FEMNET is a pan-African regional women’s rights network that has been in existence since 1988 and has been at the forefront championing gender equality, equity and women’s rights through delivery of critical information, and strengthening linkages and collaboration among women’s rights organizations.
To consolidate her work and move to the next level, FEMNET with financial support from Sida and other partners, is seeking to recruit suitable persons on a 3-year renewable full time contract in the following vacant positions to be based at the Secretariat in Nairobi-Kenya.

Monitoring and Evaluation Officer
Ref: FNT-MEO 2018
Functionally Reports to: Programme Manager
Overall Purpose of the Job: The person will be in charge of Monitoring, Evaluation and Learning (MEL). Among other responsibilities, the MEL Officer will work closely with colleagues to review the MEL system, assess and identify FEMNET’s MEL needs, develop a MEL framework and establish necessary practical procedures and measures in order to operationalize the framework in general for FEMNET’s programmes.
Main Duties include:
General:
·         Document best practices and share them in different formats to ensure that others learn from them and adopt them where appropriate;
·         Compile quarterly, bi-annual and Annual Monitoring, Evaluation and Learning reports for the Secretariat;
·         Represent FEMNET in external meetings related to her/his work as deem appropriate;
·         Monitoring regional developments on gender equality and women’s rights and providing political and programmatic analysis;
·         Work with management in programmatic monitoring and evaluation, and continual quality improvement;
·         Developing program concepts, managing proposal process and timeline for proposal submissions, drafting program objectives, results and indicators, and, contributing to program strategy;
·         Ensure that the narrative and financial reports for FEMNET Programmes are compiled and submitted in a timely manner to keep all stake holders informed.
·         Tracking FEMNET’s regional and global program work and impact especially related to advocacy and communication program areas;
·         Managing assigned program areas and anticipating program and administrative needs;
·         Travelling as necessary to support field-based teams in program implementation, reporting, and monitoring and evaluation.
Review MEL systems:-
·         Review the current programme areas and future strategies to have an understanding of the institutional needs for MEL;
·         Identify key issues around MEL current practices and gaps in ensuring programme quality and MEL systems;
·         Review the reporting needs of FEMNET’s partners to have an understanding of the demand for reporting results;
·         Assess the capacity needs in FEMNET’s Programme Heads, programme teams and partners in monitoring, evaluation and learning methods that measure outcome/impact at different levels;
·         Support the program and departmental heads to review and improve programme planning and implementation performance against objectives.
Development of MEL Framework:-
·         Revise FEMNET’s MEL Framework so as to ensure programme activities continue to improve in quality to ensure transparency and accountability in compliance with FEMNET’s overall strategic direction;
·         Refine current MEL systems, procedures and tools, both installed electronically in FEMNET systems and make it available in printed manual form;
·         Ensure MEL is integrated into everyday work and planning and learning cycles.
Capacity development:-
·         Review reports, audits and evaluations, identify learning opportunities based on identified problems, review solutions and identify how to feedback this information into programmes, training and capacity building;
·         Identification of FEMNET staff capacity development gaps in terms of MEL and work with programme Heads to improve the quality of the MEL;
·         Once the draft system with the relevant tools are ready, conduct a training and continuous capacity to FEMNET’s relevant staff members and partners/members;
·         Any other duties as may be assigned.
Qualifications and experience
·         Be a Bachelor and a Master’s degree holder in social sciences or other relevant disciplines from a recognized university,
·         Persons with additional relevant trainings in monitoring and evaluation will have added advantage.
·         At least 5 years relevant work experience at international, regional or sub- regional level.
·         Experience in MEL system design and implementation;
·         Proven experience in, exposure to, and capability for collaborative work, nurturing of networks and alliances and motivate people.
·         Sound knowledge on gender and its mainstreaming strategies, leadership development and generally women’s rights issues in Africa
·         Have good and proven knowledge on different monitoring and evaluation frameworks and tracking tools.
·         Proven experience in, exposure to, and capability for collaborative work, nurturing of monitoring and evaluation skills at FEMNET.

Capacity Building Officer
Ref: FNT-CBO 2018
Functionally Reports to: Programme Manager
Overall Purpose of the Job: FEMNET is seeking to recruit a suitable person to be in charge of her Capacity Building Programme.
The Capacity Building Officer will work closely with the Management team to strengthen the capacity of the Secretariat as well as grow and strengthen the partnership and empower members to effectively contribute to FEMNET’s vision of “an African society where gender equality is achieved and women and girls enjoy all their rights and live in dignity”.
In particular, the Capacity Building Officer will focus on building the capacity of FEMNET members, and secretariat on digital and creative strategies aimed at amplifying African women and girls’ voices in FEMNET strategic priorities.
The Capacity Building Officer will also be responsible for leading and developing best practices across the membership, including guidance on structures and systems, governance and leadership, training and a culture of respect, achievement, accountability and learning.
Main Duties include:
·         Through consultation with the management and colleagues, and key stakeholders design, and develop a Capacity Building Program for the Network;
·         Initiate and implement capacity development initiatives, and these could be organized at the regional, sub- regional or national level;
·         Take the lead in mobilizing resources required to implement the Capacity Building Program activities;
·         Identify key partners, resource persons and experts in different fields to support the implementation of the Capacity Building Program of FEMNET;
·         Develop tools and training materials for FEMNET members on various issues around women’s rights;
·         Advise FEMNET on capacity issues and gaps within the FEMNET membership outlined in the Capacity Needs Assessment (2017) and come up with strategies to address the gaps;
·         Design and provide skills-building on how to generate and communicate new knowledge on women’s rights, advocacy work from their own experiences;
·         Organize capacity building sessions both inner-facing and outer-facing on effective use of social media tools and on building strategic media relations;
·         Support the Communications team to design and re-package a variety of communication and knowledge products including website, social media infographs, publications (journal, annual reports, policy briefs, newsletters, e-bulletin, project related reports etc) so as to enhance FEMNET’s corporate communications, visual brand and identity;
·         Compile on quarterly basis FEMNET’s media reach and coverage (of both online and offline articles, sound bites and clips);
·         Undertake research and contribute to knowledge generation in key thematic focus areas on gender equality and women’s rights;
·         Work in partnership with other Programmes to identify training needs for staff through a capacity assessment, develop a capacity building plan and coordinate its delivery for FEMNET staff collective, and for individual FEMNET staff;
·         Represent FEMNET at various platforms and lead partnerships such as the Fight Against Inequality Alliance;
·         Put in place a monitoring mechanism to assess the extent to which the capacity building program activities are contributing to improved organizing around women’s rights in Africa and to ensure progress towards the organizational strategic goals;
·         Ensure that the narrative and financial reports for the Capacity Building Programme are compiled and submitted in a timely manner to keep all stake holders informed;
·         Liaise with other staff to document best practices and prepare communications for different audiences, including the general public;

Qualifications and experience

·         Experience in organizing and providing/ supporting training and experience sharing events
·         Proven experience in, exposure to, and capability for collaborative work, nurturing of networks and alliances and motivate people.
·         Experience in at least two of FEMNET strategic priorities that include women’s economic justice and rights, sexual reproductive health and rights, women’s transformational leadership and governance and ending violence against women including harmful traditional practices, early and forced child marriage and female genital mutilation.
·         Sound knowledge on gender and its mainstreaming strategies, leadership development and generally women’s rights issues in Africa.
·         Knowledge of strategies for women’s movement building and feminist leadership including key regional and global women’s rights policy frameworks.
·         Experience in overseeing and implementing digital campaigns and strategies including global calls to action and experiential activation and content.
·         Proven skills in digital and creative design, creating creative briefs and using various branding software and is highly desirable.
·         Strong English and French writing skills for report and proposal development.

Member Liaison Officer
Ref: FNT-MLO 2018
Functionally Reports to: Head of Administration
Overall Purpose of the Job: FEMNET is seeking to recruit a suitable person to be in charge of the affairs of her diverse members across the continent and diaspora.
Among other responsibilities, the Members Liaison Officer will support implementation of various activities across the various programme areas, nurturing partnerships, monitoring and evaluating, capacity building related activities and other activities meeting the set standards required and agreed upon by the Network in line with the organizational Strategic Plan.
Main Duties include:
·         Work with other team members to coordinate FEMNET’s membership to ensure that FEMNET meets its obligations to its constituency in Africa and Diaspora;

·         Develop and implement a holistic membership recruitment and retention strategy that ensures none is left behind;
·         Revise membership guidelines and policies including the proposed “freemium” membership services;
·         Lead in production of information for use in data and analytics relating to membership;
·         Maintain and improve the membership database, member administrative systems and maintain a members section on FEMNET’s website;
·         Manage registration of new members and renewals and providing analysis of such records quarterly;
·         Lead as the interface between the Secretariat and her members, to ensure symbiotic information sharing and communication;
·         Source for and share information with members on opportunities for training and fundraising that will be beneficial to members;
·         Facilitate cross networking amongst FEMNET members on the one hand and the Secretariat and her members on the other hand;
·         Liaise with other staff to support members in identifying and developing best practice stories and sharing them with other members;
·         Establish hubs and zones of expertise to boost specialization of the members within thematic areas of the network;
·         Interest FEMNET members in the use of social media and other forms of networking tools;
·         Work in partnership with colleagues to raise funds in support of the triennial FEMNET General Assembly and Programming Conference;

Human Resource and Admin Assistant

Functionally Reports to: Finance HR and Admin. Manager
Overall Purpose of the Job: The organization needs a generalist who will perform a broad range of duties relating to Human Resources, Procurement, logistics and general administrative duties
Main Duties include:
·         Supporting recruitment and training and development of staff and interns.
·         Working together with programme, finance and admin staff to make sure that staff get paid correctly and on time.
·         Handle pensions and benefits administration.
·         Support in drafting job descriptions in line with established job design and applicable policies and generally accepted practices.
·         Support actions geared at looking after the health, safety and welfare of all FEMNET staff.
·         Support organization of staff training sessions and activities.
·         Advising line managers and other employees on employment law and the employer’s own employment policies and procedures.
·         Support the negotiation of salaries, contracts, working conditions or redundancy packages with staff and representatives.
·         Support the procurement processes especially documentation of technical evaluation during staff and consultants’ recruitment, and bid analysis for procurement of goods and non-consultancy services.

Finance Officer – Accounting and Reporting

Functionally Reports to: Finance HR and Admin. Manager
The Overall Purpose of the job: Accountable for all aspects of financial and management accounting, and donor reporting. The person will be expected to prepare financial statements and audit schedules in line with applicable International Standards (IAS, ISA, IFRS, IPSAS), and other generally accepted practices.
Main Duties Include:
Financial, Management Accounting and Control
·         Support the Finance HR and Admin. Manager in ensuring full compliance with policies & procedures, particularly around cash, advances, banking and assets.
·         Being the main data entry person into the accounting system to produce periodic and end of year Income and expenditure, financial position, cash flows, fully reconciled bank reconciliations etc;
·         Professionally draft multi-year organisational and specific programme activity budgets.
·         Support in safeguarding of the assets of the organisation, including the maintenance of the Fixed Asset register
·         Support finance and admin. department in its function as procurement focal centre, to drive the implementation of procurement policies and plans, aimed at cost effective acquisition of high quality materials, goods, consultancies and non-consultancy services;
·         Producing monthly and quarterly actual v budget (variance) analysis and other management information that may be required from time to time,
·         Preparing cash forecasts to identify monthly funding requirements
·         Contributing on operational and strategic issues as a member of the Finance and Admin. Team.
Donor Compliance
·         Ensure compliance with all financial reporting and forecasting requirements of donors and others, and ensuring the smooth flow of funds from funding sources.
·         Ensure expenditure are incurred and reported in line with contractual agreements;
·         Provide financial guidance and supervision to staff that might be assigned to work under him/her including interns, with regards to donor reporting
Administration, Logistics, Legal and Statutory Compliance

·         Making capital investment decisions using the most popular methods (ARR, PP, NPV, IRR);
·         Carrying out Cost -Volume-Profit analysis through deep understanding of Fixed and stepped fixed costs, variable and semi variable costs and the relationships between the costs, volume and profit;
·         Carrying out Break-even analysis and associated risk analysis (doing marginal analysis for short term decisions, operating gearing etc) for pricing decisions, efficiency in use of resources –limiting factor, closing or continuing operations etc.
Person Specification
Required Knowledge Skills and Qualifications and Experience
·         A Bachelor’s degree (B.com accounting option or any other business, accounting or economics related discipline), from a recognized reputable university;
·         Must be a fully qualified accountant (CPA, ACCA, CMA), with at least 3 years post qualification experience in a busy organization;
·         Experience in a similar position at an international or regional Not-for-Profit organization deep working knowledge in NGO accounting and reporting is required;
·         Must have hands on experience in use of networked common accounting and/or ERP, on-premise or cloud based systems, using QuickBooks, Sun system, oracle etc;
·         Fully understands and applies relevant and irrelevant costs for decision making;
·         Conversant with Cost Benefit Analysis (CBA);
·         Assessing risks using sensitivity analysis approach especially using margin of safety for the relevant factors, and scenario building (for more than one factor);
·         Resilient person- able to maintain personal effectiveness by managing own emotions in the face of pressure, setbacks or when dealing with provocative situations. Can demonstrate an approach to work that is characterized by commitments, motivation and energy.
