Duty Station: Addis Ababa, with
frequent field visits.
Purpose of the role: The Finance &
Administration Manager (FAM) will be a strategic thought partner, and report to
the Country Director.
The candidate will lead and develop the
country team to support the following areas; finance, business planning and
budgeting, human resources, administration and IT.
The FAM will play a critical role in
partnering with the senior management team (SMT) in strategic decision making
and operations of Action Africa Help International, Ethiopia.
Duties & Responsibilities
Financial Management
·
Analyse
and present financial reports in an accurate and timely manner, clearly
communicate monthly and annual financial statements; collate financial
reporting materials for all AAH Ethiopia donors and oversee all financial,
project/program and grants accounting.
·
Coordinate
and lead the annual audit process; liaise with external auditors and the
Finance Director (FAD).
·
Coordinate
all project audits within the AAH Ethiopia Program.
·
Oversee
and lead annual budgeting and planning process in conjunction with the FAD;
administer and review all financial plans and budgets; monitor progress and
changes and keep senior Management team (SMT) abreast of the Country`s
financial status.
·
Manage
AAH Ethiopia cash flow and forecasting.
·
Implement
a robust financial management/reporting system; ensure that financial data and
cash flow are steady and support operational requirements.
·
Update
and implement all necessary business policies and accounting practices; improve
the finance department`s overall policy and procedure manual.
·
Effectively
communicate and present the critical financial matters to the AAH Ethiopia
board of directors.
·
Review
of monthly bank reconciliations for all bank accounts at AAH-I Ethiopia to
verify accuracy and compliance to policy.
Human Resources and Administration
·
Coordinate
AAH Ethiopia human resources and administration function, enhancing professional
development, compensation and benefits, performance evaluation, training and
recruiting.
·
Oversee
and streamline AAH Ethiopia recruitment processes.
·
Oversee
administrative functions as well as facilities to ensure efficient and
consistent operations.
·
Coordinate
and liaise with all external partners including third-party vendors and
consultants for to ensure efficiency and transparency.
·
Establish
and manage a comprehensive training program to AAH Ethiopia employees on key
processes, tools, policies and procedures.
Professional qualifications
·
Minimum
of a Bachelor’s Degree in Commerce.
·
A
Certified Accounting qualification (CPA-K, ACCA, CFA) with active membership.
·
MBA/MSC
is an added advantage.
Minimum relevant experience required
·
At
least 7 years of overall professional experience in financial and operations
management.
·
A
track record in grants management.
·
Working
Experience with different donors –DFID, USAID, EC
·
Personal
qualities of integrity, credibility and dedication to the mission of AAH-I
Additional Skills & Competences
·
Ability
to translate financial concepts to- and to effectively collaborate with –
programmatic and fundraising colleagues who do not necessarily have finance
back ground.
·
Knowledge
of various accounting and reporting software.
·
Excellent
communication and relationship building skills with ability to prioritize

Duty
Station: Addis Ababa
Purpose
of the role: The Head of Programmes is
responsible for program development and delivery.
The
incumbent supports all sector heads and or managers to develop high quality
concept notes and proposals and ensures programmes / projects are implemented
to the highest standard and are achieving the desired outcomes and
impacts.
He/she
networks with all relevant in-country donors and deputizes for the Country
Director as may be required.
Duties
& Responsibilities
As
a member of the Country Senior Management Team, contributes to:

Leadership of the Country Office
·
Supports the development of an
organisational culture that reflects AAH-I values, vision and mission
·

Supports staff to deliver outstanding
results for beneficiaries and excellent customer service to our donors
·
Helps design and implement a coherent
organizational structure that is consistent with organisational practices and
appropriate to programme needs

Ensures strong performance management
for programme department/unit
·
Helps establish, maintain, and
improve active and regular working relationships with: host government
authorities, donors, partner agencies, including major institutional donors,
and local and international NGOs.
·
Ensures that the required support is
provided promptly, at scale and in line with the agreed standard operating
procedures
·
Oversight of programme development
and management
·
Responsible for overall coordination
of programme delivery
·
Has delegated responsibility for
field delivery of high quality programming in line with the objectives of the
country strategy
·
In close coordination with the
Programme Director, Sector Heads, Advisors, Programme Managers, Grants and
Finance Managers develop high quality concept notes and proposals to donors
·
Leads in conceptualizing and
designing cost effective, innovative and high quality Programmes to serve
difficult to reach areas
·
Supports Programme managers and
sector heads to deliver programmes that positively impact on the beneficiaries
and in line with grant agreements.
·
Serves as overall budget holder for
most programming; manage and support budget holders for individual projects and
grants
·
Ensures programmes are implemented in
ways responsive to the communities in line AAH-I principles, approaches, values
and strategic plan and following AAH-I compliance procedures. This includes
working with government and local NGO-partners to strengthen national capacity
·
Ensures preparation of timely and
high quality institutional and donor reports
·
Coordinates overall funding process
from donors. This includes developing funding strategies, creating grant
proposals, and identifying strategic leads and concepts
·
Ensures Programme implementation
staff are well versed and are effectively applying organizational policies and
practices, which result in successful financial and Programmatic audit scores.
Ensure action planning and execution to resolve audit and evaluation findings
and recommendations in a conclusive and timely manner.
Humanitarian
Response Management
·
Strengthens country office
organisational readiness to respond to emergencies in line with approaches and
principles
·
Ensures that the country office
designs, updates and implements a full set of emergency preparedness actions,
drawing on HQ input and resources
·
Mounts appropriate and timely
responses at scale to all emergencies in close cooperation with incoming surge
teams as may be necessary.
·
Ensures that all staff in country
across departments and sub offices are familiar with and adhere to standard operating
procedures even during an emergency response
·
In coordination with Country Director
and sector heads or Programme managers maintains consistent and coherent
engagement in key inter-agency emergency preparedness and response coordination
mechanisms including the cluster system.
Staff
Safety and Security
·
Ensures that all safety and security
minimum operating standards are met
·
Works with the Safety and Security
focal point person to ensure implementation of staff security guidelines
·
Ensures periodic security assessments
are carried out and reports submitted to the Country Senior Management team on
time.
Staff
Management, Mentorship, and Development
·
Ensures appropriate staffing within
Programmes Department/unit including at sub office level
·
Ensures that all staff understand and
are able to perform their role
·
Manages Programme team; define
expectations, provide leadership and technical support as needed, and evaluate
direct reports regularly
·
Ensures the recruitment, training,
and promotion of staff as appropriate and ensure availability of appropriate
professional development opportunities for staff
·
Incorporates staff development
strategies and Performance Management Systems into team building process.
Establish result based system and follow up
·
Manages the performance of all staff
in the Programme Department through:

Effective use of the Performance
Management System including the establishment of clear, measureable objectives,
on-going feedback, periodic reviews and fair and unbiased evaluations

Professional
qualifications
·
Master’s degree in Development or
other relevant fields.
·
Minimum of 10 years management
experience in an NGO or a corporate environment, including significant field
operations experience running both emergency and development Programmes.
·
Robust experience of NGO development
and emergency Programme cycle management, and with experience of working within
a complex and matrix organisation structure.
Minimum
relevant experience required
·
Experience managing multi-cultural
and cross-functional teams.
·
Previous experience of managing and
developing a team and the ability to lead, motivate and develop others.
·
Commitment to and understanding of
AAH-I Values, Vision and Mission.
·
Sound experience in working with
donors, international organizations and government entities.
·
A very good understanding of 3 AAH-I
main Programme sectors; health, humanitarian and food security and livelihoods.
·
Substantial experience and knowledge
of effective monitoring and evaluation of projects, project planning and grant
management with experience in managing project supported by major institutional
donors.
