ESARO’s Programme focuses on biodiversity
conservation through a diverse portfolio of projects and programmatic
initiatives ranging from activities at the level of individual protected areas
to shaping regional policy on biodiversity conservation.
ESARO defines and delivers on its
programmatic priorities in collaboration with IUCN members, commissions and
other strategic partners.
GENERAL SCOPE: The Regional Monitoring and Evaluation Officer (M&E Officer) will support the monitoring and evaluation of the Coastal Resilience to Climate Change initiative (CRCC) project in Mozambique including country and regional projects in IUCN ESARO.
GENERAL SCOPE: The Regional Monitoring and Evaluation Officer (M&E Officer) will support the monitoring and evaluation of the Coastal Resilience to Climate Change initiative (CRCC) project in Mozambique including country and regional projects in IUCN ESARO.
S/he will be responsible for overall
Monitoring, Evaluation and Learning needs of the CRCC project and will come up
with findings based on real data to show performance of the projects.
S/he will play role in promoting of key
learnings for the improvement of the project and for wider leaning of the
organisation.
S/he will also support the development and
implementation of IUCN ESARO monitoring and evaluation framework.
Main Duties and Responsibilities

To
supervise regular data collection through implementing partners and ensure
quality of the data by random verifications and validations
·
To
record, manage and preserve monitoring and evaluation data in a safe and
accessible way
·
To
analyse and discuss findings based on regular monitoring data
·
Provide
technical support on M&E and evidence-based recommendations to the Project
Management and Partners.
·
Ensure
that implementation of field activities adheres to IUCN’s monitoring and
evaluation system
·
Support
partners in conducting baseline surveys and other assessments;
·
Participate
actively in programme planning process and budgeting of the programme quality
and fundraising;
·
Support
CRCC team in developing the quarterly and annual reports.
·
Support
CRCC team in dealing with any other tasks as may be required
JOB DESCRIPTION
1. Monitoring
·
Develop
project monitoring plan (PMP) of the projects in line with project scope and
consulting with programme team and partners
·
Coordinate
with Implementing Partners (IPs) for collecting data against agreed indicators;
·
Providing
technical advice for the revision of performance indicators;
·
identifying
sources of data, collection methods and resources needed and related cost;
·
Engage
with IPs to collect and manage essential data of their respective projects;
·
Ensure
quality of data collected by partners;
·
Provide
feedback to partners and programme teams on projects’ performance based on
monitoring data findings;
·
Assist
Finance in building capacity of IPs on Planning, Monitoring and Evaluation
(PM&E)
2. Evaluation
·
Assist
Programme Coordinator in designing, coordinating and conducting project
evaluations (mid-term and end-line);
·
Assist
Programme Coordinator in designing and conducting Post Implementation
Monitoring Survey (PIMS);
·
Lead
the Programme Data Review;
·
Support
partners in designing and disseminating research studies by providing relevant
input
3. Reporting and Documentation
·
Assist
Programme Coordinator in developing progress reports, including quarterly and
annual reports;
·
Develop
and share field visit reports with Programme Management Unit and relevant
partners
·
Develop
and maintain project database (with updated information and reports -intranet)
4. Planning
·
Assist
the Project Management Unit (PMU) in project planning and budgeting process to
develop a good project monitoring plan
·
Assist
the PMU in reviewing project plans during the project planning process
·
Ensure
quality of data/ statistics in project plans
5. Learning and Sharing
·
Ensure
that lessons and experiences from projects and programmatic initiatives
emerging from the portfolio are identified, captured and synthesized with a
view to sharing knowledge with the IUCN constituency within the region and
beyond as well as being systematically deployed in delivery of regional field
and policy activities.

Development
of M&E tools,
·
Lead
the trainings in application of M&E tools for staff and partners;
·
Share
learning from M&E process with the wider team
·
Support
partners in improving learning and sharing mechanisms in their projects
·
Work
collaboratively with different programmes in the country and region for
strengthening integration and cross-learning in programmes;
REQUIREMENTS
1.
Degree
in social sciences, development studies, statistics, economics or related
field;
2.
Post-graduate
training in Monitoring and Evaluation;
3.
Demonstrated
computer skills in Microsoft Office Suite applications
4.
At
least seven years work experience in planning processes, performance,
management, monitoring and evaluation, capacity building in large governmental
or international organization;
5.
Experience
in (i) monitoring and evaluating socio ecological and climate change projects;
(ii) field data collection and (iii) report writing and presentation;
6.
Skills
in (i) Monitoring and evaluation techniques and processes; (ii) Data collection
and management; (iii) Analytical and research skills; (iv) Good command over
report writing in English;
7.
Excellent
knowledge of advanced statistics and research methodology including skills in
sampling techniques and use of computer software for statistical and other
relevant applications
8.
A
solid understanding of the management of cross cutting issues, with a focus on
participatory processes, integrated programming, protection and gender issues;
9.
Proven
success in designing, implementing, and operating project M&E systems from
project initiation to closeout stages
10.
Excellent
verbal and written communication skills in English and Portuguese. A working
knowledge of French is an added advantage.
11.
Proven
skills in critical thinking, assessment and analysis; strong competency in
conceptualizing and designing strategic frameworks;
12.
Excellent
interpersonal skills and a strong team player with proven communication and
diplomacy with the ability to work effectively with multicultural and multidisciplinary

The Global Drylands Initiative (GDI) is part of IUCN’s Global Ecosystem Management Programme and is responsible for IUCN’s programme of work in Hyper Arid, Arid, Semi-Arid and Dry Sub-humid lands.

programme has a growing portfolio of projects in multiple regions that focus on
sustainable drylands management, rangeland monitoring and assessment, natural
resource governance, and influencing policies and policy implementation for
dryland management.
The
GDI is IUCN’s focal point to the United Nations Convention to Combat
Desertification (UNCCD).
The principle roles of the Programme Officer (PO) are to manage a portfolio of projects, lead the implementation of agreed project activities, and ensure their alignment with the GDI programme strategy and IUCN’s global programme.
The principle roles of the Programme Officer (PO) are to manage a portfolio of projects, lead the implementation of agreed project activities, and ensure their alignment with the GDI programme strategy and IUCN’s global programme.
The
PO is responsible for delivery of assigned projects in accordance with both
donor and IUCN requirements and for maintaining consistency between these
projects and the overall IUCN Global Programme.
The
PO will provide input to programme planning and strategic development and will
take the lead in some aspects of representation, partnership building and fund
raising.
The
PO will play a significant role in supporting project implementation and
programme development in the IUCN Eastern and Southern Africa Office: People
and Landscapes Programme.
JOB
DESCRIPTION
1
Project management according to IUCN policies, procedures and positions:
·
Understand and comply with IUCN
policies and procedures in all aspects of work;
·
Secure correct approval of all
assigned projects through the PAAS system;
·
Ensure all assigned projects meet
IUCN ESMS (environmental and social) standards in both development and
implementation phases;
·
Update the IUCN project portal with
relevant project information;
·
Implement all assigned projects in
accordance with the project documents, supporting agreements (e.g. contracts,
MOUs, PAIAs etc.), annual work plans and the procedures of IUCN;
·
Utilize and monitor project budgets
in accordance with IUCN internal controls and donor agreements;
·
Manage all project data and
documents, in soft and hard copy as appropriate, ensuring they are suitably
accessible by other IUCN staff;
·
Prepare project technical reports
according to the agreed formats and deadlines and IUCN standards;

Project implementation:
·
Implement project activities, in
agreement with the line manager and other GDI staff, according to both IUCN and
donor requirements and standards, and to the satisfaction of project partners;
·
Support the management and
implementation of designated projects in the ESARO People and Landscape
Programme, according to Internal Agreements signed with the regional office;
·
Facilitate project related workshops,
training events and other public fora;
·
Assist in policy dialogue and
advocacy events organised through field based GDI projects, and contribute to
the global policy dialogue of GDI, for example at UNCCD fora;
·
Provide training to project partners
to improve their capacity to deliver on project activities and objectives;
·
Lead participatory planning exercises
and training of practitioners in participatory approaches;
·
Capture and document lessons from
project activities and write, or co-author, agreed project publications and
communication material;
·
Implement agreed programmatic
activities, including workshops and side events at international events;

Representation:
·
Maintain and develop relationships
between IUCN and its donors and implementing partners, ensuring that these
partners are appraised of and satisfied with project progress;
·
Use opportunities at internal and
public events to raise the profile of the IUCN and the Drylands programme and
identify strategic partnerships and initiatives;
·
Collaborate effectively with IUCN
members and Commission Members (especially CEM) as well as other strategic
partners, under the guidance of the GDI coordinator;
·
Represent IUCN at internal and
external meetings in agreement with the GDI coordinator;
·
Represent GDI in discussions with
ESARO and provide technical support in project development in the region, as
agreed with the GDI coordinator and ESARO colleagues;

Contribute to programme development within the GDI:
·
Work with the GDI coordinator and
other GDI and GEMP team members to strengthen the overall GDI programme
approach, including input to defining strategic priorities and objectives and
aligning GDI and GEMP to the overall IUCN intersessional programme goals;
·
Maintain a current understanding of
the IUCN Global Programme results and targets and provide input to
consultations over amendments of the programme;
·
Report on the contribution of
assigned projects to delivering programme goals and contribute to annual work
planning and budgeting for the GEMP cost centre and GDI sub cost centre;
·
Communicate projects and project
activities, in coordination with IUCN communication focal points and experts,
to maintain public visibility of the programme;
·
Maintain an awareness of other IUCN
thematic programmes and approaches and assist in identifying opportunities for
synergy and collaboration;
·
Maintain a current awareness of
environment/drylands issues in order to assist in responding to emerging
issues;
·
Work closely with other IUCN thematic
and regional programmes, and with members and partners, to develop innovative
fund raising proposals;
·
Lead the preparation of assigned
concept notes and proposals and assist in negotiating project funding with
potential donors according to IUCN standards and guidelines on cost recovery;

Monitoring, Evaluation and learning:
·
Implement all project-based M&E
activities and report on outcomes and impacts of project delivery;
·
Include appropriately funded M&E
activities in all newly developed projects;
·
Effectively document and communicate
project lessons and contribute to GDI learning and good practices;

·
Carry out other relevant tasks
assigned by, and mutually agreed with, the line manager.
REQUIREMENTS
·
A Masters Degree in Natural Resource
Management, or its equivalent, with a specialization in drylands, rangelands,
pastoralism or a related field
·
At least 5 years’ work experience in
managing and coordinating projects, primarily in the conservation or
sustainable development field, in more than one country;
·
Experience with results-based project
cycle management including monitoring and evaluation methodologies and project
budget management
·
Experience in participatory and
community based development or natural resource management approaches;
·
Ability to organize and facilitate
multi-stakeholder participatory processes;
·
A good understanding of drylands
conservation and sustainable development;
·
Strong networking and communication
skills and ability to work with different partners and stakeholders;
·
Demonstrated ability to work
effectively in a multi-disciplinary and multi-partner environment
·
Fluent in English and a good working
