Quality Assurance Officer

(ECDE) JG ‘L’ (One Post)
Tharaka Nithi County is one of the forty seven (47) counties in Kenya. It borders the Counties of Embu to the South and South West, Meru to the North and North East, Kirinyiga and Nyeri to the West and Kitui to the East and South East.
The county lies between latitude 000 07′ and 000 26′ South and between longitudes 370 19′ and 370 46′ East. The County is approximately 2,662.1 Km2; including the shared Mt Kenya forest estimated to have 360Km2 in Tharaka Nithi County.

Specific Duties and Responsibilities

·         Provide professional support to ECDE care givers across the County
·         Carrying out monitoring, inspection, evaluation and reporting of ECDE care giving processes and services within the county
·         Assist and facilitate development and implementation of ECDE curriculum, syllabi, pedagogy and resources to support ECDE learning in the County
·         Ensure development of necessary modes of assessment and administration of ECDE care giving curriculum in line with set national standards
·         Carry out audits on ECDE care giving quality and standards in the county ECDE centers
·         Collecting, analyzing and evaluation of ECDE data and use to plan for improvement of ECDE care giving services in the county

Requirements for Appointment

·         Served as a Graduate ECDE teacher a period of not less than three (3) years
·         Bachelor of Arts/Science (Education) with strong bias in ECDE from a recognized institution
·         Bachelor of Arts/ Science and a post graduate diploma in education with special bias in ECDE from a recognized institution

County Land Surveyor

Specific Duties and Responsibilities

·         Updating land records and registry
·         Undertaking surveys and demarcation activities within the County
·         Administration and supervision of all survey technical works within the County
·         Implementation of boundary dispute resolutions
·         Implementation of land related Court orders

Requirements for Appointment

·         Bachelor’s Degree in any of the following fields: Land Survey, Surveys and Mapping, Cartography, Geo – Informatics or equivalent qualification from a recognized institution
·         Strong Computer Proficiency
·         Fully registered member of Institute of Surveyors of Kenya

Payroll Manager

Specific Duties and Responsibilities

·         Developing an integrated County Payroll Management system
·         Timely Preparation of monthly payroll
·         Ensuring enforcement and timely processing of statutory deductions for County employees
·         Liaise with Human Resource to Conduct periodic payroll audit to ensure its integrity
·         Assist in preparation of Personnel/ Human Resource budget
·         Preparing and maintaining accurate payroll records
·         Generating payroll reports as may be required from time to time

Requirements for Appointment

·         Bachelor’s degree in any of the following fields: Human Resource Management, Business Administration, Business Management or relevant qualification from a recognized institution
·         A holder of Certified Public Accountants (CPA) 2 (Section I –V)
·         Hands on experience on payroll applications preferably IPPD and G-pay
·         Proficiency in relevant computer applications

·         Carrying out systems analysis, design and programme specifications in liaison with users;
·         Developing, implementing and maintaining of systems;
·         Ensuring adherence to established ICT standards;
·         Supervising and compiling overall systems documentation;
·         Repairs and maintenance of Information Communication Technology equipment and associated peripherals;
·         Developing and maintaining ICT standards;
·         Recommending and supervising Hardware/Software specifications for Information Communication Technology equipment;
·         Logging of problems;
·         Drawing and scheduling preventive maintenance among other duties

Requirements for Appointment

For appointment to this grade, an officer must have:-
·         Bachelor’s Degree in any following fields: Computer Science/Information Communication Technology (ICT) or in Electronics and electrical Engineering from a recognized institution
·         Any experience and a post graduate preferably Master’s Degree in ICT qualifications in relevant areas will have an added advantage


Assistant Quantity Surveyor

Specific Duties and Responsibilities

·         Advise on what project would cost;
·         Advise on the size and standard structure that can be erected for any given expenditure;
·         Advise on the economics of a project and the preparation of a budget;
·         Co-operate with the designers to ensure that a building can be erected within an approved expenditure;
·         Advise on tendering procedures and contractual arrangement;
·         Prepare documents for obtaining tenders and arranging a contract;
·         Exercise financial control during the construction so that the budget is not exceeded without authority;
·         Act with the Architect and Engineer to ensure that the financial provisions of the contract are properly interpreted and applied so that the client’s financial interest is safeguarded and that the constructor is paid a proper price for the work.

Requirements for Appointment

·         Bachelor’s Degree in Building Economics/quantity surveying or its equivalent and relevant qualification from a recognized institution; and
·         Be Registered as a graduate member of either Architectural Association of Kenya or Institute of Quantity Surveyors of Kenya.

·         Discussing the objectives, requirements and budget of a project
·         Consulting with other professionals about design
·         Preparing and presenting feasibility reports and design proposals to the client
·         Advising the client on the practicality of their project
·         Writing and presenting reports, proposals, applications and contracts
·         Assisting in project planning and management
·         Using it in design and project management, specifically using computer-aided design software
·         Keeping within financial budgets and deadlines
·         Producing detailed workings, drawings and specifications
·         Specifying the nature and quality of materials required
·         Preparing tender applications and presentations
·         Negotiating with contractors and other professionals
·         Preparing applications for planning and building control departments
·         Drawing up tender documents for contracts
·         Project managing and helping to coordinate the work of contractors
·         Controlling a project from start to finish
·         Regular site visits to check on progress, ensuring that the project is running on time and to budget
·         Resolving problems and issues that arise during construction
·         Ensuring that the environmental impact of the project is managed

Requirements for Appointment

·         Bachelor’s Degree in Architecture or its equivalent and relevant qualification from a recognized institution; and
·         Graduate membership with Architectural Association of Kenya
