The National Authority for the
Campaign Against Alcohol and Drug Abuse (NACADA) was established vide an Act of
Parliament in July 2012, and mandated to coordinate a multi-sectoral effort
aimed at preventing, controlling and mitigating the impact of alcohol and drug
abuse in Kenya.
Job Description and Responsibilities
NACADA wishes to recruit a dynamic,
result-oriented and self-driven Kenyan citizen to fill the following vacant
position:
Job title: Chief
Executive Officer

a) Principal Accounting Officer of
the Authority;
b) Providing strategic leadership to
the Authority and ensuring proper day to day management of the Authority;
c) Facilitate the development and
implementation of the Authority’s strategic plan;
d) Overseeing proper financial
management in the Authority;
e) Preparing the Annual Budget and
presentation of the same to the Board for approval;
f) Submitting the Approved Budget to
Government;
g) Presenting annual financial
statements to the Board for approval;

Statements to Office of Auditor General for Audits as per the Law;
i) Responding to all audit queries by
the Office of Auditor General;
j) Ensuring that all procurements in
the organization are undertaken in accordance with the prevailing procurement
laws;
k) Ensuring strict adherence to the
Procurement Plan;
l) Ensuring that there is proper
Human Resource Management in the organization;
m) Ensuring all activities of the
Authority are carried out in compliance with the existing laws;
n) Ensuring implementation of
Authority’s programmes, project and activities;
o) Implementing Board policies and
decisions;
p) Developing, negotiating and
implementing the Performance Contract signed between the Board and the Government;
q) liaising with the national and
county government to ensure effective coordination and response in the campaign
against alcohol and drug abuse;
r) Liaising with development partners
for resource mobilization;
s) Ensuring that expenditure is
strictly within the approved budget;
t) Overseeing the Development and
implementation of a robust risk management framework.
Job Specifications
For appointment to this position, a
candidate MUST have: –
i. At least fifteen (15) years
working experience in a related field, five (5) of which shall be in senior
management;
ii. Bachelor’s Degree in a related
field from a recognized institution
iii. Masters degree in
Management/Administration or in a related field from a recognized university;
iv. Certificate in Leadership Course
from a recognized institution;
v. Demonstrate high degree of

following key responsibilities:
a) Oversee the management and
supervision of employees for the Legal Department;
b) Providing the Board Chairman,
directors and the entire Board with guidance and advice in the discharge of
their duties and responsibilities, in particular compliance with applicable
laws, regulations and codes of governance.

management operate within the legal authority framework as governed by the Act.

e) Filing periodic statutory returns
with the regulators;

j) Responsible for drafting the
governance section of NACADA in the annual report and ensuring that the reports
are made available to relevant stakeholders according to the relevant

k) In consultation with the CEO,
ensuring proper constitution of Board Committees with clear terms of reference
for effective functioning and in line with the best industry practice.
l) Formulating meeting agenda for the
Board and Board Committees in consultation with the Board Chairman and/or the
Chief Executive Officer;
m) Advise management on content and
formulation of Board papers;
n) Ensure timely preparation and
circulation of Board and Committee papers and minute;
o) Accurately record minutes of all
Board meetings;
p) Manage and make follow up on Board
actions from Board minutes;

Executive Officer, initiate induction of new directors of the Board;
u) In consultation with the Human
Resource and Administration Manager, identify relevant and suitable training
for Board Directors;
v) Any other duties that may be
assigned.
