Programme Officer II

Requirements

·         Must hold a Bachelor’s Degree in any of the listed field: Sociology, Gender, Human Rights or any other relevant field from a recognized University;
·         A minimum of 3 years working experience in programming in any of the following fields; gender, human rights, development and governance working with persons with disability, youth, children and marginalized communities and the elderly;
·         Demonstrate a thorough and comprehensive understanding of gender issues and knowledge of project design, development and implementation.
·         Excellent report writing, communication, presentation and data collection skills.
·         Must be computer literate;

Responsibilities

·         Prepare and implement work plans;
·         Developing concept papers for field / Research work
·         Prepare budgeted proposals for resource mobilization and for the implementation of annual work plans;
·         Establish and strengthen strategic linkages with development partners and stakeholders;
·         Prepare monthly, quarterly, annual and other reports as may be required from time to time.
·         Organize workshops, conferences and seminars and provide all the necessary administrative and technical support required.


Legal Officer II

Requirements

·         A Bachelor’s Degree in Law from a recognized University in Kenya
·         Post Graduate Diploma in Law from the Kenya School of Law or any other approved or recognized institution in Kenya.
·         Be an advocate of the High Court of Kenya with a current practicing certificate
·         A minimum of 3 years post admission experience in a human rights or gender related area Possess a Certificate in computer applications from a recognized institution
·         Show merit and ability as reflected in work performance and results.

Responsibilities

·         Assisting in the development of legal advisories on legal matters arising within the Commission’s mandate;
·         Representing the Commission in legal matters and attending court on behalf of the Commission.
·         Assisting in formulating, reviewing and follow-up of Commission’s legal policies, contracts, Memorandum of
·         Understanding (MOUs) and any other legal documents;
·         Receiving and processing of day-to-day complaints made to the commission relating to special interest groups
·         Archiving data on legal issues vi) Conducting field visits and investigation missions;
·         Undertaking research in line with the Commission’s mandate;
·         Assisting in facilitation of formal hearing and inquiries by the Commission


Supply Chain Management Assistant

Requirements

·         Possess a Diploma in Procurement or Supply Chain Management from a recognized institution; NOTE; A
·         Bachelor’s Degree in Procurement or Supply Chain Management from a University recognized in Kenya is an added advantage;
·         Be a registered member of KISM in good standing and a holder of a valid practicing Certificate.
·         Have at least two (2) years’ experience in a similar or comparable position from a reputable organization
·         Have knowledge of Public Procurement and Asset Disposal Act 2015.
·         Possess a Certificate in computer applications from a recognized institution.

Responsibilities

·         Update and maintain store records;
·         Inspect goods that are delivered to the store by the suppliers;
·         Prepare and issue local purchase orders to the suppliers;
·         Assist in preparation and assemble bid documents e.g. quotations and requests for proposal;
·         Receiving and issuing of stores
·         Preparation in the opening of bid documents.
·         Ensure timely procurement of goods and services


Assistant Director, Legal & Compliance

The officer will be the Head of Department responsible to the Director, Programs and Research.

Requirements

·         A bachelor’s degree in Law from a University recognized in Kenya
·         A Post graduate diploma in Law from the Kenya School of Law NOTE: A Master’s degree in Law with specialization in human rights or in gender studies from a recognized University is an added advantage.

·         Current Member of the Law Society of Kenya and with a valid practicing Certificate.
·         Advocate of the High Court of Kenya.
·         Computer literacy
·         Good understanding of international human rights law and practice including international reporting mechanisms
·         At least six (6) years’ post-admission experience in Constitutional or Human Rights practice two (2) of which must have been in a Supervisory Or management position
·         Must satisfy the requirements of chapter six (6) of the Constitution of Kenya (2010) Duties and responsibilities

Responsibilities

·         Being the legal Advisor to the Commission
·         Representing the Commission on all legal matters
·         Instituting Public Interest litigation on all matters concerning the commission’s mandate
·         Develop, implement and monitor the budget for the legal department to ensure efficiency and effectiveness.
·         Providing leadership and technical expertise in the development of standards for the implementation of policies for the realization of Economic and Social Cultural rights.
·         Review bills/laws/policy documents and give legal opinions and advisory on integration of principles of equality and inclusion.
·         Write reports and draft advisories on compliance of state with all treaties and conventions ratified by relating to gender equality and freedom from discrimination relating to Special interest groups
·         Maintain a database of all complaints on equality and inclusion related to the special interest groups and liaise appropriately to ensure they are addressed
·         Coordinate and supervise investigations and other field missions and facilitate mechanisms for formal hearings and inquiries by the Commission.
·         Responsible for the performance management, training and development of staff and interns in the department to ensure achievement of the Department’s mandate


Assistant Director Finance & Planning

Qualifications

·         Have served as a Finance officer for a minimum period of eight (8) years, three (3) years of which should have been as in-charge of the finance/accounts department in a Public Sector organization
·         Possess a Bachelor’s degree in any of the following disciplines; Commerce (Finance/Accounts Option), or comparable qualification from a university recognized in Kenya;
·         Possess a Master’s degree in Commerce, Finance/Accounts option, or comparable qualification from a university recognized in Kenya;
·         Be in good standing with the Institute of Certified Public Accountants of Kenya (ICPAK)
·         Possess a certificate in computer applications from a recognized institution;
·         Be conversant with Public Financial Management laws and regulations;
·         Be conversant with computerized systems of budget making and monitoring;
·         Have knowledge and experience in use of the Integrated Financial Management Information Systems (IFMIS);
·         Have demonstrable professional competence, managerial and administrative capability as reflected in work performance and results.

Responsibilities

·         Formulating, recommending and implementing sound financial management policies, standards, systems, strategies and procedures at the Commission;
·         Initiating preparation of budgetary proposals to Government and addressing all matters raised by parliamentary oversight committees;
·         Coordination of budget planning, implementation and analysing Medium Term Expenditure (MTEF) budget;
·         Providing advisory services to the commission with regard to financial and accounting matters;
·         Providing advisory services to the Commission with regard to resource mobilization;
·         Liaising with the Commission’s independent auditors to ensuring that all financial accounts and records meet Government’s, donor and other stakeholder requirements.
·         Ensuring that there is timely adjustments of work plans to commensurate with the resources voted in the budget;
·         Preparing monthly and quarterly expenditure forecast as a basis for discussion with treasury for release of funds;
·         Initiating proposals and seeking funds for additional expenditures and re-allocation of voted funds;
·         Coordinating and designing the financial aspects for all donors’ contracts and agreements;
·         Preparing required financial reports for all contracts projects and programmes
