanal and Small Scale Mining Sector in Kenya, as presented by the Kenya Mining Act 2016, which includes provision for the formal and legal operation of small-scale mining sites.
Working in close collaboration with other stakeholders at National and County Levels, the Project will contribute towards the following result areas:
1. Improving access to finance for Artisanal and Small-Scale Mining Organisations (ASMOs); Build the business case for viable small-scale mining operations, supporting targeted ASMOs to become investment ready and access third party investment finance to improve their mining operations.
2. Improving productive and responsible mining practices in Artisanal and Small-Scale Mining Organisations (ASMOs); Support ASMOs to acquire clean and mechanised processing technology to reduce their reliance on mercury and to increase their productive output. In parallel, work with ASMOs to increase the adoption of responsible mining practices – in line with OECD Due Diligence guidelines and Fairtrade standards.
3. Identifying routes for exporting responsibly mined gold from ASMOs; and Explore the viability of aggregating and exporting responsibly mined ASM gold into regional and international markets, in collaboration with a wide range of value chain actors (exporters, refiners, off-takers) as well as the Kenya Ministry of Mining, and other government entities. This work will generate a “manifesto for action” for supply chain and government actors to jointly commit to.
4. Sharing and scaling project learnings with government actors and EPRM members for development of the ASM sector. Share and disseminate project learnings with EPRM members and government entities to encourage support for uptake of responsible mining practices by Kenyan ASMOs and within Integrated County Development Plans and through private sector investment.

PURPOSE OF THE PROJECT OFFICER
The main purpose of the Project Officer is to support the delivery of project activities by implementing partners towards the specified objectives, ensuring financial and reporting information is in line with the expectations of the funder and that activities are delivered in a
timely and coordinated fashion.
The Project Officer will take lead in implementation of FTA outputs in the Responsible Kenyan Gold project and act as FTAs contact with project sites and other relevant stakeholders.
KEY RESPONSIBILITIES:
·         Support implementing Partners to ensure the delivery of the project activities is in line with project timelines and funder expectations.
·         Regularly project monitoring in Kakamega and Migori Counties to maintain engagement with miners and project Partners.
·         Support in the roll out of ASMO Assessments and ASMO Improvement Plans using IMPACT Investment Facility and Fairtrade standards criterion.
·         Assistance with context sensitive training materials on formalisation and responsible mining to Local Partners and ASMOs.
·         Through structured contact points ensuring knowledge sharing among project partners to track progress, capture learnings and ensure that project activities remain relevant and effective Organising internal and external project meetings, including annual meetings of key project stakeholders.
·         Participate in National and County Level Implementation Committees which aim to increase the visibility of ASM issues and the inclusion of miners in key policy spheres.
·         Collaborating with the Fairtrade Foundation to manage the overall project budget and to compile regular narrative and financial reports to the EPRM, and to disseminate relevant project updates to a wide range of national and international stakeholders
·         Secondary support for fundraising to scale Fairtrade’s work with miners in East Africa
Occasional travel in Uganda, Tanzania and Kenya may be required.
EXPERIENCE / SKILLS AND COMPETENCE:
Experience
·         Graduate level degree with at least 3 years relevant work experience or a diploma graduate with at least 5 years relevant work experience respectively.
·         Experience in social development, working with Community Groups/ Rural Enterprises.
·         Knowledge or experience with artisanal and smallscale mining communities will be an advantage.
·         Experience in designing or deploying training programmes for Community Groups/ Rural Enterprises.
·         Experience in community mobilisation and advocacy.
·         Knowledge of Kenya’s mining policy and regulatory framework. Knowledge of Regional/ International developments in the ASM sector will be an advantage.
·         Knowledge or experience in sustainability standards such as Fairtrade can be desirable.
Skills
·         Excellent written and spoken English and working knowledge of Swahili.
·         A proven track record in Project Management (report writing, programme planning, etc.)
·         Community engagement, alliance building, negotiation and mobilisation skills
·         Strong administrative and planning skills.
·         Microsoft Office computer skills.
