The Tharaka Nithi County Assembly Service
Board invites application from suitable qualified Kenyan citizens to fill the
following positions on contractual terms (end of Speaker’s term).
1. Personal Secretary 1
CASB Salary Scale 7
Duties and responsibilities
·
Recording
dictation in short hand and transcribing it in type written form.
·
Typing
form draft, manuscript or recording from dictation machine.
·
Processing
data.
·
Manage
e-office
·
Ensure
security of office records; documents and equipment; including classified
materials.
·
Preparing
responses to simple routine correspondence.
·
Management
of office protocol; managing office petty cash; handling telephone calls and
appointments.
·
Operating
office equipment
Requirements for appointments
·
Must
be in possession of a higher diploma in secretarial studies or higher diploma
in business and office management or equivalent qualification from a recognized
institution.
2. Communications Officer
CASB Salary Scale 7
Duties and Responsibilities
·
Oversee
broad casting proceedings of the Assembly.
·
Coordinate
ail public relations related activities including publishing of brochures, hand
book, flyers, CDs e.t.c
·
Updating
of the County Assembly website as required.
·
Coordinating
and receiving visitors to the County Assembly.
·
Preparing
press releases reacting to media stories and proactive media reporting through
the available channels.
·
Coordinating
County Assembly Broadcasting and Media relations.
·
Participate
in public participation of County Assembly.
Requirement for appointment
·
Must
have a bachelor’s degree in public communication / mass communication /
information science; and be competent in use of IT as a working tool.
3. Liaison Officer
CASB Salary Scale 8
(1 Position)
Duties and Responsibilities
·
Maintain
thorough knowledge of the business, as well as an understanding of how that
impacts the other entities of contact
·
Monitor,
coordinate, and communicate strategic objectives of the business
·
Collaborate
and communicate successfully with other entities outside of the business
·
Work
with other staff members to develop a greater understanding of the business and
any issues that arise
·
Develop
and foster relationships with the community, stakeholders, and other entities
·
Collect,
analyze, and utilize data and feedback to identify opportunities to improve the
relationship between the business and the other entity
·
Compile
reports about particular incidents, events, or updates about important issue
for the business
·
Proactively
solve conflicts and address issues that could occur between the business and
the other entity
·
Promptly
respond to incidents and other events as necessary
·
Act
as a positive representation of the business to the community
Requirements and Qualifications
·
Bachelor’s
degree are preferred
·
2+
years of experience in a related role
·
Customer-oriented
attitude
·
Excellent
verbal and written communication skills
·
Ability
to establish and nurture beneficial business relationships
·
Self-motivated
with a willingness to take initiative and solve complex problems
·
Capability
to negotiate with and influence others
·
Analytical
and mathematical mind to analyze data and create necessary reports

Invitation
for Application for the County Assembly Audit Committee
Pursuant
to section 155(5) of the Public Finance Management act, 2012, Public Finance
Management (County Government) regulations, 2015 section 167 and Audit
committee guidelines for the County Government, Tharaka Nithi County Assembly
should establish County Assembly Audit committee as follows;
Chairperson and 2 members and the head of Internal Auditshall
be the secretary to the committee composition.
i)
The County Assembly shall competitively source for 3 members of the Audit
committee suitably qualified persons, one of whom shall be the Chair.
ii)
The County Assembly speaker shall nominate one senior officer to sit in the
Audit committee.
To
be appointed as CHAIRPERSON of the Audit committee one should:
1.
Hold a degree from a recognized university in Kenya
2.
Hold CPA(K) in good standing
3.
Have Knowledge and experience of not less than 7 years in:-
(i)
Audit and or
(ii) Financial management/accounting
(ii) Financial management/accounting
4.
Have knowledge and experience in public service/devolved system of government
and knowledge in risk management
5.
Be a person with integrity and in compliance with requirements of Chapter six
of the constitution.
To be appointed as MEMBER (2) of the audit committee one should:

Have progressive working experience
of not less than 5 years

Member of professional body in good

Terms
of Appointment
i)
Members of Audit committee shall be appointed for a term of 3 years on part
time basis and shall be eligible for re-appointment for a further one term
only.
ii)
Despite paragraph (i) above, after expiry of every term at least one third of
the committee shall retire and not be eligible for re-appointment.
iii)
The term should only be extended after performance of the member has been
reviewed.
iv)
Applicants should not be past/present employee/agent of Tharaka Nithi
County Government / Assembly or political office holder.
