Construction Supervisor

Job Summary
Reporting to the Logistics Coordinator, the Construction Supervisor will closely supervise and monitor construction projects to ensure that decent houses are built for the selected households in accordance with UNHCR construction principles; by the contracted local groups that have the capacity to build decent shelter.
The incumbent will routinely travel in the operational areas covered by project to provide support

Responsibilities 

Monitoring construction work.
·         Monitoring stock levels, delivery and consumption of materials and the use of equipment with servicing and repairs
·         Ensuring all shelter is completed as per the standards set by UNHCR.
·         Visiting the construction site and monitoring progress of shelter under construction.
Coordination of construction activities
·         Conduct a daily/weekly technical meeting to review progress, discuss issues and provide solutions.
·         Plan and implement daily activities for the construction sector.
·         Ensure that the organizational construction policies and guidelines are followed at all times during the construction of the houses
·         Makes sure of quality construction by maintaining standard procedures and guidelines for construction
·         Works in consultation with the contractor or his representatives on the site to ensure quality work
Develop technical plans for the sector.
·         Develop construction specification and management i.e. prepare Bills of Quantities/Materials for the selected house designs
·         Prepare work schedule for the sector based on the designs.
·         Ensure that all building materials used in the construction of shelter are of the quality as recommended by the Organization
·         Prepare certificate of completion for each construction work completed to facilitate payment of contractors.
Supervision of staff
·         Overall responsibility of staff working in the construction sector.
·         Directly supervise three foremen and two assistant project officers.
·         Prepare leave schedule for construction staff.
·         Conduct mid-year and annual staff performance appraisal.
Reporting
·         Prepares daily, weekly and monthly construction report.
·         Develops yearly construction report.
·         Participate in the evaluation of shelter activities.

Qualifications

·         Higher Diploma or Diploma in Building Construction/ Civil Engineering.
·         At least 5 years working experience in the field of building and construction preferably with an international NGO.
·         Certificate: Windows-CAD programme and MS Office
Competencies;
·         Prior exposure and experience in supervising construction works and inventory management
·         Hands-on experience in working with community based structures
·         Experience in drawings, developing of BOQs and construction budgets
·         Ability to work effectively independently or in a team environment or with colleagues from different backgrounds
·         Excellent verbal and written communication skills
·         Ability to work effectively in a multicultural team environment
·         Flexibility and willing to adapt to changing environment

Job Summary
Reporting to the Construction Supervisor, the Construction Foreman will coordinate operations and oversee workers at construction sites. He/she will be the point of reference of both workers and supervisors and will be a key person for the completion of construction project.
The post holder is expected make quick decisions related to shelter activities in the field. He/She must be well organized and value safety above everything else. The incumbent will be based in the field in most of the assignments.

Responsibilities 

Coordination of construction activities
·         Coordinate construction tasks according to priorities and plans.

·         Ensure manpower and resources are adequate

Project Assistant

Job Summary
Reporting to the Construction Supervisor, the Project assistant will use the beneficiary list from UNHCR to coordinate the distribution of shelter kits.
He/She is expected to organize for the collection of shelter kits from the warehouse and preposition for distribution at respective distribution points.
The position holder will keep records of the beneficiary and assist in the identification of new beneficiary based on the previous records.

Responsibilities 

Distribution of shelter Kits
·         Organize for prepositioning of shelter kits in the distribution sites a day before distribution.
·         Ensure all the recipients of shelter kits have acknowledged collecting the items through signing or thump print.
·         Account for all the shelter kits distributed and the returns.
Record keeping and office liaison
·         Safety keeps record of all shelter beneficiaries and distribution reports.
·         Facilitate the preparation of shelter reports and submission to the donor.
·         Assist in the performance of regular office work.
Supervision of staff
·         Directly supervise casual laborer.
·         Participate in the recruitment of casual staff.
Reporting
·         Prepare daily, weekly and monthly distribution report.
·         Consolidate yearly distribution report.

Qualifications

Job Summary
Reporting to the Head Driver, the Driver will be responsible for the safe driving and Care vehicles and property. He/she will at all times comply with the traffic regulations and the Organizations’ policies and regulations on vehicle Management as well as the Kenya Traffic Act CAP 403, Laws of Kenya.

Responsibilities 

Perform daily, weekly, monthly transport duties.
·         Drive care vehicles, and or equipment as shall be assigned by the Supervisor in a safe and economical manner in conjunction with the regulations in place.
·         The Driver responsible for the routine check-up of the vehicles, routine check-up to include but not limited to oil, brake function, water, lights & tire condition, windshield wipers, etc.
·         Confirm availability of vehicle tools and equipments before, during and after work.
·         The Driver shall always maintain assigned vehicles clean and in good condition, properly for the convenience of the Organizations’ operations.
·         The driver shall always stop the engine and electric power of assigned vehicles to save consumption of fuels and the general vehicle engine performance.
·         He/she shall assist the Head Driver execute his daily duties by ensuring compliance with the given directives.
·         The Driver shall handover the assigned vehicles by doing a comprehensive handover report before departing for leave/cto.
Ensure safety of the vehicle /passengers /materials.
·         Embrace ownership, caution and responsible behavior while driving to avoid any form of intoxication.
·         Ensure safety of passengers on aboard Care vehicles.
·         Ensure vehicle first aid kit and fire extinguishers and other vehicle safety equipment are available and in good condition.
·         He shall carry only authorized passengers as per the Organization policies on vehicle management.
·         The driver shall strictly observe Traffic Rules and Regulations and maximum speed limit as prescribed by the Traffic Act, Laws of Kenya.
·         The driver shall at all time park the vehicles at the designated parking area/secure place with all doors and windows locked, keys kept safely.
·          Ensure that all passengers are on safety belts for trips within, and outside Dadaab.
·         The driver shall always drive vehicles safely and comfortably and must exercise defensive driving while on the road to prevent accident.
·         Reckless driving shall be sufficient ground for the driver’s recall and consequently be a cause of disciplinary action.
·         He/she shall adhere to Safety and Security regulations/SOPs.
Ensure all vehicles legal documentation or condition is met by the organization.
·         Check validity of vehicle insurance covers, road license and Police inspection stickers.
·         Ensure the assigned vehicle is serviced as stipulated in the periodic servicing schedules.
·         Report license expiry dates to the Supervisor on time to facilitate renewals.
·         The Driver shall update vehicles logbook particulars by making right entries.
·         Clearly indicate in the Drivers’ log book the amount of fuel taken and location.
Reporting of accidents and incidents.
·         Report immediately to the Police and Supervisor; not accepting liability on behalf of Care.
·         Present a comprehensive report to the management within 24 hours.

Qualifications for the Driver NGO Job

·         Minimum of Kenya Certificate of Secondary Education and Valid Driving license class BCE and PSV.
·         3 years of relevant work experience
·         Certificate: Certificate of good conduct.

(Storekeeper) Assistant Logistics Officer

Job Summary
Reporting to the Logistics Officer, the Assistant Logistic Officer-Storekeeper coordinates warehousing practices i.e. receipts, storage and issuing of materials at the assigned storage facility while adhering to the Logistics Standard Operating Procedures. The Assistant Logistic Officer-Storekeeper has overall responsibility of managing inventories of the assigned stores.

Responsibilities 

Warehouse Management and Inventory Control.
·         In charge of receipts, storage, and issuance of items/commodities as per Logistics Standard Operating Procedures.
·         Conduct Inspection of warehouses, and report any repair/maintenance and fumigation needs to the supervisor.
·         Ensure timely offloading of all supplied food and non-food items at the warehouses and update the Logistics Coordination office.
·         In charge of receiving and offloading of all CARE sector materials and contacting the user sector to verify goods before receiving them.
·         Conduct monthly physical count of all food and non-food commodities in the warehouses and maintain CARE assets inventory for each sector.
·         Ensure proper security of the warehouses by keeping warehouse keys in safe custody.
·         Ensure cleanliness of the warehouse by supervising the cleaners
Record keeping and report writing.
·         Maintaining ledger records and stock/bin cards.
·         Prepare daily reports of incoming and outgoing items to the warehouse.
·         Prepare precise, analytical and accurate weekly, monthly and yearly stock reports.
·         Compile and prepare internal weekly stock sector update and submit to the supervisor.
Supervision and staff development.
·         Supervise all the stores refugee incentive workers.
·         Ensure that warehousing duties are allocated to various staff under him/her.
·         Recommend the motivation of the hard working staff within the sector.
·         Appraise staff reporting to him/her as required.
·         Manage staff disciplinary and grievance issues.

Qualifications

·         Diploma in Stores management & Stock Control/Diploma in Purchasing and supplies Management/ Diploma in Logistics Management.
·         2 years working experience in a busy logistics store preferably with an international NGO
·         Certificate: Microsoft office
Competencies
·         Sound background in inventory management, record keeping and experience in commodity reconciliation
·         Good working knowledge of Logistics procedures, systems
·         Ability to work effectively in a multicultural team environment
